ANGELUS AVENUE - AUTHORIZATION TO SOLICIT BIDS
SUMMARY
As part of the City's Fiscal Year 2009-10 Capital Improvement Program, the City
Council approved a project to make traffic calming improvements along Rush Street and
Angelus Avenue, adjacent to Rice Elementary School. The proposed project includes
the addition of red curbing, speed feedback signs, a drop-off/pick-up zone, traffic signs,
curb ramp improvements, sidewalk repairs, and in-pavement crosswalk warning lights.
Staff Recommendation
Staff recommends that the City Council authorize staff to advertise and solicit bids to
complete the improvement project.
DISCUSSION
Background
In December 2008, the City Council reviewed several conceptual traffic calming
improvement plans for Rush Street adjacent to Rice Elementary School. These plans
were developed by an independent traffic engineer from Kimley-Horn and Associates
(KHA) with review/input from the Traffic Commission, members of the public, and City
staff. After reviewing these conceptual plans, the City Council voted to accept the
Traffic Commission's recommendation and implement traffic improvements (Attachment
1).
After receiving the City Council's approval to pursue traffic improvements, staff entered
into discussions with Wal-Mart to fund this work. Through Wal-Mart Condition of
Approval #41, Wal-Mart was required to set aside monies to fund costs associated with
installing a flashing beacon at the nearby school crossing and fund a school crossing
guard program at the corner of Rush and Delta for a minimum of 20 years (Attachment
2). After discussing the traffic calming improvements and resident concerns,
representatives from Wal-Mart agreed to use the COA #41 funds to cover the costs

Approval #41, Wal-Mart was required to set aside monies to fund costs associated with
installing a flashing beacon at the nearby school crossing and fund a school crossing
guard program at the corner of Rush and Delta for a minimum of 20 years (Attachment
2). After discussing the traffic calming improvements and resident concerns,
representatives from Wal-Mart agreed to use the COA #41 funds to cover the costs
associated with the Council-approved traffic calming project. These funds total
$175,000 and were programmed into the City's Fiscal Year 2009-10 Capital
Improvement Program budget.
Proiect Details
The proposed project includes the following improvements:
• The extension of red curbing along the southern side of Rush, just west of Delta
Avenue. This will help improve visibility for cars making a right from Delta onto
westbound Rush Street.
• The addition of speed feedback signs on both eastbound and westbound travel
lanes of Rush Street. These signs will help remind drivers of their speeds and
display a flashing yellow light when drivers are driving above the speed limit
(Attachment 3).
• The repainting/addition of street markings including crosswalks, painted bulb-
outs on Rush Street and a drop-off/pick-up zone on the north side of Rush Street,
adjacent to Rice Elementary School. The bulb outs will help to give a narrowing
appearance on the road and slow cars down. The designated drop off zone will
be available for motorists on school days before and after school times.
• The addition of in-pavement road warning lights at the school crossing along
Rush Street, adjacent to Rice Elementary School. These lights will be activated
by a sensor and will display flashing lights when persons cross the street at this
location (Attachment 4).
• The repair/addition of curb ramps with truncated domes and miscellaneous
sidewalk repairs in compliance with Americans with Disabilities Act (ADA)
guidelines.
• The removal of two magnolia trees adjacent to eastbound travel lanes on Rush
Street approximately 150 feet east of San Gabriel Blvd. and adjacent to the
crosswalk at Rush and Angelus. The tree removals are necessary to help
increase sight visibility of traffic signs for vehicles and oncoming cars for
pedestrians using the crosswalk.
• The planting of approximately 20 magnolia trees along the north side of Rush
Street in vacant tree well locations.
The engineer's estimate for this project is $87,500.

ENVIRONMENTAL REVIEW
The project is categorically exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15304 (a) of the CEQA Implementing Guidelines. This
exemption covers projects involving minor alterations of land that do not have a
significant effect on the environment.

CONSIDERATION OF TRAFFIC CALMING ENHANCEMENTS
SUMMARY
In December 2007, the City received a petition from local residents to evaluate traffic
conditions at Rush Street and Angelus Avenue, adjacent to Rice Elementary School.
This issue was reviewed by the Traffic Commission and then forwarded to the City
Council for review and further direction. On February 12, 2008, the City Council
directed staff to improve traffic markings in the area and have an independent
engineering company conduct a new traffic study at the location.
Since that time, staff has made traffic marking improvements and worked with Kimley-
Horn and Associates (KHA) to conduct a new traffic study for this area. Traffic and
pedestrian counts were taken in May 2008 and an overview of the data is included for
review (Attachment 1). After traffic counts were taken, KHA worked with City staff and
the Traffic Commission to review existing conditions and evaluate potential traffic
calming enhancements for the area. After evaluating options at its October 2008
meeting, the Commission developed a recommendation to forward to the City Council
for consideration.
Staff Recommendation
Staff recommends that the City Council review the Traffic Commission's
recommendation and direct staff to implement traffic calming enhancements.
DISCUSSION
Background
At its February 12, 2008 meeting the City Council reviewed a report related to traffic
safety concerns at Rush Street and Angelus Avenue, adjacent to Rice Elementary
School. Since the most recent study of the area had been conducted in May 2007, the
Council asked that staff hire an independent engineering firm to conduct a new study for
the area. In May 2008, Kimley-Horn and Associates (KHA) took new traffic and

pedestrian counts for the area. These new counts do not meet California Manual for
Uniform Traffic Control Devices warrants for the installation of a traffic signal. However,
KHA worked with City staff to develop traffic calming options at the location for the
Traffic Commission's consideration.
On June 26, 2008, the Traffic Commission reviewed a presentation related to the
conditions along Rush Street. The presentation (Attachment 2) included the following:
• An overview of the background related to the concerns in the area
• An explanation of traffic signal warrants and an explanation of criteria used to
evaluate them
• Traffic and pedestrian counts taken in May 2008
• Potential traffic calming measures that could be used at the location
,After reviewing this presentation, the Traffic Commission provided staff with comments
and further direction related to traffic calming options. Some options included installing
bulb-outs near the intersection of Rush Street and Angelus Avenue, trimming existing
landscaping on medians, in-pavement lighting, and adding red curbing.
Recommendations
Using comments and ideas from the Traffic Commission, KHA and staff worked to
develop 3 conceptual plans (Attachment 3) for further consideration. These 3 concept
plans, ranging from $10,000 to $100,000, were presented to the Traffic Commission on
October 2, 2008. A brief summary is included below for review:
Concept Plan 1 -Estimated Cost: $10,000
• Extend red curb along southern side of Rush, just west of Delta Avenue
• Paint a high visibility crosswalk at Rush Street and Angelus Avenue
• Replace existing landscaping with low-growth plant material
• Add speed feedback signs heading westbound and eastbound on Rush Street

After reviewing the presentation on October 2"d, the Traffic Commission voted
unanimously to recommend to the City Council that the proposed Level 2 improvements
be made along Rush Street; that staff continue monitoring traffic conditions; that staff
work with Garvey School District officials regarding the installation of a drop-off/pick-up
zone; and that plant materials be trimmed to improve visibility along the entire stretch of
Rush Street.
The implementation of the level 2 concept plan will allow staff to evaluate the
effectiveness of improvements and "ramp up" the improvements to higher levels if
necessary. After installation, staff will continue to monitor this location and provide the
Traffic Commission and City Council with updates on traffic concerns at this location.
Public Outreach
Staff sent notification card mailers regarding this issue to households within a 500 foot
radius of the location, individuals that signed the initial petition in December 2007, the
Garvey Unified School District, and other affected parties. These notification cards
were sent prior to the June 26th and October 2nd Traffic Commission meetings.
FINANCIAL REVIEW
Funding for this project is not provided in the engineering division's fiscal year 2007-08
budget. Should the City Council decide to move forward with traffic calming measures,
additional funds will need to be appropriated to complete this project. Additional funding
sources may be available through state grant funds or funds held by the City through
Wal-Mart condition of approval #41.
LEGAL REVIEW
This staff report has been reviewed and approved by the City Attorney. The City
Attorney has also included a letter informing referencing issues related to "design
immunity" standards and potential liability related to installing unnecessary traffic control
devices.

K. CaIPERS Waiver of 960-Hour Rule for Don Anderson
Public Employee Retirement Law prohibits a retired annuitant from working more
than 960 hours in a fiscal year unless a resolution is adopted in accordance with
Government Code Section 21224(h). Don Anderson, a retired CalPERS annuitant
has been working for the City for approximately two years and is close to his hour
limit for the current fiscal year. Staff is currently working on a permanent plan for
his position, and will be ready to move forward by July 1, 2009.

Parks, Facilities, and Public Right-of-Way Landscape Maintenance Services
The City of Rosemead currently uses outside contractual services to perform
landscape maintenance at its parks, facilities, roadway medians, and parkways.
Services performed by contract landscape maintenance crews; include turf
mowing, turf edging, blowing, turf aeration, weed eradication ,,;;pesfcontrol, and
general cleanup. These services are critical to ensure that the City's public
landscaped areas are maintained contract with Mariposaffiorticultural Enterprises

Housing Element in accordance with State Law, The State of California requires

4. MATTERS FROM CITY MANAGER & STAFF
A. ""N'Quar"terly Interim Financial Update
Historically it has been a common practice with many jurisdictions to provide
governing bodies with financial statement information only once or twice per year.
As new audit standards require greater financial awareness on-the part of
governing bodies, the issuance of unaudited interim summary financial repots
provides a means of communicating that information, Additionally, before the new
audit standards were issued, the city management work plan included issuing
quarterly financial reports so the City Council and the public would have increased
City financial familiarity.

It is with the team's work plans and new audit requirements in mind that the first
quarter FY 2008-09 Quarterly Interim Financial Update report is being issued. The
report is unaudited and does not include the extensive accounting accruals and
adjustments that are included in audited financial statements. However, the report
provides a summarized look at the City's finances for the first quarter of FY 2008-
09 and is expected to be valuable for assessing the City's overall financial
condition.
Recommendation: That the City Council receive and file the Quarterly Interim
Financial Update report.

B. Award of Contract - Parks, Recreation, and Generali acilities Master Plan

At its regular meeting on October 14, 2008, CityYCouncil approved the issuance of
a Request for Proposals for a Parks, Recreation, and General'`];-acilities Master
Plan.'
The completed Master Plan will include an,.'inventory and assessment of all
existing facilities & programs, and will also include recommendations for
renovation, expansion, and irt?pfoement to m`ef~community needs over the next
15 years. It will include extensive~communlty input in planning for the future,

goals & strategies for the enhanceme4!6f facilities and programs, including an

MIG, Inc. was ranked the highest. They submitted the most comprehensive
proposal that met the City's timelines and project requirements. They have
completed Master Plans for 120 cities of varying size and demographics.
References were checked and their performance was deemed better than
satisfactory, Their proposal was also the most cost effective.
MIG's estimate for the Master Plan slightly exceeds the City's budgeted amount of
$100,000 for this activity. Further, it is prudent to include a contingency in the
event additional services are requested (extra surveys or interviews, GIS mapping,
asset management plan, etc.). Therefore, an additional allocation of $15,000 is
needed to cover fees in excess of the budgeted amount, which includes a
contingency of approximately 14%.
Recommendation: That the City Council award the contra ct to MIG, Inc., and
authorize the City Manager and the City Clerk to exe""cute the'&tract. Further,
staff recommends that City Council authorize Budget Resolul:6 2008-82 to
transfer $15,000 from the undesignated Genera Fund balance to~cover remaining

City ofiXosemead parks, pools, and sports facilities are in very great demand by
q<g reside.'- community organizations; Youth sports groups, "travel" clubs/teams,
schools, non-residents, and City of Rosemead youth and adult sports programs.
Those facilities include Rosemead Park and Pool, Garvey Park and Pool, and the
,,,;Jess Gonzalez Sports Complex. The City of Rosemead has not reviewed the
policies or fees governing these facilities since 1993.
Current fees and policies do not distinguish between non-profit, resident, and non-
residents users. While supervision and maintenance associated with these uses
costs the City approximately $70,000 annually, we recover less than $15,000 in
revenues. Thus, the City funds a significant portion of all uses. A survey of
surrounding cities indicates that existing fees are much lower than those of other
cities.

(Consolidated) submitted a letter requesting *aJrate increase for 2009. The

For 2009, the Los Angeles County Sanitation District (SANS District) will be
increasing fees at Puente Hills landfill by 15.09%. Also for 2009, the SANS District
will be reducing costs at the Commerce Refuse to Energy Facility by 6.56%. In
reviewing Consolidated's request letter, the tonnage/disposal fee portion of the
City's increase is calculated as if all of the City's residential waste is taken to the
landfill. Staff estimates that approximately 75% of the City's residential waste is
taken to the landfill as trash while the remaining 25% is recycled. Staff is working
to verify disposal records from 2007-08 to ensure that the rate increase.is based
on actual disposal and recycling reports.

In addition to details regarding the proposed rate increase, Consolidated also
forwarded a copy of the Rosemead City Council Agenda from November 14, 2006.
That agenda indicates that the City Council granted the City Manager the authority
to implement any annual rate increase without holding a public hearing provided
that the rate increase does not exceed the formula in the Consolidated contract
agreement.
For reference, staff went back and pulled the minutes for the meeting where the
action was taken, and it does appear that the City Council granted the City
Manager such authority. This means that unless there is any objection from the
City Council, staff will move forward with verifying the increases and once
approved, authorize the rate increase proposed by Consolidated.

E. Traffic Study at Rush Street and Angetus,Avenue and Consideration of
Traffic Calming Enhancements
In December 2007, the City received a petition' from local residents to evaluate
traffic conditions at Rush Street and Angelus Avenue' adjacent to Rice Elementary
School. This issue was reviewedby.the Traffic Gdmmission and then forwarded to
the City Council for review and further`dirrection. On February 12, 2008, the City
Council directed staff to improveaflkc markings in the area and have an
independentrerigifieering company conduct a new traffic study at the location.
Since, t6l,-,time, staff has made traffic marking improvements and worked with
Kimley-FiorntandAsociates (K HA) to conduct a new traffic study for this area.
Traffic and pe'destrian`counts were taken in May 2008 and an overview of the data
included forsreview. After traffic counts were taken, KHA worked with City staff
and the TraU;..Comrnission to review existing conditions and evaluate potential
traffic calming,enhancements for the area. After evaluating options at its October
£ X 2008 meeting, the Commission developed a recommendation to forward to the
City Council for consideration.

in the Granicus system as explained at the Noveinber'18m Community
