SUBJECT: ANNUAL 2008-09 SLURRY SEAL PROJECT- NOTICE OF
COMPLETION
SUMMARY
As part of the City's Fiscal Year 2008-09 Capital Improvement Program, the City Council
approved a program entitled, "Targeted Public Works Projects", which consists of public
improvements to the City's local streets and public right-of-way areas. The project is
intended to extend the life of local streets and improve community aesthetics. This
project is funded through the Community Development Block Grant (CDBG) program,
which requires that funds be spent on specific project types and in specific target areas.
This proposed project meets CDBG requirements.
On May 12, 2009 the City Council awarded a construction contract to American Asphalt
South, Inc. for an amount of $140,063.50 with a contingency of up to $21,000.00 for
potential additional and unforeseen work, and directed staff to proceed with the
construction. The project has now been completed to the satisfaction of the City's Public
Works Department.
Staff Recommendation
Staff recommends the following:
1. Accept the completed work.
2. Authorize the City Engineer to file a Notice of Completion.
3. Authorize the City Engineer to release the Labor and Material Bond thirty-five
(35) days after the Notice of Completion has been recorded in accordance with
applicable portions of the Civil Code.
4. Authorize the City Engineer to release the Faithful Performance Bond one (1)
year after City Council acceptance.

DISCUSSION
On May 12, 2009, the City Council authorized the award of the project contract to
American Asphalt South, Inc. A Notice-To-Proceed was given to American Asphalt
South, Inc., which completed the project as directed and to the satisfaction of the City's
Department of Public Works. Based on the work completed, a summary of the final
contract cost is as follows:
Original contract amount: $140,063.50
Change order no. 1: $ 11,341.94
Final contract cost: $151,405.44
The increase in work constructed over the original contract amount is due to one (1)
change order for $11,341.94, which added the slurry sealing and striping of Ramona
Boulevard from Walnut Grove Avenue to the wash. This addition was made in response
to local resident requests and following an engineering evaluation. This addition
increased the total contract cost by 8%, which is well within the 15% contingency
authorized by the City Council.
