JULY 1, 2025
The special meeting of the Rosemead City Council was called to order by Mayor Clark
at 6:05 p.m., in the Rosemead City Hall Conference Room located at 8838 E. Valley Boulevard,
Rosemead, CA 91770.
PRESENT: Mayor Clark, Mayor Pro Tem Armenta, Council Members Dang and Low
ABSENT: Council Member Ly (Military Leave)
STAFF PRESENT: City Clerk Hernandez
1. PUBLIC COMMENT
No comments were received.
2. MATTERS FROM MAYOR AND CITY COUNCIL
A. Interviews and Appointments to the Beautification Commission, Parks
Commission, Planning Commission, Public Safety Commission and Traffic
Commission
Recommendation: That the City Council take the following actions:
1. Consider appointments to the Beautification Commission, Parks Commission,
Planning Commission, and Traffic Commission for three positions to serve a
two-year term.
2. Consider appointments to the Public Safety Commission for three positions as
a resident and one position as a business member to serve a two-year term.
The City Council interviewed the following candidates for a City Commission:
• John Tran — Planning & Traffic Commission
• Tommy Martinez — Public Safety Commission
• Jonathan Loc — Planning & Public Safety Commission
• Lucy Nguyen — Traffic Commission
• Ryan Wong — Traffic & Parks Commission
• Lary Liu — Beautification Commission
• Nadia Hernandez — Beautification Commission
• Airon Tee — Beautification Commission
• Karen Luau — Parks Commission
• Thanh Lam — Parks Commission
The City Council discussed and made appointments to each respective Commission
that interviewed on June 30°i and July Ist.

ACTION: Moved by Mayor Clark and seconded by Council Member Low to
reappoint Larry Liu and appoint Airon Tee and Ryan Wong to the Beautification
Commission for a two-year term beginning July 1, 2025, ending June 30, 2027.
The motion was carried out by the following roll call vote AYES: Armenta, Clark,
Dang, and Low NOES: None ABSENT: Ly
ACTION: Moved by Mayor Clark and seconded by Council Member Low to
reappoint Alina Hernandez, Karen Luau and appoint Thanh Lam to the Parks
Commission, for a two-year term beginning July 1, 2025, ending June 30, 2027.
The motion was carried out by the following roll call vote AYES: Armenta, Clark,
Dang, and Low NOES: None ABSENT: Ly
ACTION: Moved by Council Member Low and seconded by Mayor Pro Tem
Armenta to reappoint John Tran, Michael Drange, and Lucy Nguyen to the Traffic
Commission, for a two-year term beginning July 1, 2025, ending June 30, 2027;
The motion was carried out by the following roll call vote AYES: Armenta, Dang,
and Low NOES: Clark ABSENT: Ly
ACTION: Moved by Mayor Pro Tem Armenia and seconded by Council Member
Low to reappoint James Berry, Daniel Lopez, and John Tang to the Planning
Commission, for a two-year term beginning July 1, 2025, ending June 30, 2027.
The motion was carried out by the following roll call vote AYES: Armenta, Clark,
Dang, and Low NOES: None ABSENT: Ly
ACTION: Moved by Council Member Dang and seconded by Mayor Pro Tem
Armenta to reappoint Stephanie Garcia, Jeff Foutz, Tommy Martinez (Residents)
and Billy Alarcon (Business Member) to the Public Safety Commission, for a two-
year term beginning July 1, 2025, ending June 30, 2027. The motion was carried
out by the following roll call vote AYES: Armenta, Clark, Dang, and Low
NOES: None ABSENT: Ly
3. ADJOURNMENT
Mayor Clark adjourned the special meeting at 9:00 p.m.
