SUBJECT: ACCEPT COMPLETED IMPROVEMENTS AND AUTHORIZE THE
FILING OF A NOTICE OF COMPLETION FOR THE CITY COUNCIL
CHAMBERS AUDIOVISUAL UPGRADES — CITY PROJECT NO.31030
SUMMARY
On August 12, 2025, the City Council awarded a construction contract to Studio Spectrum, Inc.
for the City Council Chambers Audiovisual Upgrade Project. The total construction budget,
including a 10% contingency, was set at $199,403.28. All construction improvements have been
completed and have been accepted by City staff. A notice of completion will be filed with the
Los Angeles County Recorder upon approval by the City Council. The release of retention funds
will occur 35 days after the filing of the notice of completion.
BACKGROUND
The project involved installing two, 110-inch displays along the sidewalls of the dais, upgrading
microphones and audio equipment, and new cameras equipped with tilt and zoom capabilities for
enhanced virtual conferencing and streaming. To ensure seamless operation of the updated
technology, an all -new touch control system was also installed, along with a new computer
workstation to operate the equipment.
During construction, no change orders were issued to Studio Spectrum, Inc. However, a need
arose for specialized electrical work to support the new display systems. As a result, staff
contracted Automation Solution, Inc. to complete the required power installation for the two
displays. This step ensured proper functionality of the upgraded systems and aligned with the
project's overall objective of seamless integration.
The total cost for this additional work was $4,759.00, which was fully accommodated within the
allocated 10% construction contingency. With the completion of this work, the project reached
substantial completion, and staff has formally accepted the improvements.

STAFF RECOMMENDATION
It is recommended that the City Council:
1. Accept the completed improvement for the City Council Chambers Audiovisual Upgrade
Project No. 31030 as performed by Studio Spectrum, Inc.
2. Authorize the recordation of Notice of Completion with the Los Angeles County
Recorder and the release of retention funds 35 days thereafter.
FISCAL IMPACT
The Project was included in the Fiscal Year 2025-2026 Capital Improvement Program (CIP) and
consisted of an approved budget of $230,000 from Fund 510 — Public Facilities. Final
expenditures totaled $194,666.88. The following is the breakdown of construction cost:

ENVIRONMENTAL REVIEW
The project is exempt from the California Environmental Quality Act (CEQA) pursuant to
Section 15301, Class 1 — Existing Facilities. This exemption applies to the operation, repair,
maintenance, permitting, leasing, licensing, or minor alteration of existing public or private
structures, facilities, mechanical equipment, or topographical features, involving negligible or no
expansion of use.
STRATEGIC PLAN IMPACT
This project aligned with the City of Rosemead's Strategic Plan Goal C - Infrastructure and
Facilities.
