PSC - Minutes - 07-24-25MINUTES OF THE ROSEMEAD PUBLIC SAFETY COMMISSION REGULAR MEETING July 24, 2025 The Regular Meeting of the Rosemead Public Safety Commission was called to order by Chair Wu at 7:00 p.m. in the Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead, California. PLEDGE OF ALLEGIANCE: was led by Commissioner Fonseca INVOCATION: was led by Commissioner Foutz PRESENT: Chair Amy Wu, Commissioners Billy Alarcon, Liz Fonseca, Jeff Foutz, and Jonathan Fung ABSENT: Vice -Chair Stephanie Garcia and Commissioner Tommy Martinez STAFF PRESENT: Public Safety Director Tim Murakami, Public Safety Manager Wayne Co, Public Safety Supervisor Mandy Wong, and Public Safety Administrative Assistant Julissa Del Rio ADMINSTRATION OF OATH OF OFFICE: The Oath of Office was administered to the newly appointed Commissioners Billy Alarcon and Jeff Foutz. REORGANIZATION: Chair and Vice -Chair will be elected. Commissioner Fonseca nominated Commissioner Garcia for the position of Chair, the nomination was seconded by Commissioner Foutz. Motion carried by the following vote: AYES: Alarcon, Fonseca, Foutz, Fung, and Wu. NOES: None ABSENT: Chair Garcia and Commissioner Martinez Commissioner Wu opened the nominations for Vice -Chair. Commissioner Fung nominated Commissioner Fonseca, seconded by Commissioner Alarcon. Motion carried by the following vote: AYES: Alarcon, Fonseca, Foutz, Fung, and Wu. NOES: None ABSENT: Chair Garcia and Commissioner Martinez 1. PUBLIC COMMENTS FROM THE AUDIENCE Commissioner Wu opened the Public Comment period. No Public Comments were received. Commissioner Wu closed the Public Comment period. 2. CONSENT CALENDAR A. Minutes of June 26, 2025 ACTION: Vice -Chair Fonseca made a motion to approve the minutes of the June 26, 2025 Public Safety Commission Meeting, and was seconded by Commissioner Fung. Motion carried by the following vote: AYES: Alarcon, Fonseca, Foutz, Fung, and Wu NOES: None ABSENT: Chair Garcia and Commissioner Martinez 3. MATTERS FROM STAFF A. LACoFD Fire & EMS Incidents Report (May 2025 and June 2025) Commissioner Wu noted there was a memorandum attached to the reports, stating that documents were received after the agenda was posted. She noted there were no representatives from the Fire Department and asked the Commission if they had any questions. Vice -Chair Fonseca requested to know the cause of the fire for the incident that occurred on July 6, 2025, at 2:30 p.m. at the intersection of Rosemead Boulevard and San Gabriel Boulevard. This item was received and filed by the Commission. B. L.A. CADA Service Reports L.A. CADA representatives stated that the weekly statistics were included in the packet and summarized the June statistics. L.A. CADA representative informed the Commission that they have been meeting many goals. Within the month of June, five (5) out of the 134 homeless individuals they encountered were housed - three (3) were placed into interim housing, one (1) was placed into permanent housing, and one (1) was placed into substance use disorder (SUD) treatment at Exodus Sobering Center. The L.A. CADA representative referenced the case presented at the previous Commission meeting involving the mother and her children and shared that, as of July 24, 2025, the family acquired beds for the entire family. Vice -Chair Fonseca requested to know if the City of Rosemead or the Department of Mental Health (DMH) funded the motel vouchers. The L.A. CADA representative informed the Commission that depending on the qualifications of the homeless individuals, they outsourced to different organizations who provided motel vouchers. However, they emphasized that the main goal was to obtain permanent housing. Vice -Chair Fonseca asked if the 17 to 26 -year-old age group had qualified to receive motel vouchers, including resources from different nonprofit organizations such as DMH. The L.A. CADA representative responded, "Yes, that is correct, along with outsourcing for treatment." Vice -Chair Fonseca asked if DMH and non-profit organizations had assisted a family of four including children. The L.A. CADA representative responded, "Yes, all the individuals received adequate resources via their current case managers." Vice -Chair Fonseca reiterated that all individuals had received adequate resources via different sources, such as DMH and or other non-profit organizations, and not from the City of Rosemead. Commissioner Wu referenced the Public Comment from the June 26, 2025, meeting regarding the homelessness issue at the University of the West. She asked L.A. CADA if they had any updates and if they had provided resources to the unhoused individuals trespassing onto the campus. L.A. CADA representative informed the Commission that they had visited the campus multiple times a week but have not been successful in their outreach, as the homeless individuals' trespassed on campus at 2:00 a.m. or 3:00 a.m., making it difficult for the team to offer resources. Commissioner Wu thanked L.A. CADA for their follow-up. This report was received and filed by the Commission. C. Public Safety Community Service Officer Program Statistics Public Safety Manager Co provided a summary of the June statistics. Vice -Chair Fonseca asked if there had been a fatal accident on Walnut Grove Avenue in June and if he could provide the cross streets. Public Safety Manager Co responded, "Yes, it was on Walnut Grove Avenue and Halkett Avenue, north of Mission Drive, south of Grand Avenue." Vice -Chair Fonseca asked if Public Safety Manager Co can provide further information or updates regarding the University of the West trash pick-up. Public Safety Manager Co informed the Commission on Friday after last month's meeting on June 27, 2025, that he had gone with staff to the location on Delta Avenue to do a one-time courtesy trash pick-up. Knowing Delta Avenue was in an unincorporated area, he stated that he had been in communication with the Los Angeles County Code Enforcement but continues to direct staff to patrol the area as this has been affecting the City of Rosemead. Vice -Chair Fonseca thanked Public Safety Manger Co and staff, as they had been proactive in maintaining the unincorporated area on Delta Avenue. She also recommended a social media refresher on the instructions or procedures needed for City of Rosemead residents to report an issue. Commissioner Wu stated that she was impressed with the Public Safety Direct to Patrol Program, that included 1,479 locations checked, as mentioned in the report. Public Safety Manager Co explained that the statistics had been obtained from the two staff members who worked seven hours each, either from 10:00 p.m. to 6:00 a.m. or 9:00 a.m. to 5:00 p.m., usually Monday through Sunday. This report was received and filed by the Commission. D. Crime Prevention & Emergency Preparedness Activities Public Safety Supervisor Wong informed the Commissioners that the summary report for the month of June and forecast for July is in the packet, and she could answer any questions they might have. She also provided further details about the National Night Out event scheduled for August 8, 2025. Public Safety Supervisor Wong informed the Commission that this year, with the help of Public Safety Director Murakami, 100 additional backpacks were donated, and a total of 600 backpacks filled with basic school supplies would be given away to the pre -selected students from TK- 12 grade in the Rosemead and Garvey School Districts, including San Gabriel High School and Rosemead High School. Commissioner Foutz inquired if construction had been on schedule for the Public Safety Center. Public Safety Supervisor Wong confirmed that their goal is to return to the Public Safety Center sometime in September 2025. Commissioner Foutz stated he had noticed fireworks were limited this year compared to last year's and asked if it was due to extra security. Public Safety Supervisor Wong directed the question to Public Safety Director Murakami. Public Safety Director Murakami informed the Commission that Public Safety Manager Co had led the firework enforcement this year. They had four vehicles with two officers each patrolling the area, receiving calls of concern, and acting on personal observations. Director Murakami informed the Commission that in the interest of fairness, the officers issued verbal warnings advising violations, and when residents failed to comply, the matter was followed up with a citation. He stated that all content, including photographs and videos, had been saved as evidence. He added that some locations had received multiple violations for possession or explosion of illegal fireworks. Vice -Chair Fonseca asked if there had been an incentive program for neighbors to report any illegal firework activity. Public Safety Director Murakami stated residents could still call and explained there are two ways to report either by calling the Public Safety Team directly or the Public Safety Center, where calls were dispatched accordingly. He informed the Commission that for certain calls, they had requested Temple Sheriff Deputies to accompany them, as these calls were classified as high-risk due to infuriated residents receiving high -dollar citations. Vice -Chair Fonseca added that other cities use drones and asked if the city would consider using them in the future. Public Safety Director Murakami explained drones had been considered but that there were restrictions and legal matters that needed to be discussed with both the City Manager andCity Attorney. LASD Crime Statistics Lieutenant Tiwari provided a summary of the monthly statistics, stating there continues to be an increase in thefts and robberies. This report was received and filed by the Commission. F. Rosemead SAO Team Weekly Report Lieutenant Tiwari informed the Commission this month there was a new author for the SAO Team weekly reports, as Deputy Rodriguez had been promoted to Temporary Field Training Officer but would be returning to the Team on August 17, 2025. Lieutenant Tiwari informed the Commission that, in one shift, the City of Rosemead had 22 arrests, the highest number within the last three years. Vice -Chair Fonseca asked if the 22 arrests had been within a 24-hour period. Lieutenant Tiwari responded that it had been only one shift for the team to carry out a saturation patrol. Vice -Chair Fonseca requested Lieutenant Tiwari to elaborate on the response times for themonth of June. Lieutenant Tiwari explained that response times had varied depending on the type of call. For emergent calls, the time had fluctuated around 3.8 minutes. For priority calls, where people were fighting, involved in domestic violence, or accidents without injuries but causing traffic hazards response times were typically within 10 minutes. Routine calls, which had averaged 62 minutes at the beginning of the year, had been slowly decreasing but were gradually increasing again due to summer activities, now averaging above 50 minutes. He further explained that Temple Sheriff Station would officially take part in the Virtual Deputy Pilot Program, where individuals would have the ability to virtually speak to an officer, request theft reports, or ask questions via a QR code or a direct link from Temple Sheriff Station. Vice -Chair Fonseca stated she expected to see the month of July response times for routine calls averaging about 51 minutes. Lieutenant Tiwari stated that time fluctuations and other factors needed to be considered, such as staffing issues or the need to rely on coverage from other cities, such as Temple City and South El Monte. Vice -Chair Fonseca added that it is important to take into consideration the issues that influenced the response times. She recommended that asterisks (*) be included within the reports to note the reason for response times being low or high, as the Commission aspires to obtain accurate times. Commissioner Foutz asked about the Flock system and whether Lieutenant Tiwari had any recommendations for updating it. Lieutenant Tiwari stated that the Flock system is a valuable tool that had aided law enforcement in investigations, ultimately helping capture criminals. He explained that the Flock system relies on the 23 or 26 cameras placed throughout the city to gather and utilize vehicle information and data. He added that more cameras are better, as they will aid in maintaining the security and safety of the city. Commissioner Foutz asked Lieutenant Tiwari if he considered the Flock system to be a passive law enforcement tool, as the camera only sat on top of the pole and was not used until a specific license plate or vehicle was searched. Lieutenant Tiwari responded and confirmed once the vehicle passes to a certain location, deputies are alerted immediately. Commissioner Foutz asked if there were any other technological advancements the Commission should be made aware. Lieutenant Tiwari responded there are different Al companies but stated he was not aware of the specifications. He informed the Commission that Palantir, LexisNexis, and facial recognition are all programs utilized by detectives. Vice Chair Fonseca brought up a concern to Lieutenant Tiwari referencing the intersection of San Gabriel Boulevard and Rush Street. She noted over the years there had been about seven fatal accidents, with one that recently occurred on July 17, 2025. She noted there has been previous outreach to Los Angeles County because this area was within the unincorporated area of Rosemead but had not received any response. Lieutenant Tiwari stated he was unaware of the incident that occurred on July 17, 2025, which resulted in a fatal accident and clarified that unincorporated areas are handled by the California Highway Patrol (CHP). He informed CHP responded to all collisions in the unincorporated areas such as North and South San Gabriel County, Pasadena County, and Monrovia County regardless of being fatal or not. Vice -Chair Fonseca asked if the Temple Sheriff Department, Director of Public Safety Murakami, and the City of Rosemead Council would come together to highlight this area of concern to Los Angeles County.
