CC - Item 5F - Adopt Resolution No. 2025-63 - Approve the Application for Grant Funds Authorized by Proposition 4 (Climate Bond) and Allocated by SB 105 (Chapter 104): Budget Act of 2025, Item No. 3790-102-6093 for Rosemead Park ImprovementsROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGER �9 " DATE: DECEMBER 9, 2025 SUBJECT: RESOLUTION NO. 2025-63 TO APPROVE THE APPLICATION FOR GRANT FUNDS AUTHORIZED BY PROPOSITION 4 (CLIMATE BOND) AND ALLOCATED BY SB 105 (CHAPTER 104): BUDGET ACT OF 2025, ITEM # 3790-102-6093 FOR ROSEMEAD PARK IMPROVEMENTS SUMMARY Delegated by the State Legislature, California State Parks requires the City Council to certify by resolution the approval of project application(s) for Climate Bond funds allocated by SB 105 (Chapter 104): Budget Act of 2025, Item # 3790-102-6093 (1) 1. (h) in the amount of $5,000,000 for Rosemead Park improvements. DISCUSSION On September 17, 2025, Governor Gavin Newsom signed SB 105 (Budget Acts of 2021, 2023, 2024, and 2025) for the 2025-2026 session. Included in SB 105 is a $5,000,000 funding allocation made available to the City for Rosemead Park improvements (Item #3790-102- 6093(1)1(h)). The said allocation was secured with legislative advocacy efforts from Assemblymember Mike Fong, Senator Sasha Marie Perez, Rosemead's State Lobbyist Lucien Global, and City staff. The California State Parks Department will serve as the administering authority of the funds to the City. An initial step in the process is for the City to officially submit a grant application with a Resolution approved by the City Council (attached). Subsequently, the funds must be encumbered by June 30, 2027, and final project completion by June 30, 2030. STAFF RECOMMENDATION It is recommended that the City Council adopt Resolution No. 2025-63 approving the application for grant funds for Rosemead Park improvements. AGENDA ITEM 5.F City Council Meeting December 9, 2025 Page 2 of 2 FISCAL IMPACT The awarded funds and corresponding capital project expenditures budgets will be reflected in the Fiscal Year 2025-26 Budget during the Mid -Year Budget review process. STRATEGIC PLAN IMPACT This item is consistent with the City's 2030 Strategic Plan Goal C — Infrastructure and Facilities — continue ongoing improvements to infrastructure and seek funding opportunities. (H)$5,000,000 IS AVAILABLE FOR ROSEMEAD PARK IMPROVEMENTS. WHEREAS, California State Parks has been delegated the responsibility by the Legislature of the State of California for the administration of a grant to the City of Rosemead, setting up necessary procedures governing application(s); and WHEREAS, said procedures established by California State Parks require the applicant's Governing Body to certify by resolution the approval of project application(s) before submission of said applications to the State; and WHEREAS, the applicant will enter into a contract with the State of California to complete project(s) as outlined in Budget Item 3790-102-6093 (1) 1. (h); NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL HEREBY: 1. Approves the filing of project application(s) for specified grant project(s); and 2. Certifies that said applicant has or will have available sufficient funds including those provided by this grant, prior to commencement of project work utilizing specified grant funds, to complete the project; and 3. Certifies that the applicant has reviewed, understands, and agrees to the General Provisions contained in the contract shown in the Procedural Guide; and 4. Delegates the authority to the City Manager, or designee to conduct all negotiations, sign and submit all documents, including but not limited to applications, agreements, amendments, and payment requests, which may be necessary for the completion of the project grant scope(s); and Agrees to comply with all applicable federal, state and local laws, ordinances, rules, regulations and guidelines.
