JUNE 14, 2007
The meeting of the Rosemead Traffic Commission was called to order by
Commissioner Knapp at 7:00 p.m., in the Council Chambers, 8838 East Valley
Boulevard, Rosemead.

1. APPROVAL OF MINUTES
Commissioner Hunter had two corrections to the minutes of April 5, 2007.
1) As it pertains to the location, it was the light on Walnut Grove going south
onto the freeway (between Marshall and the 10 freeway). 2) The 2nd item was
that there is only 1 handicap parking space instead of 2.
It was moved by Commissioner Masuda, seconded by Commissioner Hunter,
and carried unanimously to approve the minutes for April 5, 2007, with the
above corrections.
2. PRESENTATION
The newly appointed Traffic Commissioners were sworn in.

3. REORGANIZATION OF THE ROSEMEAD TRAFFIC COMMISSION
Chairperson Knapp turned the meeting over to the Secretary for nominations
and election of the new Chairperson.
The Secretary called for nominations. Commissioner Hunter nominated
Commissioner Knapp, as Chairperson of the Traffic Commission. There being
no further nominations, the Secretary declared nominations closed, and named
Commissioner Knapp the new Chairperson of the Traffic.
Chairperson Knapp assumed the chair and opened nominations for Vice-
Chairperson.
Chairperson Knapp nominated Commissioner Masuda. There being no further
nominations. Chairperson Knapp declared nominations closed, and named
Commissioner Masuda the Vice-Chairman for the Traffic Commission.
4. PUBLIC COMMENT FROM THE AUDIENCE
Speaking before the Commission was:

Mr. Flournoy asked that staff look at the following 5 items:
At the corner of Walnut Grove and San Gabriel (going northbound), there
are 4 lanes, 2 going straight through and 2 are right turn only. He
proposed changing the 2nd lane from the right to accommodate straight
through, and let people merge after they get through the intersection.
At San Gabriel and Walnut Grove (going southbound), he would like to
see a left turn arrow installed.
At the corner of Landis View Lane and Walnut Grove there is to be a
vibrating crosswalk button there.
Consolidated Disposal is picking up trash from Panda and not using the
truck route from Walnut Grove to access the trash cans, they are coming
through South San Gabriel.
He wanted to know the status of the traffic study being done on the light
at Rush Street and Delta.
Speaking before the Commission was:
John Tran, Mayor
Mayor John Tran along with the rest of the City Council, congratulated Mr.
Ron Gay, Janet Chin and Holly Knapp on their appointment to the Rosemead
Traffic Commission. He looks forward to working closely with the
Commission to reshape the City to make it a better place.
Mayor Tran also presented the Commission with Rosemead Pins.
Speaking before the Commission was:
Oliver Chi, Interim City Manager
Mr. Chi introduced himself to the Commission and informed them that the City
Council has appointed him the Interim City Manager. Mr. Chi's goals are to get
acquainted with the Traffic and Planning Commissioners, and hopes to sit down
with each one on a 1 to 1 basis. He also thanked the Commissioners for the
service they provide to the Community.
Mr. Chi also thanked Sandy Bernica, Secretary to the Traffic Commission for her
years of service to the Commission, and informed that Commission that this will
be her last meeting, and a new member of staff will be taking over.
Speaking before the Commission was:
John Tran, Mayor
Mayor Tran invited everyone to attend the 4th of July Parade, and invited the
Commissioners to be part of the Parade. He also thanked Holly Knapp for her
leadership in the past on the Parade.
Mr. Tran also thanked Sandy Bernica for her years of service and dedication to
the Commission.
Commissioner Hunter thanked the Mayor, Mayor Pro Tern and Oliver Chi for
coming to the meeting and offering their support.
Chairperson Knapp acknowledged Mr. Ed Quintanilla, who was sitting in the
audience and thanked him for his years of service for the past 10 years on the
Traffic Commission.
5. RESPONSIBILITIES OF A TRAFFIC COMMISSIONERS
Deputy Traffic Engineer Itagaki thanked everyone for participating as a
Traffic Commissioner to the City of Rosemead.
Deputy Traffic Engineer Itagaki presented some guidelines to follow when
conducting business as a Commissioner during a meeting and outside as a
Commissioner.

9. COMMISSIONER REPORTS
Commissioner Masuda congratulated and welcomed Ron Gay and Janet Chin
to the Commission.
Commissioner Hunter stated that she and Commissioner Masuda were never
issued a badge.
Commissioner Hunter also welcomed Ron Gay and Janet Chin to the
Commission.
Commissioner Gay thanked the City for the opportunity to serve on the
Commission, and looks forward to the challenges at hand.
Commissioner Gay stated that there are real issues with speeding and making
u-turns in the vicinity of Rosemead Park, and would like to see these items
addressed before the Commission in the future.
Commissioner Chin also thanked the Council for her appointment to the
Commission.
Commissioner Chin stated she would like to see the Commission work on re-
educating the public on how things flow, in the City. She would also like to
establish an annual day/health fair/walk day for families.
Chairperson Knapp would like staff to look at the possibility of flashing
yellow lights on the crosswalks, much like El Monte has. The locations she
would like staff to look at are: Mission/Earle & Delta and Loma at Rosemead
High School.
Commissioner Masuda stated that at their workshop, other cities were saying
that the portable signs that tell you what your speed is, seem to be very
helpful.
Deputy Traffic Engineer Itagaki stated that the City shares a radar trailer that
shows the speed that you're traveling. There are now new machines that
gather data, which might be helpful later on.
10. ADJOURNMENT
There being no further business to come before the Commission, the meeting
was adjourned at 7:45 p.m., with 7 people in the audience.
