SPECIAL CITY COUNCIL MEETING
September 29, 2009
The special meeting of the Rosemead City Council was called to order by Mayor Clark at 6:10 p.m. in the
Garvey Community Center located at 9108 Garvey Boulevard, Rosemead, California.

1. PUBLIC COMMENT

Mayor Pro Tem`T~aylor clarified'to Ms. Sacco that Mr. Nunez meant moderate income housing, not low
income housing, which is what i6el classified as in the plan.
Gilbert Ramirez inquired about the relocation ordinance.
City Manager Allred replied that legal counsel is reviewing the ordinance and will bring it to the city council
on or about October.
Francisco Mata expressed concerned that it has been difficult for him to relocate. Mr. Mata asked where
he can find affordable housing; and when an ordinance was going to be in place to protect people who are
being displaced.

2. STRATEGIC PLANNING WORKSHOP
The City Council will indentify and discuss perceptions of Rosemead's strengths, weaknesses,
opportunities, and threats (SWOT). This process will lead towards the development of long-
term organizational strategies, as well as specific goals and action plans for city departments.
City Manager Allred explained what the workshop discussion would consist of and how and
what Council might want to do. Mr. Allred explained that there will be a SWOT analysis activity,
in which Council can determine the strengths, weaknesses, opportunities and threats of the
City. As a result, a vision should be development for the next ten years and hoping that the
SWOT analysis will create a platform to translate into strategies,of goals for each department
and tactics.
Christine Harper, president of Brand Endeavor, explained to Coiuncil,and staff the activity they were going
to do, to come u with ideas and opinions for a vision platform for th&cit 's small town theme. Ms. Harper
asked Council and staff to each identify the strengths, weakness, threats and opportunities of the city. She
organized the ideas presented and summarized the results, which will help identify key elements in creating
a vision for the City of Rosemead. \ Y

perception of the City of Rosemead. City Manager Allred concluded the activity by reiterating some ideas
discussed and at a future meeting staff will bring in draft form the ideas or action plan for more feedback
and direction from the City Council and Commissioners.

The meeting adjourned at 8:06 p.m. The next regular City Council meeting is scheduled to take place on
October 13, 2009 at 7:00 p.m.
