Center Medians and Bike Lanes Discussion and Recommendations Content 2 Two major City of Rosemead corridors scheduled for full roadway resurfacing and upgrades. Walnut Grove Ave: Key north–south connector to I-10. Valley Blvd: Major east–west arterial and regional commuter route. Project has been in the CIP since 2022. It has grown in scope and scale over the years. Encompassing several key priorities: Timely Use of Funds Meeting State Compliance Safety Enhancements and Aesthetics 3 Background Valley Blvd. Wa l n u t G r o v e A v e . 4 Project is fully funded and can accommodate additional design elements. Preliminary design phase is underway with RFP phase completed. Opportunity to improve pavement, safety, aesthetics, and long-term identity. High visibility → strong candidates for corridor beautification and community branding. ADA-compliant curb ramps and upgraded crossings. Updated signage, striping, and driveway/utility adjustments as needed. LA County Fire Station Crossing Signal These improvements set the foundation for optional enhancements. Core Improvements 7 8 9 Streetscape and Raised Medians New Stormwater Capture Infrastructure City entry monuments to enhance major entry points. Traffic Study assessing safety and traffic patterns Bicycle Lane Feasibility Study evaluating impact bicycle lanes along the corridors Corridor Identity – Opportunities 10 Center Medians and Bike Lanes Raised Medians (Pros): Improve safety and aesthetics Create a more organized corridor Opportunity for trees, branding, and stormwater features Raised Medians (Cons): Limit left-turn access Potential impacts on business access or traffic operations Potential impact on 4th of July Parade 11 Center Medians and Bike Lanes Bike Lanes (Pros): Support regional mobility and sustainability Increase multimodal access to businesses and neighborhoods Bike Lanes (Cons): This is a sensitive topic and not predetermined. Requires roadway space tradeoffs Study will evaluate safety, traffic operations, and regional connectivity. Discussion and Recommendations To guide the design phase, staff respectfully requests Council’s input on: Desired level of corridor beautification (medians, landscaping, monuments). Appetite for incorporating bike lanes, if feasible. Staff will incorporate Council’s input into the project’s scope and bring back a Design Services Agreement in January 2026. 13
