CC - Item 5D - Bridge Repairs and Preventive Maintenance Work at Garvey Avenue Bridge Over Rio Hondo River - Bridge No. 53C2201 (4045) and Adopt Resolution No. 2025-43ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGER DATE: AUGUST 12, 2025 SUBJECT: BRIDGE REPAIRS AND PREVENTIVE MAINTENANCE WORK AT GARVEY AVENUE BRIDGE OVER RIO HONDO RIVER — BRIDGE NO. 53C2201 (4045) AND ADOPT RESOLUTION NO. 2025-43 SUMMARY Approval of repairs and preventive maintenance along the Garvey Avenue Bridge over the Rio Hondo River, which sustained structural damage from a fire. The total cost for the project is estimated at $98,200, including a 25% contingency for labor, materials, services, and equipment. Staff requests City Council approval for the proposed improvements and adoption of Resolution No. 2025-43 to amend the FY 2025-26 Capital Improvement Program (CIP) and appropriate $98,200 in Measure M funds to fully fund the project. BACKGROUND In July 2024, a fire broke out at a homeless encampment under the Garvey Avenue Bridge over the Rio Hondo River, causing damage to the city -owned bridge. After the fire was contained, the Army Corps of Engineers and the Public Works Department cleared the debris and the City submitted a City Service Request (CSR) to LA County for damage assessment. In August 2024, LA County conducted a fire inspection and load rating analysis, submitting a Fire Damage Inspection Report to the City in October 2024. The report identified structural deficiencies in the bridge due to fire damage and included recommendations for repairs and preventive maintenance measures to address the deficiencies and extend the bridge's service life. The City then requested a cost proposal from the County to perform the recommended repair work. In May 2025, the County provided the City with an estimated cost of $98,200.00 for the repairs, which includes a 25% contingency to cover labor, materials, services, and equipment. DISCUSSION In August 2024, an Emergency Fire Inspection was performed by the Los Aangeles County Public Works Department at the City's request to assess Bridge No. 53C2201 (4045) and provide a cost estimate for the proposed recommendations. The repair work would be done by the County under the General Services Agreement with the City. Due to the observed fire AGENDA ITEM 5.1) City Council Meeting August 12, 2025 Page 2 of 3 damage, spalling on girders, burned Styrofoam filler, black fire soot at east side abutment, the inspection report identified the bridge as Structurally Deficient (SD). The total project cost for repairing the deficiencies of the bridge is estimated to be $98,200.00, which includes a 25% contingency. Although the project was not included in the approved Fiscal Year 2025-26 Capital Improvement Program Budget, the extent of the fire damage to the girders has caused the bridge to be structurally deficient, making the repairs a high priority. Staff recommend amending the Fiscal Year 2025-26 CIP budget to include the project with a new appropriation in the amount of $98,200.00 in Measure M funding to cover the repair costs. There is sufficient Measure M funding available to appropriate the desired budget increase. If approved, staff will coordinate with LA County to commence the repair work. The estimated completion date is seven (7) to eight (8) months after City approval. STAFF RECOMMENDATION It is recommended that the City Council 1. Approve the cost of the proposed recommendations for bridge repairs at Garvey Avenue over Rio Hondo Wash (Bridge 53C2201 (4045)) for a total project cost estimated to be $98,200.00 (including 25% contingency). 2. Adopt Resolution No. 2025-43, entitled: A Resolution of the City Council of the City of Rosemead, California, to Amend the Fiscal Year 2025-26 Capital Improvement Program Budget and Appropriate New Funds for the Bridge Repairs and Preventive Maintenance — Garvey Avenue Over Rio Hondo River, Bridge No. 53C2201 (4045)). FISCAL IMPACT This project was not included as a part of the City's Fiscal Year 2025-26 Capital Improvement Program. Due to the damage caused by the fire and since the bridge has been identified as Structurally Deficient (SD), staff recommend a new appropriation in the amount of $98,200 in Measure M funds for this repair. Staff have determined that there are sufficient Measure M funds available to be allocated for the repair. ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (a) of the CEQA Implementing Guidelines. Span # 4 (East Abutment) was accessed from Bike Path. Bike path was closed during Inspection and Clean up. Flash Light was used to aid in Inspection. HISTORY A Fire occured in July of 2024 at a Homeless encampment in Span #4. Albert Leung(Principal Engineer) for the City of Rosemead notified us on July 29th 2024 about the Fire. Clean up was completed on 8-16-2024 by BjD services a contractor for the Army Corps of Engineers. John Lu (LACDPW Structure Engineer) and Richard Dergazarian (LACDPW Bridge Inspector) inspected the Structure on 8- 16-2024. The City was notified on 3-9-2023 about the P.E.H.(People Experiencing Homelessness living under the structure. Main Damages were to Girders #4,#5,#6,#7 and #8 in Span #4. All Girders, Diaphragms,Soffit and abutment have black fire soot in Span #4. z1=01,-11610 Item # 59 Superstructure was changed from 8 to 4 due to Fire Damages in Span #4. SAFE LOAD CAPACITY A new Load Rating evaluation is currently in progress due to the section loss on the Concrete Girders and will be added to this report when completed. THE ROSEMEAD CITY COUNCIL HEREBY RESOLVES AS FOLLOWS: SECTION 1: The City Council hereby approves an appropriation in the amount of Ninety - Eight Thousand Two Hundred Dollars ($98,200.00) in Measure M Funds for the Project.
