SUBJECT: REQUEST TO PROCLAIM OCTOBER 10, 2025 AS NATIONAL DAY OF
THE REPUBLIC OF CHINA, (TAIWAN)
SUMMARY
On September 9, 2025, the City Council reviewed a request from the Taiwan Taipei Economic
and Cultural Office in Los Angeles for the City to issue a proclamation for this year, recognizing
October 10, 2025, as National Day of the Republic of China (Taiwan). This day commemorates
the founding of the Republic of China (Taiwan) on October 10, 1911, recognized as the first
democratic republic in Asia. The City Council tabled the item pending additional information
from the requestors before making a final decision.
DISCUSSION
Proclamations are ceremonial documents to honor an individual or organization, celebrate or
create awareness or commemorate a particular day, month, or year. On June 14, 2021, the City
Council approved the new procedure to issue any future proclamations:
• Proclamations on the list of Approved Proclamations will be automatically agendized
under Presentations without City Council discussion.
• New proclamation requests not listed on the approved list of proclamations will be
agendized for discussion and City Council direction. If approved, the new proclamation
will be agendized and presented.
STAFF RECOMMENDATION
The City Council approved the request to issue, for this year, a proclamation declaring October
10, 2025, as National Day of the Republic of China (Taiwan).

PROCLAMATION
Proclaiming October 10, 2025, as National Day of the Republic of China (Taiwan)
WHEREAS, the City of Rosemead celebrates and honors the rich cultural heritage and
contributions of the Taiwanese American community, recognizing their role in shaping the cultural,
economic, and civic landscape of our region; and
WHEREAS, October 10th, known as the National Day of the Republic of China (Taiwan). This
day represents the resilience, determination, and indomitable spirit of the Taiwanese people in
their pursuit of freedom, democracy, and prosperity; and
WHEREAS, this year marks the 114th National Day of the Republic of China (Taiwan). The
celebrations are rich with tradition and cultural pride, beginning with flag -raising ceremonies and
the national anthem, followed by performances, parades, and dazzling National Day fireworks
that illuminate Taiwan's cities and symbolize a bright and colorful future; and
WHEREAS, in 1991, the City of Rosemead proclaimed the city of Keelung, Taiwan, to be a sister
city of the City of Rosemead and the Mayor and City Council Members have enjoyed visits to
Taiwan; and
WHEREAS, here in the United States, and particularly in the Los Angeles County region, the
Taipei Economic and Cultural Office in Los Angeles (TECO-LA) and community partners hold
annual celebrations to commemorate this milestone, bringing together people of all backgrounds
to honor Taiwan's achievements and heritage; and
WHEREAS, according to the 2020 Census, there are more than 167,000 Taiwanese Americans
residing in Los Angeles County, with many living and contributing to the vibrancy of the San
Gabriel Valley, including the City of Rosemead; and
WHEREAS, Taiwanese Americans have made remarkable contributions to technology,
innovation, education, culture, entrepreneurship, and civic life. Their commitment to democratic
values, human rights, and community service has enriched Rosemead and the surrounding
region; and
WHEREAS, to celebrate this legacy and to align with national efforts recognizing Taiwanese
heritage, providing an opportunity for residents to learn about and celebrate the culture, traditions,
and contributions of Taiwanese Americans;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Rosemead does
hereby proclaim October 10, 2025 as National Day of the Republic of China (Taiwan), and
encourages all residents to join in recognizing and honoring the Taiwanese American community
for their invaluable contributions to the cultural fabric of our city and region.
