Brown Act
Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or unless cert ain
emergency or special circumstances exist. The City Council may direct staff to investigate and/or schedule certain matters f or
consideration at a future City Council meeting.
General Conduct/Decorum During Meeting:
While the City Council is in session, all attendees are required to observe the proceedings and adhere to established rules of
decorum. No individual shall engage in behavior that is intended to or likely to incite violent or riotous actions, nor shall anyone
disturb the orderly conduct of the meeting. Remarks must be made exclusively from the podium and directed to the Council as a
whole, rather than to individual members or the audience. Comments and exchanges from the audience will not be acknowledged,
as focus should remain on the speaker or the Council. Attendees are requested to silence their cellphones during the meeting. Any
individual who causes ongoing disruption may be subject to removal from the proceedings per Government Code 54957.95.

1. PUBLIC COMMENT
The City Council will hear public comments on matters not listed on the agenda
during the Public Comments section from the audience. Opportunity to address the
City Council on non-agenda items is limited to 3 minutes per speaker.
The public may address comments in person or via zoom using Meeting ID:
882 8939 4436 and Passcode: 065671. Written comments may be submitted to
publiccomment@cityofrosemead.org by 5:00 p.m. All comments are public record
and will be recorded in the official record of the city.
2. WORKSHOP
A. Pre-Application 25-02 – Garvey Village at 8001 Garvey Avenue
(Former Auto Auction Lot)
Trumark Homes has submitted a Pre-Application (Pre-Application 25-02) for the
development of a mixed-use project (Garvey Village) on a 15.8 acre site. The
project is located in the Garvey Avenue Specific Plan, Incentivized Mixed Use
(GSP-MU) zone. As part of the Pre-Application process, Trumark Homes would
like to present Garvey Village to the City Council and Planning Commission to
receive feedback and input, and to provide information on potential site
development challenges that may need to be addressed as part of the due diligence
process. The presentation was originally noticed for August 26, 2025. However, at
the applicant’s request, it was canceled and has been re-noticed for this special
meeting.
Recommendation: That the City Council and Planning Commission discuss and
provide feedback.
3. ADJOURNMENT
The next regular City Council meeting is scheduled to take place on September 23, 2025,
at 7:00 p.m. in the Rosemead City Hall Council Chamber.
