A. Pre-Application 24-02 - Development Plan for Central Park Rosemead at 8001
Garvey Avenue (Former Auto Auction Lot)
Diamond Star Associates, on behalf of Metodo Investments, LLC, has submitted a
Pre-Application (Pre-Application 24-02) for a development plan of the former auto
auction lot, located at 8001 Garvey Avenue. The development plan consists of two
conceptual plans for the gated community, “Central Park Rosemead”. The first plan
consists of 245 two and three-story condominiums with attached two-car garages and
38 live/work units fronting Garvey Avenue, for a total of 283 residential units.
In addition, the applicant has also explored the possibility of incorporating
Microenterprise Home Kitchen Operations (MEHKOs) in the live/work units,
which is currently not permitted in the City. The second variation will consist of 244
two and three-story condominiums with attached two-car garages, 34 live/work units
fronting Garvey Avenue, for a total of 278 residential units, and a 3,300 square feet
commercial building. Both plans will consist of a variety of amenities which include
a community club house, a pool, sundeck, outdoor dining areas, and a park. The
proposed project currently does not comply with the required floor-area land use mix
for a mixed-use development in the Garvey Avenue Specific Plan. The subject site is
located at 8001 Garvey Avenue in the Garvey Avenue Specific Plan, Incentivized
Mixed Use (GSP-MU) zone.
Recommendation: That the City Council discuss and provide feedback

A. Fiscal Year 2023-24 Mid-Year Budget Review, Adoption of Resolution No. 2024-11
Amending the FY 2023-24 Budget and Related Actions, Adoption of Resolution
No. 2024-12 Amending the City of Rosemead’s Consolidated Salary Schedule
Fiscal Year 2023-24 Mid-Year Budget Review, Adoption of Resolution No. 2024-11
Amending the FY 2023-04 Budget and Related Action. Adoption of Resolution
No. 2024-12 Amending the City of Rosemead’s Consolidated Salary Schedule On
June 27, 2023, the City Council adopted the 2023-24 Operating and Capital
Improvement Program Budgets. The report summarizes the City’s General Fund
overall financial position for the current fiscal year through December 2023 including
a discussion on revenue sources and expenditure trends. The estimates stated within
are just that, estimates, and are subject to change as the current fiscal year continues.
The report will also cover recommended mid-year budget adjustments and
recommended changes to the authorized position staffing list and salary schedule.
Recommendations: That the City Council take the following actions:
1. Receive and file the Mid-Year Budget Review Report.
2. Adopt Resolution No. 2024-11, entitled:
RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD, CALIFORNIA, AMENDING
THE FY 2023-24 OPERATING AND CAPITAL
IMPROVEMENT PROGRAM BUDGETS AND UPDATING
THE AUTHORIZED STAFFING LIST
• Adopt Resolution No. 2024-12, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, AMENDING THE
COMPREHENSIVE SALARY SCHEDULE TO MEET THE
CALIFORNIA CODE OF REGULATIONS TITLE 2,
SECTION 570.5 AND 571 TO REFLECT APPROVED RATES
FOR ALL EMPLOYEES OF THE CITY OF ROSEMEAD
• And amending the City’s authorized staffing position list with either a) one new
Full-Time Administrative Assistant position in the Public Safety Department or
b) two Part-Time positions and amending the listing of salary and job
classifications for full-time positions.

B. Capital Improvement Program Five Year Plan
The purpose of this staff report is to present to the City Council the 5-Year Capital
Improvement Program (CIP) Implementation Plan.
Recommendations: That the City Council receive and file.
7. MATTERS FROM MAYOR & CITY COUNCIL
A. Consideration of License Agreement with C3 AI
City Council consideration of a License Agreement with C3 AI to streamline the
City’s work-related tasks and workflow utilizing generative AI and Large Language
Model (LLM) and streamline the crime investigation process and reporting process
using C3 AI law enforcement application.
Recommendation: That the City Council take the following actions:
1. Authorize the City Manager to execute the License Agreement with C3 AI for
the C3 Generative AI and/or C3 AI Law Enforcement subscription(s); OR
2. Provide alternative direction to staff.
B. Creation of a Legislative Advocacy Committee
At the February 13, 2024 meeting, the Council gave Staff direction to prepare a
Resolution establishing a standing Legislative Advocacy Committee (LAC) to
discuss policy and advocacy efforts affecting the City and to make recommendations
when needed to the full Council. The Council also discussed that the committee
would consist of two council members and would meet on a quarterly basis.
Recommendation: That the City Council that the City Council adopt Resolution
No. 2024-16, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, ESTABLISHING LEGISLATIVE
ADVOCACY COMMITTEE
