CC - Item 5C - Request to Add National Day of the Republic of China (Taiwan) Proclamation to the List of Approved ProclamationsROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGE DATE: SEPTEMBER 9, 2025 SUBJECT: REQUEST TO ADD NATIONAL DAY OF THE REPUBLIC OF CHINA (TAIWAN) PROCLAMATION TO THE LIST OF APPROVED PROCLAMATIONS SUMMARY The Taiwan Taipei Economic and Cultural Office in Los Angeles submitted a request to the Rosemead City Council to issue a proclamation for October 10, 2025, known as National Day of the Republic of China (Taiwan), as part of the commemoration of the founding of the Republic of China (Taiwan) on October 10, 1911, the first democratic republic in Asia. The Republic of China is the first democratic nation in Asia since 1912 and continues to champion freedom and democracy in Asia. It represents the resilience, determination, and spirit of the Taiwanese people in their pursuit of freedom, democracy, and prosperity. DISCUSSION Proclamations are ceremonial documents to honor an individual or organization, celebrate or create awareness or commemorate a particular day, month, or year. Proclamations are designated by a specific event and date; therefore, to simplify the process, City staff compiled a list of routine proclamations that have been presented in the past. On June 14, 2021, the City Council approved the new procedure to issue any future proclamations: Proclamations on the list of Approved Proclamations will be automatically agendized under Presentations without City Council discussion. New proclamation requests not listed on the approved list of proclamations will be agendized for discussion and City Council direction. If approved, the new proclamation will be agendized and presented at the next City Council meeting and added to the approved list of proclamations. AGENDA ITEM 5.0 City Council Meeting September 9, 2025 Page 2 of 2 STAFF RECOMMENDATION That the City Council approve the request to add the National Day of the Republic of China (Taiwan) Proclamation for October 10, 2025 requested by the Taiwan Taipei Economic and Cultural Office in Los Angeles to the list of Approved Proclamations. Attachment A: Proclamation Attachment A Proclamation National Double Ten Day PROCLAIMING THE NATIONAL DAY OF THE REPUBLIC OF CHINA (TAIWAN) ON OCTOBER 10, 2025 WHEREAS, On this day, the tenth of October, marks the 114th anniversary of the founding of the Republic of China (Taiwan), the first democratic republic in Asia; and WHEREAS, Extraordinary courage, unity, and resilience led a moment that gave rise to the Republic of China (Taiwan) and the enduring values of freedom, self - governance, and national dignity; and WHEREAS, Taiwan is an active member in the international community with a long history of commitment to international health, humanitarian aid and environmental protections; and WHEREAS, The celebrations, are rich with festivity, beautifully display Taiwan's cultural diversity and national pride. During this momentous occasion, people all over the world gather to celebrate Taiwanese culture. NOW, THEREFORE, BE IT RESOLVED, that the Rosemead City Council does hereby proclaim October 10, 2025, as "The National Day of the Republic of China (Taiwan)" and may this National Day inspire unity across generations and strengthen the shared belief that our future, as always, is ours to shape together.
