CC - Item 5A - Athletic Field Use and Allocation Policy - PresentationATHLETIC FIELD USE Date :November 12, 2025 Parks & Recreation AND ALLOCATIONPOLICY BACKGROUND The Parks and Recreation Department manages the scheduling and operation of multiple athletic fields throughout the community, including Rosemead Park, Garvey Park, and Jess Gonzalez Sports Complex. The City currently does not have a formal Field Allocation Policy but uses basic guidelines and procedures for prioritizing field use among youth and adult sports organizations, schools, and general community use. The current guidelines remain largely unchanged despite evolving community needs, increasing field demand, and the City’s ongoing efforts to ensure fair and responsible facility use. 1 ATHLETIC FACILITY LOCATIONS Two Baseball/Softball Fields Multipurpose Field Garvey Park Gym Garvey Park Two Baseball/Softball Fields Rosemead Park Multipurpose Field Baseball/Softball Field Jess Gonzalez Sports Complex 2 USER GROUP CLASSIFICATION Resident: A person living within the City of Rosemead incorporated boundaries. Rosemead Resident Non-Profit Organization: A resident non-profit organization is composed of a minimum of 25% of Rosemead residents. Non-Resident: A person living outside of the City of Rosemead incorporated boundaries. Non-Resident Non-Profit Organization: A non-resident non-profit organization composed of less than 25% Rosemead residents. ***To verify non-profit status, organizations must submit a copy of their IRS 501(c)(3). Status verified by Parks and Recreation Staff. 3 APPLICATION PROCESS Seasons Application Due Date Dates Requested Summer Season Last Thursday of May July 1 - September 30 Fall Season Last Thursday in August October 1 - December 31 Winter Season Last Thursday of November January 1 - March 31 Spring Season Last Thursday of February April 1 - June 30 Parks/Sports Facility Rental Applications are submitted on a quarterly basis for review. (Attachment B) Application 4 APPLICATION PROCESS Team Non-Profit must provide the following: ▪ Completed Athletic Field Use Application (Attachment B). ▪ Copy of current of 501(c)(3) Non-Profit Certificate. ▪ Copy of current certificate of liability insurance. ▪Copy of rosters with addresses from the previous season ▪ Requested field light schedule. ▪ ***Snack Bar Use Application. (Attachment D) ▪***Tournament/Special Request Form. (Attachment E) *** If applicable Team Non-Profit must provide: 5 Prioritize field use based on community benefit, historical use, and alignment with city’s goals. The following organizations shall have facility scheduling priority based on historical usage; given that they remain current with their IRS 501(c)(3) status or provide proof that they are working with City staff on becoming current. Organization must also provide a roster of participants that demonstrates a minimum of 25% residency. Priority Allocation Framework 6 ROSEMEAD YOUTH ORGANIZATIONS Baseball/Softball Organizations Primary Season Home Field Angels Softball & Baseball Academy of Rosemead February - October Garvey Park Ladyhawks May - September Garvey Park Rosemead Youth Association January - July Rosemead Park Soccer Organizations Primary Season Home Field AYSO 40 August - December Rosemead Park Football & Cheer Organizations Primary Season Home Field Rosemead Rebels Athletic Club July - December Jess Gonzales Sports Complex 7 FIELD ALLOCATION Field time will be allocated in the following order: Primary Users A: City of Rosemead affiliated programs or events. Primary Users B: El Monte Union Unified School District, Rosemead Unified School District and Garvey School District affiliated programs or events. Primary Users C: In season Rosemead Resident Non-Profit youth recreation leagues that have open enrollment. Primary Users D: In season Non-Resident Non-Profit youth recreation leagues that have open enrollment. Primary Users E: Out of season youth recreation leagues that have open enrollment teams/leagues will need to submit an official/certified roster from their governing body (i.e., ASA, Cal South, USSSA, etc.) 8 FIELD ALLOCATION Field time will be allocated in the following order: Secondary Users A: In season competitive "Travel ball/club" leagues/teams that have closed enrollment. Secondary Users B: Out of season competitive "Travel ball/club" leagues/teams that have closed enrollment. Secondary Users C: Resident, private party and profit-making organizations. (Proof of Residency required). Secondary Users D: Non-Resident, private party and profit-making organizations. Travel ball/club teams/leagues will only be able to reserve a field three (3) months at a time. All travel ball/club teams/leagues will need to submit an official/certified roster from their governing body (i.e., ASA, Cal South, USSSA, etc.) 9 FACILITY USE GUIDELINES Annual Field Maitenance Winter Closure: 3 Weeks (last 2 weeks of December and 1 week of January)st Spring Closure: 1 Week (Dates to be determined) Tournament/Special Request Organizations must submit a tournament/special request form for tournament play or special request outside of normal league activities. (Attachment E) Insurance Requirement For all facility use, the applicant shall furnish, to the City, appropriate certificates of public liability and property damage insurance in the minimum amount of $2,000,000 per occurrence, $4,000,000 general aggregate naming the City as “additional insured” Snack Bar Use Form A separate Snack Bar Application Form must be submitted to City Staff.
