The Regular Meeting of the Rosemead City Council was called to
order by Mayor Bruesch at 8:02 p.m. in the Council Chambers of City
Hall, 8838 E. Valley Boulevard, Rosemead, California.
The Pledge to the Flag was led by Councilmember Clark.
The Invocation was delivered by City Treasurer Foutz.

APPROVAL OF MINUTES: MAY 24, 1994 - REGULAR MEETING

that the Minutes of the Regular Meeting of May 24, 1994, be approved
as submitted. Vote resulted:

PRESENTATIONS:
Proclamations were presented by the Council to Rosemead Boys and
Girls Club Boys Basketball Team for winning two championships this
season, to Spikes Beef Bowl in promoting the activities of the
Rosemead Boys and Girls Club, and to Marina Tse for promoting
multi-cultural ties in the San Gabriel Valley.
Marina Tse expressed her appreciation to the Council in their
support of her multi-cultural activities.
I. ORAL COMMUNICATIONS FROM THE AUDIENCE
A. Paul Davis, Science Department of Roger Temple Intermediate
School, turned the podium over to three students who spoke about a
tobacco free environment throughout the Garvey School District
properties and vehicles beginning July 1, 1994 and asked for the
City's support in this matter.
Mayor Bruesch stated that the City has a non-smoking policy in
effect in all City facilities.
II. PUBLIC HEARINGS
An explanation of the procedures for the conduct of public
hearings was presented by the City Attorney.
A. A PUBLIC HEARING TO CONSIDER PROTESTS RELATING TO THE
IMPOSITION OF LIENS ON REAL PROPERTY IN CASES WHERE THE
RUBBISH COLLECTION CHARGES HAVE BECOME DELINQUENT
The Mayor opened the public hearing.
1. Juan Nunez, 2720 Del Mar, inquired about a $196.54 bill he
recently received. Mayor Bruesch stated that he was not on the lien
list and billing may have been in error. Mr. Nunez was referred to
Consolidated Disposal representatives present in the audience.

2. M. J. kreinik, 4520 Walnut Grove Avenue, Rosemead, protested
his rubbish bill in that he has not used Consolidated Disposal's
service for the past year and that he disposes and recycles his
trash on his own. Mr. Kreinik further expressed his concerns about
Consolidated Disposal's method of disposing of recyclables.
City Attorney Kress explained to Mr. Kreinik that the City has
entered into an exclusive franchise with Consolidated Disposal and
that every homeowner has to pay for trash service.
City Manager Tripepi referred Mr. Kreinik to Consolidated
Disposal representatives to arrange for a tour of their Day Break
Recycling Center.
3. Betty Lam, 3331 Alanreed, Rosemead, expressed her concern
about being charged for three separate accounts for the same
property. Ms. Lam was informed that she had been removed from the
lien list.
4. William Ho, 7930 Whitmore Street, Rosemead, asked that since
his tenants have not paid the rubbish bill, why was he responsible?
City Manager Tripepi responded that the property owner is
responsible for paying the trash bill and suggested that in the
future he include the trash bill in the rent.
5. Peter Lai, 3320 Eckhart Avenue, Rosemead, stated that he
bought the property in March, 1994. He was referred to Consolidated
Disposal representatives.
6. Andy Wu, 3311 Bartlett Avenue, stated that he bought a house
in September, 1993. He was referred to Consolidated Disposal
representatives.
There being no one else wishing to speak, the public hearing was
closed.

those properties that have not been paid by 6:00 p.m., June 30,

VII.MATTERS FROM OFFICIALS
A. CATV PUBLIC ACCESS
Mayor Bruesch requested that a yearly event calendar be developed
for Cencom TV with at least a six-month lead time to enable them to
schedule taping times accordingly and for the City to obtain
information on upcoming events from various organizations.
City Manager Tripepi stated that staff would develop an advance
calendar and in the next City newsletter, a tear off response card for
the various organizations to list their upcoming events will be
included.
Mayor Bruesch requested that the tear off response card be a
regular feature of the newsletter.
B. MAYOR BRUESCH
1. Announced that on Saturday, June 25, 1994, there would be a
"Rosemead March for Jesus."
VIII.ORAL COMMUNICATIONS FROM THE AUDIENCE
A. Holly Knapp, 8367 Whitmore Street, Rosemead, stated that the
tear out in the City newsletter would be effective and that the 4th of
July Parade is only two weeks away.

There being no further action to be taken at this time, the
meeting was adjourned at 8:55 p.m. to an Adjourned Regular Meeting on
June 21, 1994, at 5:30 p.m. at the Ramada Suites,.South E1 Monte to
discuss the Enterprise Community Grant Application.
