CC - Item 4E - Accept Completed Improvements and Authorize Filing of a Notice of Completion for the Walnut Grove Avenue Street Lighting Installation Project No. 43009ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGER DATE: NOVEMBER 12, 2025 SUBJECT: ACCEPT COMPLETED IMPROVEMENTS AND AUTHORIZE THE FILING OF A NOTICE OF COMPLETION FOR THE WALNUT GROVE AVENUE STREET LIGHT INSTALLATION PROJECT NO.43009 SUMMARY On November 12, 2024, the City Council awarded a construction contract to Elecnor Belco Electric, Inc. for the Walnut Grove Avenue Street Light Installation Project. The total construction budget, including a 10% contingency, was set at $681,181.60. All construction improvements have been completed and have been accepted by City staff. A notice of completion will be filed with the Los Angeles County Recorder upon approval by the City Council. The release of retention funds will occur 35 days after the filing of the notice of completion. BACKGROUND The project involved furnishing and installation of Twenty -Two (22) solar powered street LED light fixtures with concrete poles and all related appurtenances on Walnut Grove Avenue between Marshall Avenue and Valley Blvd. This project also included removing and replacing of Fourty-Four (44) existing deteriorated light fixtures along Valley Boulevard between Muscatel Avenue and Loma Avenue. DISCUSSION During the construction phase, no construction change orders were issued to Elecnor Belco Electric, Inc. However, a deductive change order was issued to the City due to a more favorable pricing for the concrete poles secured for this project. Consequently, the City was credited back $1,134.85, thereby reducing the initial cost of the project from $619,256.00 to $618,121.15. A Stop Working Notice was issued between June 1 st to August 7th due to an extended lead time beyond the anticipated availability of concrete poles. However, despite this delay, the project team efficiently managed resources and adjusted the schedule, ensuring that the overall completion of the project was not impacted. AGENDA ITEM 4.E City Council Meeting November 12, 2025 Page 2 of 3 Upon the completion of this work, the project achieved substantial completion, and staff has accepted the improvements. STAFF RECOMMENDATION It is recommended that the City Council: 1. Accept the completed improvements for the Walnut Grove Avenue Street Light Installation Project No. 43009 as performed by Elecnor Belco Electric, Inc. 2. Authorize the recordation of Notice of Completion with the Los Angeles County Recorder and the release of retention funds 35 days thereafter. FISCAL IMPACT The Project was included in the Fiscal Year 2022-2023 Capital Improvement Program (CIP) and consisted of an approved budget of $682,000.00 from Measure R. Final expenditures totaled $618,121.15. The following is the breakdown of construction cost: Total Approved Budget $682,000.00 Total Construction Contract (including 10% contingency) $681,181.60 Construction Expenditures $618,121.15 Unexpended Amount $63,060.45 ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (a) of the CEQA Implementing Guidelines. STRATEGIC PLAN IMPACT The project is consistent with the City of Rosemead's Strategic Plan Goal C - Infrastructure and Facilities, which is to enhance streets, sidewalks, and public infrastructure.
