SUBJECT: WALNUT GROVE BEAUTIFICATION AND TRAFFIC CONGESTION
IMPROVEMENTS
SUMMARY
As part of the City's Fiscal Year 2009-10 Capital Improvement Program, the City
Council approved a project to improve Walnut Grove Avenue Median. The project
includes complete landscape makeover, which includes a new irrigation system, river
rocks installation, new landscape and the expansion of the left-turn pocket at Walnut
Grove Avenue and Ramona Boulevard to help improve traffic circulation.
Staff Recommendation
Staff recommends that the Community Development Commission:
Approve the plans and specifications for the above listed project.
Authorize staff to advertise this project and solicit bids to complete the
improvement project.
DISCUSSION
Background
This area is subject to traffic congestion and delays for vehicles accessing the Interstate
10 freeway, Ramona Boulevard and Hellman Avenue. Motorist must routinely wait 2 to
3 traffic light cycles before turning onto these streets. Further, asphalt concrete (AC)
median has deteriorated and major improvements are badly needed.
The proposed project includes the addition of landscape on the median including river
rocks, palms and others. The extension of the left-turn pocket on Ramona Boulevard
will help to improve traffic circulation and avoid delays to residents.

If this contract is awarded by the City Council, staff will work to complete this project
according to the following schedule:
December 8th - Authorization to Proceed
Approval of Design, Specifications and Authorization to Solicit Bids for Walnut Grove
Beautification and Traffic Congestion Improvements.
December 31St, January 7th & 17th - Advertisement
Advertisement of Project in Local Publications/Trade Journals.
January 20th - Bid Opening
Public Bid Opening for Project.
January 26th - City Council Awards Contract
March 15th - April 15th - Tentative Construction Schedule
April 20th - Tentative Project Completion
April 30th - Tentative Notice of Completion by City Engineer
FINANCIAL REVIEW
Funding for this project was included in the City's Fiscal Year 2009-2010 Capital
Improvement Program Budget. The engineer's estimate for the project is $85,000.00
ENVIRONMENTAL REVIEW
The project is categorically exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15304 (a) of the CEQA Implementing Guidelines. This
exemption covers projects involving minor alterations of land that do not have a
significant effect on the environment.
