A RESOLUTION OF THE CITY OF ROSEMEAD, CALIFORNIA ADDING CITIZENS'
OPTION FOR PUBLIC SAFETY (COPS) GRANT ESTIMATED REVENUE OF
$100,000 TO THE CITY'S FY 2009-10 OPERATING BUDGET
WHEREAS, Government Code Section 30061(b)(3) requires county
auditor/controllers to allocate COPS grant revenue of at least $100,000 to local
jurisdictions; and
WHEREAS, at the time the City prepared its annual budget the State had not
adopted a budget or in any other way appropriated funds for the COPS grant ; and
WHEREAS, the City chose not to include estimated COPS grant revenue in its
budget due to uncertainty about the State's ability to appropriate funds for COPS grants in
FY 2009-10; and
WHEREAS subsequent to passing the City's budget the State passed its own
budget that included appropriations for the COPS grant program.
NOW THEREFORE, account number 4300-3772-P32201 (Public Safety - COPS
Grant - FY 2009-10 COPS Grant) is to be increased to $100,000 in the City's Operating
Budget for Fiscal Year 2009-10 with the funds allocated towards motorcycle patrol and
special event overtime costs.
The additional estimated revenue is made a part of the approved FY 2009-10 budget as
though it were a part of the initial approved budget fully set forth.

SUBJECT: CITIZENS' OPTION FOR PUBLIC SAFETY (COPS) GRANT FUNDING
FOR FY 2009-10
SUMMARY
Assembly Bill 1913 (Schiff-Cardenas Crime Prevention Act) was signed into law in
2000. This bill provides State funding for various law enforcement programs including
COPS funding for front line law enforcement. The COPS program requires each
agency's chief law enforcement officer to present, at a public hearing, a
recommendation for uses of the COPS grant revenue for the fiscal year.
Staff Recommendation
Staff recommends that the City Council approve the attached resolution No. 2009-69
increasing the COPS Grant estimated revenue by $100,000.
ANALYSIS
Pursuant to current law (Government Code Sections 30061 and 30063), the State
Controller is required to allocate COPS funds to each county that has established a
Supplemental Law Enforcement Services Fund (SLESF). Los Angeles County has
established a SLESF. Government Code Section 30061(b)(3) provides that, "the
County Auditor-Controller shall allocate a grant of at least one hundred thousand dollars
($100,000) to each local law enforcement jurisdiction." The COPS population based
allocation formula sets the City's allocation at the minimum, one hundred thousand
dollars ($100,000). Appropriations of $100,000 for a motorcycle officer and special
event overtime were included in the City's initial FY 2009-10 budget but, pending final
State approval of COPS funding, no revenue source was identified in the City's budget.
With State funding of the COPS program approved in its budget it is now necessary to
amend the City's budget to reflect the revenue estimate. The recommended use of the
COPS Grant funds is to offset costs for motorcycle officer patrol and special event
overtime.
