TC - Minutes 05-03-07ROSEMEAD TRAFFIC COMMISSION MAY 3, 2007 The meeting of the Rosemead Traffic Commission was called to order by Commissioner Knapp at 6:30 p.m., in the Council Chambers, 8838 East Valley Boulevard, Rosemead. PLEDGE OF ALLEGIANCE - Commissioner Masuda INVOCATION Commissioner Knapp ROLL CALL Present: Commissioner Knapp, Quintanilla, Hunter & Masuda Absent: None 1. APPROVAL OF MINUTES The minutes for April 5, 2007, were deferred until June, 2007. II. PUBLIC COMMENT FROM THE AUDIENCE - NONE M. OLD BUSINESS A. REQUEST FOR STOP SIGNS AT THE INTERSECTION OF BARTLETT AVENUE AND OLNEY STREET Deputy Traffic Engineer Itagaki presented the staff report. RECOMMENDATION: It was staff's recommendation that the Traffic Commission recommends the City Council approve the installation of: • A yellow crosswalk on the south leg of Bartlett Avenue at Loftus Street. Handicap accessible ramps as necessary for the proposed yellow crosswalk. • 20 feet of red curb on the west side of Bartlett Avenue from the proposed yellow crosswalk northerly. • 20 feet of red curb on the west side of Bartlett Avenue from the proposed yellow crosswalk southerly, • 20 feet of red curb on the east side of Bartlett Avenue from the proposed yellow crosswalk southerly. • 17 feet of red curb on the west side of Bartlett Avenue from the Janson School driveway red curb northerly (20 feet total red curb) • 8 feet of red curb on the west side of Bartlett Avenue from the Janson School driveway red curb northerly (10 feet total red curb). Speaking before the Commission was: Veronica Pena 8648 Olney Street Rosemead, California 91770 Ms. Pena stated that she has the signatures of many residents at this location that are concerned that a permanent crosswalk will be installed. She also stated that she spoke with Mr. Machaigan and he has indicated that this situation is only temporary, and that construction will be done by September. Deputy Traffic Engineer Itagaki thanked Mrs. Pena for all her hard work. Commissioner Knapp stated that the Commission needs a confirmation letter from the School Board (Principal and Superintendent), to give our Council for their recommendation. Commissioner Masuda recommended that Ms. Pena e-mail the Principal as proof of their conversation. Speaking before the Commission was: Sharon Esquivel 8705 Loftus Rosemead, California 91770 Ms. Esquivel asked if the stop signs were being recommended. Deputy Traffic Engineer Itagaki stated that they are not being recommended. Ms. Veronica Pena stated that the residents are opposed to the stop sign, because their street was never meant to be a thru street. Deputy Traffic Engineer Itagaki stated that as the residents signed the petition, they do not want any changes, because they are taking the good faith word of the Principal that everything is going back to what it was before, and they should not be having any more traffic problems. Based on information received at the Traffic Commission Meeting, the motion is to disregard the recommendation of staff, and to keep traffic conditions as they are today. It was so moved by Commissioner Masuda, seconded by Commissioner Quintanilla. COMMISSIONER REPORTS - NONE VII. ADJOURNMENT There being no further business to come before the Commission, the meeting was adjourned in memory of Jean Scott's mother, who passed away today.
