3. NEW BUSINESS
A. PUBLIC SAFETY DEPARTMENT OVERVIEW ON TRAFFIC ENFORCEMENT EFFORTS
Summary
Over the past several months, the Traffic Commission has expressed an interest to learn more
about the City's Public Safety functions, including parking enforcement, truck travel regulations,
and speed enforcement. Provisions related to these topics are included under Title 10 of the
Municipal Code - Vehicles and Traffic. A copy of the Code is included in your packet
(Attachment 1) for further review.
In order to better inform the Commission, a representative from the Public Safety Department
will review City regulations on these issues, as well as discuss other ongoing traffic
enforcement programs.
B. REQUEST TO REVIEW TRAFFIC CONDITIONS AT KLINGERMAN STREET AND
ANGELUSAVENUE
SUMMARY
City staff received a request from Velia Navarro, 2239 Angelus Avenue, to review traffic
conditions at Klingerman Street and Angelus Avenue. Ms. Navarro expressed concerns that
vehicles in this area drive too fast around the turn at this location, causing unsafe conditions
for nearby residents and school attendees at Rice Elementary School. She maintains that the
addition of traffic calming devices will reduce vehicle speeds and improve vehicle and
pedestrian safety in the area.
Staff Recommendation
It is staff's recommendation that the Traffic Commission recommend to the City Council that t
traffic calming improvements be added at the intersection of Angelus Avenue and Klingerman

C. REQUEST TO REVIEW TRAFFIC CONDITIONS AT ROSEMEAD PLACE AND
EARLSWOOD DRIVE
SUMMARY
Commissioner Lewin has asked that the Traffic Commission look into traffic conditions at
Earlswood Drive and Rosemead Place. Commissioner Lewin has received several complaints
from local residents in regards to speeding, racing, and pedestrian safety in the area. In
response to these complaints, the City's Public Safety and Sheriffs Department Team ramped
up speed enforcement efforts in this neighborhood. Staff would also like to look at potential
traffic calming enhancements to help improve traffic safety. Prior to fully analyzing this location,
staff would like further input from the Traffic Commission as to possible traffic calming measures
that could be added.
