SUBJECT: ATHLETIC FIELD USE AND ALLOCATION POLICY
Staff will present the Parks and Recreation Department's newly drafted Athletic Field Use and
Allocation Policy to the City Council that outlines fair, transparent, and equitable access to
municipal sports fields for all user groups and organizations.
BACKGROUND
The Parks and Recreation Department manages the scheduling and operation of multiple athletic
fields throughout the community, including Rosemead Park, Garvey Park, and Jess Gonzalez
Sports Complex. The City currently does not have a formal Field Allocation Policy but uses
basic guidelines and procedures for prioritizing field use among youth and adult sports
organizations, schools, and general community use. The current guidelinesremain largely
unchanged despite evolving community needs, increasing field demand, and the City's ongoing
efforts to ensure fair and responsible facility use.
DISCUSSION
The new Field Allocation Policy reflects updates intended to strengthen the City's management
of athletic fields while ensuring equitable access for community -based organizations. The
proposed policy includes the following components:
User Group Classification: Defines user groups by residency, age (youth vs. adults),
and type of organization (non-profit, commercial, school use, and private use).
o Resident: A person living within the City of Rosemead incorporated
boundaries.
o Rosemead Resident Non -Profit Organization: A resident non-profit
organization is composed of a minimum of 25% of Rosemead residents. To
verify resident non-profit status, organizations must submit a copy of their
IRS 501(c)(3). Status will be verified by Parks and Recreation Staff.

o Non -Resident: A person living outside of the City of Rosemead incorporated
boundaries.
o Non -Resident Non -Profit Organization: A non-resident non-profit
organization composed of less than 25% Rosemead residents. To verify non-
resident non-profit status, organizations must submit a copy of their IRS
501(c)(3). Status will be verified by Parks and Recreation Staff. Traditional
Season: The portion of the year in which nationally recognized governing
organizations (AYSO, CIF, ASA, Little League/Pony League) endorse games.
• Application Process: Application timeline, submission requirements, and process.
o Applications are submitted on a quarterly basis for review.

Priority Allocation Framework: Prioritize field use based on community benefit,
historical use, and alignment with city's goals.
o The following organizations shall have facility scheduling priority based on
historical usage; given that they remain current with their 501(c)(3) status with the
Internal Revenue Service and State Franchise Tax Board or provide proof that
they are working with City staff on becoming current. Primary season designation
includes but is not limited to the dates listed.
o Organization must also provide a roster of participants that demonstrates a
minimum of 25% residency.

• Facility Use Guidelines: Includes rules and regulations, maintenance, cancellations,
inclement weather, field preparation, tournaments, lights, snack bar, key check out
process and consequences of misuse.

o Annual Field Maintenance Plan - In an effort to maintain the athletic fields at the
highest level possible, the Parks and Recreation Department has instituted an
annual maintenance program.
■ Winter Closure: 3 weeks (Last 2 weeks of December and I" week of
January).
■ Spring Closure: 1 week (dates to be determined).
o Tournament/Special Request Form — Organizations must submit a
tournament/special request form for tournament play or special request outside of
normal league activities. (Attachment E)
o Insurance requirements - For all facility use, the applicant shall furnish, to the
City, appropriate certificates of public liability and property damage insurance in
the minimum amount of $2,000,000 per occurrence, $4,000,000 general aggregate
naming the City as "additional insured
o Snack Bar Use - A separate Snack Bar Application Form must be submitted to
City Staff. (Attachment D)
Fee Structure: Aligns with City's current fee schedule.
STAFF RECOMMENDATION
Staff recommends that the City Council receive and file this informational report regarding the
new Athletic Field Use and Allocation Policy for City athletic fields and facilities.
FISICAL IMPACT
There is no direct financial implication at this time for Fiscal Years 2025-2026. Future field
maintenance costs and enforcement measures will be absorbed within the current department
budget

The policy is consistent with the 2030 Strategic Plan' s Goal D "Parks and Programs"

1. Introduction:
The City of Rosemead Parks and Recreation Department coordinates and issues permit for the use of athletic
fields owned and operated by the City of Rosemead to organizations and the public for athletic, cultural, social,
and recreational activities and programs. Rosemead will work cooperatively to coordinate facility use In
accordance with the Athletic Field Use and Allocation Policy to ensure fair and equitable allocation of field
space. Due to the increased demand for the use of City fields and limited amount of space to accommodate all
organizations' requests, it is very important that all groups abide by the rules and procedures set forth In this
guide.
2. Purpose:
The City of Rosemead acknowledges the recreational value of athletic fields to residents and established
youth and adult organizations servicing the City, and affirms its commitment to:
• Encourage the use of athletic fields by residents and community -based organizations for sports
activities.
• Promote and support community -based youth sports organizations.
• Encourage the use of athletic fields to promote and support sports activities, health, and wellness.
The purpose of the Athletic Field Use and Allocation Policy is to establish regulations and processes to
be followed that will preserve City of Rosemead's assets; ensure a fair and equitable distribution of
fields; to coordinate multiple uses of field space; to assure preservation of athletic fields; to prevent
uses that are unsafe, unlawful, or impermissible; and to assure financial accountability for damage
caused by event.
The City does not discriminate on the basis of sex, race, national origin, ancestry, age, marital status,
sexual orientation, religion, or disability. The equal protection clauses of the United States and
California Constitutions prohibit a public agency such as the City of Rosemead from engaging in racial
or ethnic discrimination. Over many years, this prohibition has been interpreted to include active
participation or support by the City of Rosemead, other individuals or groups who engage in
discrimination. Based on State and Federal constitutional and case law, it is the policy of the City to
prohibit and discourage discrimination by other individuals or organizations actively supported by or
participating with the City in such activities, facilities, or services.
The City of Rosemead, in compliance with the Americans with Disabilities Act (ADA), does not
discriminate on the basis of disability in the admission or access to, or treatment or employment in, its
programs, events, or activities.

3. Definition of Terms:
a. Adult - Any person of age 18 years or older.
b. Assignment or Sub -Letting - The transfer of rights held by one party —the assignor —to another
party —the assignee.
c. City: City of Rosemead.
d. Facility or Field: Terms can be used interchangeably.
e. New User- This is an organization that has not requested field allocations in the twelve-month
period preceding its submission of a City of Rosemead Athletic Field Use Application.
f. Non -Resident: A person living outside of the City of Rosemead incorporated boundaries.
g. Non -Resident Non -Profit Organization: A non-resident non-profit organization is composed of less
than 25% Rosemead residents and is a group organized for purposes other than generating a profit
and which no part of the organization's income is distributed to its members, directors, or officers.
A non-resident non-profit organization must be recognized by the Internal Revenue Service (IRS)
as a non-profit organization and must be in good standing. To verify non-resident non-profit
status, organizations must submit a copy of their IRS 501(c)(3). Status will be verified by Parks and
Recreation Staff.
h. On -Going Permit: An on -going permit is a permit that extends over two (2) or more reservation
dates.
i. One -Time Permit: A one-time permit is a permit that does not exceed one (1) reservation date.
j. Permit: A permit gives a group or individual(s) authorization and consent to use a field(s). Dates
and times for the authorization and consent to use a field are listed on the permit.
k. Resident: A person living within the City of Rosemead incorporated boundaries.
I. Rosemead Resident Non -Profit Organization: A resident non-profit organization is composed of a
minimum of 25% of Rosemead residents and is a group organized for purposes other than
generating a profit and which no part of the organization's income is distributed to its members,
directors, or officers. A resident non-profit organization must be recognized by the Internal
Revenue Service (IRS) as a non-profit organization and must be in good standing. To verify resident
non-profit status, organizations must submit a copy of their IRS 501(c)(3). Status will be verified
by Parks and Recreation Staff.
m. Traditional Season: The portion of the year in which nationally recognized governing organizations

n. Vendor: A person, group, team, or organization selling, distributing information, soliciting future
sales, marketing, fundraising, or providing giveaways.

4. Allocation Process:
a. Requests to use of City of Rosemead Athletic Facilities are made through the City of Rosemead Parks and
Recreation Department.
b. Each organization is required to submit a City of Rosemead's Athletic Field Use Application through the City of
Rosemead's Parks and Recreation Department no later than:

vi. For one-time use applications, an Athletic Field Use Application must be turned in no later than
fourteen (14) days prior to the first date of use.
1. All fees MUST accompany the Athletic Field Use Application.
vii. Field time will be allocated in the following order.

All release times will be allocated through the Parks and Recreation Department.

6. Rules and Regulations of Facility Use

rules and regulations are followed. Failure to comply with the Rules and Regulations of Facility Use
may result in loss of field allocation and light reservations.
b. General Rules and Regulations for Athletic Fields and Facilities:
1. A responsible adult representative of the organization must always be present during any
organization's use of the City of Rosemead's Athletic Fields and Facilities.
ii. All organizations MUST have a copy of the approved Facility Use Permit form on hand at all times
when using the facility.
Ill. The group must appear within thirty (30) minutes of the specified time, or the permit will be
cancelled, and all fees are forfeited.
iv. Activities for minors must be supervised by responsible adults at a ratio of at least one adult for
every 20 minors. Applicant is responsible for the supervision of all children present at the event.
v. Applicant is responsible forthe facility clean-up. Facility must be left in a reasonably clean condition
(as determined by the City) to receive a full refund of their deposit.
vi. All signs, banners, and other materials must be removed at the end ofthe event.
vli. Non-profit applicants requesting ongoing use of facilities are responsible for maintenance,
preparation, and supervision offacilities.
viii. Park Restrooms are open:
1. Rosemead Park: 7:00 a.m. to 10:00 p.m.
2. Garvey Park, Snack Bar: 7:00 a.m. to 10:00 p.m.
3. Jess Gonzalez Sports Complex: Open by Recreation Staff.
ix. Games and practices may begin no earlier than 8:00 a.m.
x. Games and practices must end no later than 10:00 p.m. Any event starting before 8:00 a.m. or
extending past 10:00 p.m. must have the prior written approval of the Parks and Recreation
Department.
xi. All activities must cease, and the park usage must be completely vacated by the time indicated on
the application.
xii. The user organization accepts the facilities applied for in an "AS IS" condition.
xiii. Facility use must be consistent with the type of play permitted for each facility.
xiv. Batting, throwing, kicking, or hitting balls in the direction ofthe houses, sidewalks, and pedestrians

1. Athletic Field Storage Facilities:
1. Rosemead Park: Storage bins located on the small field near 31 base dugout.
2. Garvey Park: Storage bins located between Public Work's building and Garvey Paws Dog
Park.
3. All user equipment must be stored in a neat and orderly manner.
a. A key must be provided for the City Staff for emergency purposes.
4. Equipment stored in the facility is not the responsibility of the City of Rosemead.
Equipment left out will be collected by City staff and returned to the league at the end of
the season.
c. General Rules and Regulations for City Parks:

I. No alcohol, tobacco products, or illegal substances are permitted in City facilities. Any violation will
result in the closure of the activity and forfeiture of all fees. (Ordinance No. 001, No. 703, & No.
845)
ii. No disorderly or unseemly conduct is permitted on City facilities.
iii. No advertisements, circulation of petitions, solicitations, nor entry fees are permitted without
written authorization from the city.
iv. No storage of private property is permitted on City premises without written authorization from
the City.
v. City facilities cannot be used for commercial purposes without written authorization.
vi. Bouncers and petting zoos are not permitted on City facilities.
vii. Gambling of any kind is not permitted at any City facilities.
viii. City equipment shall not be removed from any City facilities.
ix. Animals must be kept on a leash.
x. No amplified music is allowed at any time.
xi. The sale of merchandise, without written authorization from the city, is strictly prohibited.
d. Code of Conduct:
1. It is the commitment of the City of Rosemead to ensure that all City facilities are free from
negative, aggressive, and inappropriate behavior and that the environment is geared toward
providing high -quality programs, services, and facilities in an atmosphere of respect,
collaboration, openness, safety, and equality.
ii. The Parks and Recreation Department reserves the right to remove participants, spectators,
coaches, officials, umpires, or park patrons from city facilities for inappropriate behavior.
iii. The following are considered unacceptable behaviors:
1. Activities that infringe on the rights of participants or staff.
2. Destruction of facility materials, equipment, furniture, supplies, and grounds., etc.
Conduct or language that disturbs other participants.
3. Inconsiderate or discourteous behavior toward participants or staff.
4. Infractions of facility policies regarding loitering, sales, or solicitation.
5. Possession, use, or sale of alcohol or other controlled substances.
6. Vandalism or littering in facilities or on the grounds.
7. Violation of any Federal, State, or City laws and ordinances.
8. Any malicious behavior a reasonable person would find unprofessional, disturbing,
and/or harmful to their physical and mental health.
7. Facility Closure and Inclement Weather Policy:
a. The City of Rosemead will make every attempt to allow play of all athletic games when and where they are
scheduled. The city or affiliate groups will comply with the following guidelines concerning athletic field use
during and after inclement weather, when play could cause damage and/or affect the future use of an athletic
field, or subject athletes to a possible injurious situation.
b. To ensure safe athletic field use, the following criteria will be considered to determine if a game or practice will
be postponed or cancelled:
1. First sighting of lightning and/or thunder witnessed by the official and/or site supervisor. (Persons
should immediately seek lightning shelters, maintenance buildings, and/or automobiles.)

ii. Standing water on any part of the playing surface.
ill. One-half inch of rain or more has fallen in the last 24 hours.
iv. Playing area of the field is icy or frozen.
v. Ground clings or cakes to shoes or cleats.
vi. Steady rain is falling, or the weather forecast calls for rain throughout the day.
vil. Playing area of the field does not provide adequate footing.
viii. Potential for severe playing surface damage.
c. Decision to use the facilities will be made by the Parks and Recreation Department no later than 2:00 p.m.
Monday through Friday and 10:00 a.m. on Saturdays and Sundays. The scheduled youth sports organization
president or designee has responsibility for notifying all participants, coaches, and spectators.
d. Any user failing to comply with established guidelines and notification is subject to Invoicing for all damages
occurring to the facility and risk termination of allocations and light reservations.
e. Fields may be closed at the discretion of the City of Rosemead. Priority is given to maintenance needs, rest and
renovation periods for all fields, Fields may be closed for the following:
i. City of Rosemead is engaging in work involving any of the facilities.
ii. When the health and safety of participants are threatened due to impending conditions, including
but not limited to, heavy rains, smog alerts, pesticide spraying, earthquakes, or any other
conditions deemed by the City of Rosemead as unsafe.
8. Field Preparation/Facility Maintenance:
a. All maintenance, such as field preparation, lining ofthe fields, marking of the fields, or installation of goal posts,
will be performed by the user assigned to the facility.
I. Organizations can use a hand drag(s) or a slow -moving tractor, while maintaining a high moisture
level to reduce dust. Organizations must make every effort to reduce dust. ii. When dragging
infields, organizations must make every effort to maintain a minimum of 18" from any edge to
reduce berm buildup or damage to fencing. iii. When dragging is complete, the drag must end on
a high -impact zone to help reduce low spots. The drag must never come in contact with the grass
when drag is finished.
ii. When chalking/painting lines, organizations must make every effort to string lines prior to
chalking/painting.
ill. All lining/marking of athletic fields must be done with chalk or water -based paint. Lining of turf
areas must be done with water -based paint. The burning of fields with the use of weed killer, diesel
fuel, or any other method is prohibited.
Iv. If applying a drying agent, only Tuface Quick Dry agent shall be used (no cat litter).
v. Organizations must refrain from activity during inclement weather to prevent potential damage to
athletic fields.
b. All banners (sponsorship or otherwise), temporary fencing, and shade covers must have written approval
before installation. Shade coverings must be taken up and down daily.
c. Each user group is responsible for the facility being free of trash and debris (sunflower seeds) caused by user
group usage upon conclusion of facility use.
d. No vehicles will be permitted on the City of Rosemead's athletic fields/facilities and/or parks without prior
written approval by the Parks and Recreation Department. All vehicles must park in designated parking stalls.

f. In an effort to maintain the athletic fields at the highest level possible, the Parks and Recreation Department
has instituted an annual maintenance program.
i. Facility/Field Maintenance:
1. Winter Closure: 3 weeks (Last 2 weeks of December and 1't week of January).
2. Spring Closure: 1 week (dates to be determined).
g. Any damage to any City facility that is caused by group negligence or failure to adhere to City rules and
regulations will be repaired and the group will be charged 100% of repair cost.
9. Tournaments/Special Request:
a. Groups requesting the use of City Facilities for tournament play or special requests outside normal league
activities must complete a Tournament/Special Request Form. The City will review the request to assess the
impact of the proposed request on neighbors, facilities, parking, traffic, and any other factors determined to
be relevant to the request before issuing a permit. The City reserves the right to condition the permit as
deemed necessary.

11. Lights:
a. Please see above for the light fee schedule.
b. All fees are due at the time the permit is approved by the Parks and Recreation Department.
c. For groups that use the field and require lights, the group must submit a light schedule with the application.
d. The Parks and Recreation Department will be responsible for light schedule to all approved permits. If it is
reported that groups are habitually not using the fields, their field use will be monitored, and lights will be
turned off and will not be turned back on for the evening. If this should happen, the offending leagues may be
subject to partial or full permit revocation. Groups must notify the Parks and Recreation Department if lights
are not used during permitted times.
e. All user groups must notify the Parks and Recreation Department at least two (2) hours prior to the scheduled
time when canceling. All user groups will be billed for light fees if proper notification is not given.
12. Insurance Requirements:
a. For all facility use, the applicant shall furnish, to the City, appropriate certificates of public liability and property
damage insurance in the minimum amount of $2,000,000 per occurrence, $4,000,000 general aggregate
naming the City as "additional insured". Such insurance shall be maintained and kept in force during certificates
required above, shall provide that such certificates shall not be canceled or materially changed without a least
thirty (30) days prior written notice to the City.
b. User agrees that it will indemnify and hold harmless the City of Rosemead and its elected officials, officers,
agents, and employees free and harmless from all claims for damage to persons or property for reason of user's
acts or those of user's employees, agents, guests, or invitees in connection with User's use and occupancy of
the facilities.
c. Any such policy must include the requirement of a thirty -day (30) written cancellation to the City of Rosemead.
d. Proof of Policy must be deposited Department and approved by the City's Risk Management Staff prior to the
first scheduled usage of the facility, unless otherwise stated previously in this document.
13. Snack Bar(s):
a. A separate Snack Bar Application Form must be submitted to City Staff.
b. The City of Rosemead is solely responsible for the structural aspects (structural, main plumbing, main electrical,
main sewer) of the building in which the snack bars are housed. It is the responsibility of the operating groups
to purchase, clean, and maintain equipment that is housed in the snack bar.
1. Organizations may not share usage of the snack bar with other organizations
ii. A prearranged date will be determined for the transition (there will be no exceptions to this date)
III. The groups will be required to submit any and all plans for any modifications to the snack bar.

transition.
e. There will be a $100 refundable security/cleaning deposit that is required before the facility keys are released,
fees will be charged for all snack bars.

14. Key Check Out:

c. For any keys that are lost, the group will be charged for re -keying and replacement of keys and forfeit $100

16. Refund of Security Deposit:
a. Refund of security deposit (and key deposit, if applicable) will take approximately 4-6 weeks after the
conclusion of your event, provided there are no problems.
b. There will be a deduction from your security deposit forthe following items: additional cleaning, repair
or replacement, loss of key, deviation from the rental agreement, extra staff costs, or disturbances
requiring law enforcement.
c. If the security deposit is inadequate to cover damages, then the applicant will be billed for the
remaining cost of the damages.
d. If Applicant violates any part of this agreement or reports false information to the City of Rosemead,
the City may refuse Applicant further use of the facility, and Applicant shall forfeit a portion of or all
of the rental fee and/or the deposit.
17. Cancellation Policy:

RULES AND REGULATIONS
City of Rosemead Park/Sports Facilities may be used for recreation, social, team sports, or governmental
functions only. The City reserves the right to cancel any reservation at a moments notice if the facility is
needed by the City. However, reasonable effort will be made to relocate/reschedule the activity. The City
reserves the right of full access to all activities at any time during their occurrence to see that all rules,
regulations, and City, State, and Federal Laws are not violated.
Facility use does not suggest City endorsement or sponsorship of any event. Applicant's publicity of event
shall clearly and accurately identify the name of the sponsoring organization or individual. Under no
circumstances shall applicant sublease or allow any other organization or individual to use the park facility for
the period for which it is reserved.
If any provision of this agreement is held to be invalid or unenforceable, the remaining provisions shall
remain in full force and effect.
APPLICATION PROCESS:
1. Applicant must be at least 21 years of age. Proof of Rosemead residency is required at time of
application.
2. A facility is not considered rented until (1) applicant delivers to the City the Park Facility Rental
Application and Agreement, rental fee, deposit, and any other items deemed necessary by the City of
Rosemead; and (2) the City of Rosemead, in its sole discretion, approves such rental in writing.
3. The approval process takes a maximum of fourteen (14) working days. Do not, in any way, advertise
your event prior to receiving written approval.
4. Reservations will not be accepted more than one year or less than 21 days in advance of date
requested. Maximum duration for continuous use of a facility is six (6) months.
5. Non-profit organizations must provide a copy of their IRS 501(c)3, at the time of the application. They
must also provide a roster of participants that demonstrates 25% residency.
6. Security Deposit is due at time of application. All fees must be paid 30 days prior to the event to avoid
termination of application. Payments must be made by cash, check, money order, or cashier's check.
Checks must be made payable to "City of Rosemead".
7. For all facility use, the applicant shall furnish, to the City, appropriate certificates of public liability and
property damage insurance in the amount of $1,000.000 naming the City as "additional insured". Such
insurance shall be maintained and kept in force during certificates required above shall provide that
such certificates shall not be canceled or materially changed without a least thirty (30) days prior
written notice to the City.
8. Any new nonprofit organizations requesting on going facility usage must adhere to "Exhibit A"
guidelines pertaining to "Primary Users" and "Home Fields" of current nonprofit Rosemead youth
sports organizations with historical usage.
APPLICANT RESPONSIBILITIES:
The applicant (or a city -approved organizational representative) must be present during the entire
event.

2. All activities must cease and the park usage completely vacated by the time indicated on the
application.
3. The group must appear within thirty (30) minutes of time specified or the permit will be cancelled and
all fees forfeited.
4. Applicant cannot exceed the attendance indicated on the application)
5. Activities for minors must be supervised by responsible adults at a ratio of at least one adult for every
20 minors. Applicant is responsible for the supervision of all children present at the event.
6. Applicant is responsible for the facility clean-up. Facility must be left in a reasonably clean condition
(as determined by City) to receive a full refund of their deposit.
7. All signs, banners, and other materials must be removed at the conclusion of the event.
8. Non-profit applicants requesting ongoing use of facilities may be responsible for maintenance,
preparation and supervision of facilities.
9. Park Restrooms are open from 8:00 a.m. to -!�-00 p.m. daily.
PROMBITED:
1. No alcohol, tobacco products, or illegal substances are permitted on City facilities. Any violation will
result in the closure of the activity and forfeiture of all fees. (Ordinance No. 001, No. 703, & No. 845)
2. No disorderly or unseemly conduct is permitted on City facilities.
3. No advertisements, circulations of petitions, solicitations, nor entry fees are permitted without written
authorization from the City.
4. No storage of private property is permitted on City premises)
5. City facilities cannot be used for commercial purposes without written authorization.
6. Bouncers and petting zoos are not permitted on City facilities.
7. Gambling of any kind is not permitted at any City facility.
8. City equipment shall not be removed from any City facility.
9. Animals must be kept on a leash.
10. No amplified music is allowed at any time.
11. The sale of merchandise, without written authorization from the City, is strictly prohibited.
