CC - Item 8D - Lunar New Year Event ProposalROSEMEAD CITY COUNCIL
STAFF REPORT
TO: THE HONORABLE MAYOR AND CITY COUNCIL
FROM: JEFFRY ALLRED, CITY MANAGER
DATE: OCTOBER 27, 2009
SUBJECT: LUNAR NEW YEAR EVENT PROPOSAL
SUMMARY
At its regular meeting on August 25, City Council requested that staff research and
propose a Lunar New Year event. Staff has contacted potential vendors and sponsors,
met with a regional promoter of similar events and representatives from two local
Chambers of Commerce. As a result, staff is proposing that the City partner with EDI
Media, Inc. for an event to be held at Rosemead Park in January 2010.
Staff Recommendation
Staff is seeking City Council direction regarding the development and implementation of
a Lunar New Year event.
ANALYSIS
As City Council is aware, staff has been working to develop a Lunar New Year event
designed to help families prepare to celebrate this culturally significant event. As a
number of local events are largely developed by event promoters, staff met with EDI
Media, Inc. EDI hosts an annual event in the Walnut-Diamond Bar area which includes
70 vendors, food booths, and entertainment.
EDI has expressed a willingness to partner with the City in hosting our event which
would include vendor booths (food, services, and merchandise), live entertainment, and
children's attractions. The event would be held on January 23 or 30 (in the event of rain)
at Rosemead Park. To. determine the level of local interest in such an event, staff
contacted 35 local businesses and organizations to survey their interest in an event.
Two-thirds of the businesses expressed a willingness to participate or a desire for
further information.
Given their expertise, EDI would be primarily responsible for organizing 75 vendors and
contracting for specialized entertainment. They would also coordinate all promotional
efforts through their own media outlets. EDI representatives estimate events costs at
approximately $45,000. These costs would be shared equally by the City and EDI.

FISCAL IMPACT
As no funds have been budgeted for a Lunar New Year event, it will be necessary to
transfer funds from the Community Organization program budget with additional funds
from personnel savings being used to cover the balance of the $22,500 in expenditures.
Doing so, however, means that no funds from the undesignated balance of the General
Fund will be required for the event.
