CC - Item 8A - Coordination Between Parks & Rec Program & Rosemead School District Day Care ProgramROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFFRY ALLRED, CITY MANAGE DATE: SEPTEMBER 8, 2009 ~J/ SUBJECT: COORDINATION BETWEEN PARKS AND RECREATION PROGRAM AND ROSEMEAD SCHOOL DISTRICT DAY CARE PROGRAM SUMMARY The Rosemead School District was recently notified of a loss of latchkey funding used to operate its Safe Care program. As a result, the district and the City of Rosemead are exploring coordinated efforts to continue provision of before and after-school and extended day care (7:00 a.m. to 6:00 p.m.) to 120 participants currently being served by the Safe Care program. Background The Rosemead School District recently received a notice from the state informing them that their annual latchkey funding ($203,000) would cease as of August 28, 2009. The District made the determination to fund the program until the end of October to provide the time needed to consider alternative programming for current participants. Program participants pay no cost to full cost ($288) per month based on economic eligibility. To accommodate the needs of families displaced by program elimination, the district is considering an expansion of its After-School Education and Safety (ASES) Program. The existing ASES program provides after-school activities for nearly 500 district students at no cost. Because of its limited capacity, participation is determined by lottery. Program expansion would allow for additional participants. These, however, would be required to pay $175 per month. Further, the district has asked the City to consider the following: To explore expansion of the Day Camp program to provide an option for all-day care for 14 weeks of the year, and To explore ways to further supplement the ASES program through its provision of existing after-school recreation programs. Staff is currently evaluating both options and will bring proposals to City Council at the September 22nd meeting. ITEM NO. g A City Council Meeting September S, 2009 Page 2 of 2 Staff Recommendation This item is for informational purposes, thus no action is required at this time. PUBLIC NOTICE PROCESS This item has been noticed through the regular agenda notification process. FISCAL IMPACT No funds have been budgeted for additional extended day care programs. Thus, a budget amendment would be required to allocate funds from the undesignated balance of the General Fund if such programs are approved. However, program proposals would also include participant fees sufficient to offset costs. There would be no additional costs for after-school recreation programs. :tor
