MINUTES OF THE REGULAR MEETING CITY OF ROSEMEAD
ROSEMEAD CITY COUNCIL DATE
APRIL 27, 1993 BY
The Regular Meeting of the Rosemead City Council was called to
order by Mayor Bruesch at 8:01 p.m. in the Council Chambers of City
Hall, 8838 E. Valley Boulevard, Rosemead, California.
The Pledge to the Flag was led by Mayor Pro Tem Vasquez.
The Invocation was delivered by City Treasurer Foutz.
ROLL CALL OF OFFICERS:
Present: Councilmembers Clark, McDonald, Taylor, Mayor Pro Tem
Vasquez, and Mayor Bruesch
Absent: None
APPROVAL OF MINUTES: APRIL 13, 1993 - REGULAR MEETING
MOTION BY COUNCILMAN MCDONALD, SECOND BY COUNCILMAN TAYLOR that
the Minutes of the Regular Meeting of April 13, 1993, be approved as
submitted. Vote resulted:

The Mayor declared said motion duly carried and so ordered.
PRESENTATIONS:
The Council presented a proclamation naming the week of May 2-8,
1993, as "HIRE A VETERAN WEEK"_ to Mr. David Asevedro, representing the
State of California.
A plaque was presented by the Council to Enid Joffe, Area Manager,
Southern California Edison company, on the occasion of her promotion.
I. ORAL COMMUNICATIONS FROM THE AUDIENCE
A. Dolly Leong, 9554 Ralph Street, reported kids throwing rocks
from the railroad overpass on Rosemead Boulevard onto cars below, one
of which hit her son's windshield and stated that her son had been
given an unwarranted parking ticket and Mayor Bruesch referred Mrs.
Leong to the courts for adjudication.
B. Juan Nunez, 2702 Del Mar Avenue, stated that newspapers placed
outside the newspaper recycling container were not picked up.

A. RESOLUTION NO. 93-23 - CLAIMS & DEMANDS
The following resolution was presented to the Council for
adoption:

Mayor Bruesch requested information on how much per month graffiti
removal is costing the City.
B. ORDINANCE NO. 730 - PROHIBITING VIDEOTAPING AT POLLING
PLACES - ADOPT
The following ordinance was presented to the Council for adoption:

This item was deferred at staff's request.
CC-E APPROVAL OF AGREEMENT WITH SAN GABRIEL SCHOOL DISTRICT FOR
SUMMER YOUTH LUNCH PROGRAM
Councilman Taylor requested this item be deferred to the next
regular meeting and staff was directed to contact the E1 Monte School

VI. STATUS REPORTS
A. APPROVAL OF AGREEMENT BETWEEN CHARMING KTV AND CITY OF
ROSEMEAD
City Attorney Kress presented an update and noted that the
agreement should be ready for presentation to Council at the next
regular meeting.
VII. MATTERS FROM OFFICIALS
A. ROSEMEAD FAMILY RECOGNITION DAY
Mayor Bruesch requested that Council prepare a resolution declaring
1993 as the "YEAR OF THE FAMILY" in Rosemead.
Councilman Taylor requested a list of all the organizations that
would be invited to participate.
B. MAYOR'S COMMITTEE APPOINTMENTS FOR 1993-94
This was added as an urgency item to the Agenda.
MOTION BY COUNCILMAN TAYLOR, SECOND BY MAYOR PRO TEM VASQUEZ that
the Council approve the Mayor's Committee Appointments. Vote resulted:

C. COUNCILMEMBER CLARK
1. Asked about the school warning signs for item CC-H and
staff responded that the signs will be included.
2. Requested that notification in the next newsletter
regarding various home repairs that need permits, show the price of the
permits.
Lino Nardini complained that the City had made him stop work and
get a permit for repairs he was making on his roof when he did not know
that he needed one for re-roofing his house and objected to the method
of figuring the valuation of the work being done. Mr. Nardini also
resented having to install smoke detectors which were required because
that is regulated by the dollar amount of the repairs being made.
Michelle Fetherolf, Senior Construction Permit Specialist,
responded that if any work is done on a home and a building permit is
required, if those repairs total more than $1,000 then smoke detectors
must be added to each sleeping room and adjacent hallways.
Juan Nunez, 2702 Del Mar Avenue, did not agree that a permit should
be required to re-roof a house.
D. MAYOR BRUESCH
1. Noted that students who are suspended or expelled from
school are not required to stay at home and asked staff to draft a
letter to Rosemead's legislator requesting that such a law be
developed.
2. Reported that he had received five form letters from
residents on Earle Avenue whose homes border on Zapopan Park have
requested that the fence height be increased and asked staff to meet
with these residents.

E. MAYOR PRO TEM VASQUEZ
1. Asked that the meeting be adjourned in honor and respect of
Cesar Chavez.
VIII. ORAL COMMUNICATIONS FROM THE AUDIENCE - None
There being no further action to be taken at this time, the meeting
was adjourned at 8:47 p.m. in memory of Cesar Chavez. The next regular
meeting is scheduled for May 11, 1993.
