DEPUTY PUBLIC WORKS DIRECTOR DATE: DECEMBER 3, 2009 SUBJECT: REQUEST TO REVIEW TRAFFIC CONDITIONS AT KLINGERMAN STREET AND DELTA AVENUE SUMMARY City staff received the attached letter from Sam and May Yu, in the 8300 block of Klingerman Street at Delta Avenue. Mr. and Mrs. Yu have expressed concerns that vehicles in this area drive too fast around the turn at this location, causing unsafe conditions for nearby residents and park patrons at the Jess Gonzalez Sports Complex. Mr. and Mrs. Yu have asked the Traffic Commission to look at modifications that will reduce vehicle speeds and improve vehicle and pedestrian safety for their neighborhood. Staff would also like to analyze potential traffic calming enhancements to help improve traffic safety. Prior to fully analyzing this location, staff would like further input from the Traffic Commission as to possible enhancements that could help increase safety in this area. If directed to move forward, staff will present a more thorough analysis to the Commission at its next meeting. Staff Recommendation Staff recommends that the Traffic Commission provide input on existing traffic conditions and potential enhancements for the area adjacent to the Jess Gonzalez Sports Complex at Klingerman Street and Delta Avenue. They are related to public works and are listed as below: The 8300' block on Klingerman is a 2 ways traffic street and with a road curve in connecting to 2400' Angelus Ave. The activity of the block is quite busy with pedestrians during the day. Most of them are seniors and students who pass the block for their schooling and walking exercises on a daily routine. The block is surrounded by three schools on proximally '/z a block away; Rice Elementary, Sanchez Elementary and Roger W. Temple Intermediate school, addition there is an Angelus Senior Housing Apartment and a baseball field-Jesse Gonzalez Spot Complex, where young competitors play their weekly baseball games. When the student's family members and friends attend the student's games, it makes Klingerman St. crowded with more pedestrians. However, Klingerman Street has less traffic and a curved road on the area, where becomes a favorite place for people car racing. Some vehicles and motorcycles drivers increase their speed when they're crossing the curve for fun, which have caused distractions and extreme noise during the night time. It also becomes very unsafe for the residents who live in the neighborhood; especially, the children and seniors. Two years ago, I was a witness of an accident which occurred in which a senior was hit by a vehicle on the block. I did mention the traffic situation to the police officers, but the situation has not gotten any better. 2. The street sign on the 8300th block of Klingerman St. and Delta Ave., currently reads 8400', causing our mail to be returned to the sender for unknown address by the US Postal Service (please see the attachment #2).
