ADJOURNMENT ROSEMEAD TRAFFIC COMMISSION NOVEMBER 3, 2005 The regular meeting of the Rosemead Traffic Commission was called to order by Chairman Quintanilla at 7:10 pm, in the Council Chambers, 8838 East Valley Boulevard, Rosemead ROLL CALL Present: Chairman Quintanilla, Vice-Chairperson Matsdorf and Commissioner Knapp . Absent: None Pledge of Allegiance: Commissioner Quintanilla Invocation: Commissioner Knapp I. APPROVAL OF MINUTES -October 6, 2005 It was moved by Commissioner Matsdorf, seconded by Commissioner Knapp, and carried unanimously to approve the minutes for October 6, 2005. II: ORAL COMMUNICATIONS FROM THE AUDIENCE Jim Flourney 8655 Landisview Lane Rosemead, California 91770 Mr. Flourney thanked staff for fixing the signal at Walnut Grove (south of San Gabriel). However, the same problem is occurring at San Gabriel (in front of Carrows). III. OLD BUSINESS - None IV. NEW BUSINESS A. REQUEST FOR STOP SIGNS AT THE INTERSECTION OF STEELE STREET AND RIO HONDO AVENUE Deputy Traffic Engineer Itagaki presented the staff report and passed out a map and an exhibit to the Commissioners. RECOMMENDATION: Based on the guidelines of the Manual of Uniform Traffic Control Devices (MUTCD), the intersection of Steele Street and Rio Hondo Avenue does not satisfy any of the warrants for the installation of a multi-way stop controlled intersection. Therefore, the installation of stop signs on Rio Hondo Avenue at Steele Street was not recommended at this time. Commissioner Knapp stated that this request has come before the Commission several times, and has always resulted in the same conclusion. It was moved by Commissioner Knapp, seconded by Commissioner Matsdorf and carried unanimously to approve the Traffic Engineer's recommendation. Commissioner Knapp suggested that staff send a letter to Mr. Tam Le informing him of the Commission's recommendation. B. REQUEST FOR TRAFFIC SIGNAL AT RUSH STREET AND - ANGELUS AVENUE Deputy Traffic Engineer Itagaki presented the staff report. RECOMMENDATION: The. installation of a traffic signal at the intersection of Rush Street and Angelus Avenue. was not recommended at this time based on current levels of traffic volumes, pedestrian volumes and reported collision history. Speaking before the Commission was: Larry Bevington 8372 Rush Street Rosemead, California 91770 Mr. Bevington stated that he agrees with the recommendation, but not with the staff report. He feels the study should not have been done mid-morning and is inaccurate. He also feels that the trees approaching this intersection are obstructing the signs. Speaking before the Commission was: Jim Flourney 8655 Landisview Lane Rosemead, California 91770 Mr. Flourney stated that the problem lies at Graves and Angelus in front of the school. He also stated that there are no signs posted, "Street Sweeping", just south of Angelus on Rush Street, and people are getting cited. Speaking before the Commission was: Marie Saldivar 8388 Rush Street Rosemead, California 91770 Ms. Saldivar stated that she would like to see something done about the red striping. Upon exiting the driveway, it is very hard to see on-coming cars. The residents feel that.the red curb was installed on the wrong side. It was moved by Commissioner Knapp, seconded by Commissioner Matsdorf, to accept the Traffic Engineer's recommendation, to extend the red curb and make sure that the tree is trimmed. In addition, the Commission will direct staff to look at the work order to see if there was a mistake, without having to go to Council. V. STAFF REPORTS - NONE VI. Commissioner Matsdorf thanked staff for all their hard work, especially Ken Rukavina. Commissioner Knapp stated that the timing on the signal on Hellman and San Gabriel Boulevard is off. Commissioner Knapp also invited everyone to the Pancake Breakfast on November 19~h. Tickets are $ 5.00. Commissioner Matsdorf asked that the meeting be adjourned in honor of all the veterans. VII. ADIOURNMENT There being no further business to come before the Commission, the meeting was adjourned at 7:53 p.m., with 7 people in the audience. The next regularly scheduled meeting is set for December 1, 2005. APPROVAL OF MINUTES The minutes for November 3, 2005, were deferred until January, 2006. II. ORAL COMMUNICATIONS FROM THE AUDIENCE - NONE III. OLD BUSINESS - NONE IV. NEW BUSINESS REQUEST FOR PARKING RESTRICTIONS ON ENCINITA AVENUE NORTH OF LOWER AZUSA ROAD Deputy Traffic Engineer Itagaki presented the staff report and passed out some photos of the location. RECOMMENDATION: Based on the field observations and parking demands, the installation of "No Stopping Any Time" signs was recommended on both sides of Encinita Avenue from Lower Azusa Road to the UPRR. Deputy Traffic Engineer Itagaki stated that the City received a letter from Van Elk, LTD, opposing the implementation of the "No Stopping Any Time" signs. Assistant City Manager Wagner stated that he spoke to Mr. Brockman regarding this item, and was wondering if it would be possible to install 2 hour or 20 minute parking. Deputy Traffic Engineer Itagaki stated that the Commission may want to consider restricting vehicles from parking that are over 6 feet in height, from the railroad tracks to Lower Azusa, which would eliminate large trucks from parking there. Commissioner Matsdorf asked why they don t park in their own lot. Commissioner Knapp thought perhaps staff should send a letter to Mr. Brockman and try to come to a mutual agreement. The Commission chose to table this item until staff has an opportunity to meet with Mr. Brockman and try to work something out. V. STAFF REPORTS Deputy Traffic Engineer Itagaki stated that the City is in the process of collecting data for the regular speed survey. VI. COMMISSIONER REPORTS Commissioner Knapp stated that the street is very lumpy at Walnut Grove turning right on Hellman (southbound). , Commissioner Knapp wished everyone a Merry Christmas and a Happy New Year. Commissioner Matsdorf asked if the January, 2006 meeting could be re-scheduled to January 121i. All the members of the Commission concurred with the date change. VII. ADJOURNMENT There being no further business to come before the Commission, the meeting was adjourned at 7:30 p.m., with 2 people in the audience. Staff Report Rosemead Traffic Commission TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSSION FROM: JOANNE ITAGAKI, TRAFFIC ENGINEERING DEPUTY DATE: December 28, 2005 RE: Request to Install Time Limit Parking at 2525 San Gabriel Boulevard REQUEST Mr. Cesar Santos, owner of Casa De Liquor at 2525 San Gabriel Boulevard, has requested time limit parking as his business (letter attached). Mr. Santos indicates that some vehicles park in front of his business all day and his customers cannot be accommodated. CONDITIONS Casa De Liquor is located on the northwest corner of San Gabriel Boulevard and Garvalia Avenue. The front door is located on San Gabriel Boulevard. There is a shared parking lot for Casa De Liquor and Long's Auto Sound to the north of the building. The shared parking lot has 6 parking stalls and 1 handicap-parking. stall. It is a one-way access parking lot with incoming access on San Gabriel Boulevard and exiting access on Garvalia Avenue. There are signs in the parking lot identifying customer parking for Casa De Liquor and Long's Auto Sound. Based on the location of the signs, it appears that parking spaces immediately north of Casa De Liquor are designated for their customers. Those spaces on the north, property line are designated for Long's Auto Sound customers. Exhibit A depicts the general conditions surrounding 2525 San Gabriel Boulevard. Pictures of the subject property will be available at the Traffic Commission meeting. DATA The reported collision history in the vicinity of 2525 San Gabriel Boulevard was reviewed for the period from'January 1, 2002 to the present. There were 3 reported collisions occurring at the intersection of San Gabriel Boulevard and Garvalia Avenue. None of these reported collisions appear to be associated with parking along the west curb line of San Gabriel Boulevard. Exhibit B summarizes the reported collisions. January 12, 2006 Traffic Commission Meeting Request to Install Time Limit Parking at 2525 San Gabriel Boulevard Page 2 of 2 DISCUSSION Field observations were made of 2525 San Gabriel Boulevard during the afternoon hours. During this time, on street parking was available for customers of the subject property. Most vehicles parked for a limited time, entered the store and then drove away. There were also 3 vehicles parked in the parking lot leaving 4 open spaces. North of 2525 San Gabriel Boulevard there appears to be auto repair shops. These shops do not appear to have sufficient on-site parking.for customers. This may lead to vehicles parking for long periods on San Gabriel Boulevard. City staff has encountered similar concerns with long term on street parking at other auto repair shop locations. There may be times when the on street parking in front of 2525 San Gabriel Boulevard is occupied. However, this business has a parking lot that can accommodate its customers and there is ample on street parking on Garvalia Avenue. The parking lot may not be as convenient as on street parking but it still offers customers a parking location. RECOMMENDATION Based on field observations and the availability of a parking lot, there is no change recommended for on street parking restrictions at 2525 San Gabriel Boulevard. December 28, 2005 RE: Request to Install Red Curb at Driveways of Muscatel Middle School on Lawrence Avenue REQUEST Mr. Tim McShane of the Rosemead School District requested City staff consider the installation of red curb at the driveways on Lawrence Avenue to Muscatel Middle School. Mr. McShane indicated that the Fire Marshall recommended the red curb for better truck access to the school. CONDITIONS Lawrence Avenue is a 30-foot wide residential roadway with parking allowed on both sides of the street. A parking lot for Muscatel Middle School exists on the south side of Lawrence Avenue west of Ivar Avenue. This is a staff parking lot that appears to provide emergency access to the interior of the school. RECOMMENDATION Based on the recommendation of the Fire Marshall; the installation of red curb at the driveways on Lawrence Avenue to Muscatel Middle School is recommended.
