Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or unless

anyone disturb the orderly conduct of the meeting. Remarks must be made exclusively from the podium and directed to
the Council as a whole, rather than to individual members or the audience. Comments and exchanges from the audience
will not be acknowledged, as focus should remain on the speaker or the Council. Attendees are requested to silence their
cellphones during the meeting. Any individual who causes ongoing disruption may be subject to removal from the
proceedings per Government Code 54957.95.

CEQA: The following items are not subject to the California Environmental Quality Act, unless noted
on the item.
A. Minutes
Recommendation: That the City Council approve the minutes of the special and
regular meeting of June 10, 2025.
B. Purchase of Annual Tyler Technologies Subscription
Staff recommends that the City Council approve a one-year subscription with Tyler
Technologies, Inc. for the City’s Incode 10 Financial Management System, the
primary platform used to manage the City’s financial operations, including general
ledger, payroll, purchasing, accounts payable, cashiering, human resources, and
budget administration.

Recommendation: That the City Council approve a one-year subscription with Tyler
Technologies, Inc. for the City’s Incode 10 Financial Management System in an
amount not-to-exceed $82,481.
C. Selection of Professional Consulting Services for Focused General Plan Update
Over the last couple of years, the State has enacted new laws which would require
local jurisdictions to update their General Plan Resource Management, Circulation,
and Public Safety elements. In July, the City released a Request for Proposal seeking
a team of experienced professionals to assist with the preparation of the Focused
General Plan Update to ensure the City’s General Plan is in compliance with State
laws.
Recommendation: That the City Council authorize the City Manager to execute a
Professional Services Agreement (including extensions) with MIG to assist with the
preparation of a Focused General Plan Update with an amount not-to-exceed
$336,367.
D. Approve Amendment to Professional Services Agreement with Advantec Consulting
Engineers to Provide Engineering Design Services for the Rosemead Blvd and
I-10 Freeway Ramp Improvements Project
The Rosemead Boulevard & I-10 Freeway Ramp Improvements Project will
reconfigure the intersection of Rosemead Boulevard and Glendon Way at the
on & off ramps of the I-10 Freeway to increase roadway capacity, improve traffic
flow and reduce congestion at the intersection. A Professional Services Agreement
for design services was awarded to ADVANTEC Consulting Engineers, Inc., for the
project in December 2022. Throughout the preliminary and design phases, the
consultant has undertaken extensive additional coordination with multiple Caltrans
divisions, exceeding the original scope of work.
Recommendation: That the City Council take the following actions:
1. Authorize the City Manager to extend the Professional Services Agreement
with ADVANTEC Consulting Engineers for two additional years, setting a new
termination date of December 2027; and
2. Approve an increase in compensation by $90,000 for a total contract amount of
$751,176.32 to allow completion of the design phase and related coordination
for the Rosemead Boulevard and I-10 Freeway Ramps Improvement Project.
E. Accept Completed Improvements and Authorize the Filing of a Notice of Completion
for the Walnut Grove Avenue Street Light Installation Project No. 43009
On November 12, 2024, the City Council awarded a construction contract to Elecnor
Belco Electric, Inc. for the Walnut Grove Avenue Street Light Installation Project.
The total construction budget, including a 10% contingency, was set at $681,181.60.

All construction improvements have been completed and have been accepted by City
staff. A notice of completion will be filed with the Los Angeles County Recorder
upon approval by the City Council. The release of retention funds will occur 35 days
after the filing of the notice of completion.
Recommendation: That the City Council take the following actions:
1. Accept the completed improvements for the Walnut Grove Avenue Street Light
Installation Project No. 43009 as performed by Elecnor Belco Electric, Inc.;
and
2. Authorize the recordation of Notice of Completion with the Los Angeles
County Recorder and the release of retention funds 35 days thereafter.
5. MATTERS FROM CITY MANAGER & STAFF
A. Athletic Field Use and Allocation Policy
Staff will present the Parks and Recreation Department’s newly drafted Athletic Field
Use and Allocation Policy to the City Council that outlines fair, transparent, and
equitable access to municipal sports fields for all user groups and organizations.
Recommendation: That the City Council receive and file this informational report
regarding the new Athletic Field Use and Allocation Policy for City athletic fields
and facilities.
B. Approval of a Memorandum of Agreement Between the San Gabriel Valley Council
of Governments and the City of Rosemead for Distribution and Use of Measure A
Local Solutions Funds for a Total Amount of $199,705, and Approval of Agreement
Between Family Promise of the San Gabriel Valley and the City of Rosemead to
Administer Program Services
Los Angeles County’s voter-approved Measure A (Affordable Housing,
Homelessness Solution and Prevention Now Initiative) dedicates a portion of its
revenue is directed to local jurisdictions through the Local Solutions Fund (LSF) to
support homelessness services. The City of Rosemead is eligible to receive LSF funds
as a subrecipient under the San Gabriel Valley Council of Governments (SGVCOG).
To access the funding, the City must: 1) execute a Memorandum of Agreement with
the SGVCOG, and 2) enter into a separate agreement with Family Promise for the
delivery of eligible homelessness prevention and housing stabilization services to
families in Rosemead. These agreements outline funding responsibilities, reporting,
and compliance requirements necessary for program implementation.
Recommendation: That the City Council approve the following:
1. Authorize the City Manager to execute the Memorandum of Agreement with the
San Gabriel Valley Council of Governments for the receipt and use of Measure
A Local Solutions Funds; and

2. Authorize the City Manager to execute the Agreement with Family Promise of
the San Gabriel Valley to administer programs in coordination with City staff and
the San Gabriel Valley Council of Governments.
