CC - 11-10-92• MINUTES OF THE REGULAR MEETING ROSEMEAD CITY COUNCIL NOVEMBER 10, 1992 APPROVED CITY OF ROSEMEAD DATE By The Regular Meeting of the Rosemead City Council was called to order by Mayor Clark at 8:02 p.m. in the Council Chambers of City Hall, 8838 E. Valley Boulevard, Rosemead, California. The Pledge to the Flag was led by Councilman McDonald. The Invocation was delivered by Reverend Leonard Masted, retired Lutheran pastor. ROLL CALL OF OFFICERS: Present: Councilmen McDonald, Taylor, Vasquez, Mayor Pro Tem Bruesch, and Mayor Clark Absent: None APPROVAL OF MINUTES: OCTOBER 13, 1992 - REGULAR MEETING MOTION BY COUNCILMAN TAYLOR, SECOND BY COUNCILMAN VASQUEZ that the Minutes of the Regular Meeting of October 13, 1992, be approved as submitted. Vote resulted: Yes: Bruesch, Taylor, Clark, Vasquez, McDonald No: None Absent: None Abstain: None The Mayor declared said motion duly carried and so ordered. PRESENTATIONS: The Mayor presented a proclamation to former Planning Commissioner Howard Mattern in recognition of his more than 12 years of service on the Planning Commission. The Mayor also presented a trophy to "Coach Tripepi" in recognition of Rosemead staff having defeated Temple Station Sheriff's Deputies in the recent Red Ribbon Basketball game. Councilman McDonald recognized and congratulated Frank G. Tripepi on the occasion of his having served for 20 years as City Manager of the City of Rosemead. I. ORAL COMMUNICATIONS FROM THE AUDIENCE A. Juan Nunez, 2702 Del Mar Avenue, presented a list of persons having had illegal yard sales over the past several months. Staff was directed to investigate the addresses, begin strict enforcement of the yard sale ordinance and return an item on the next agenda showing any citations that may have been issued. II. PUBLIC HEARINGS An explanation of the procedures for the conduct of public hearings was presented by the City Attorney. A. A PUBLIC HEARING TO CONSIDER A REQUEST FROM MIGUEL MARDUENO TO CHANGE THE UNDERLYING ZONING DESIGNATION FROM C-3 (MEDIUM COMMERCIAL) AND P (PARKING) TO C-31) (MEDIUM COMMERCIAL WITH DESIGN OVERLAY) FOR THE PROPERTY LOCATED AT 8208, 10, 12, 16, AND 22 GARVEY AVENUE, ROSEMEAD (ZC 92-190) The Mayor opened the public hearing. .Art Yanez, representing the applicant Miguel Mardueno, offered to answer any questions and asked for approval of this application. There being no one else wishing to speak, the public hearing was closed. CC 11-10-92 Page #1 0 0 Mayor Pro Tem Bruesch inquired as to the feasibility of adding slats to the fence so as to buffer the parking use from the residential use to the immediate,south. Staff assured him that that would be taken care of during the design phase. The following ordinance was presented to the Council for introduction: ORDINANCE NO. 711 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD APPROVING A CHANGE OF ZONE FROM C-3 AND P TO C-3D FOR PROPERTY LOCATED AT 8208, 10, 12, 16, AND 22 GARVEY AVENUE MOTION BY COUNCILMAN McDONALD, SECOND BY COUNCILMAN TAYLOR that ordinance No. 711 be introduced on its first reading and that reading in full be waived. RESOLUTION NO. 92-48 - CLAIMS & DEMANDS The following resolution was presented to the Council for adoption: RESOLUTION NO. 92-48 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $215,240.44 NUMBERED 4068 THROUGH 4218 MOTION BY COUNCILMAN McDONALD, SECOND BY MAYOR PRO TEM BRUESCH that Resolution No. 92-48 be adopted. RESOLUTION NO. 92-49 - CONSENTING TO ESTABLISHMENT OF THE PORTION OF SAN GABRIEL BOULEVARD FROM ROUTE 10 TO TOWN CENTER DRIVE WITHIN THE CITY OF ROSEMEAD AS A PART OF THE SYSTEM OF HIGHWAYS OF THE COUNTY OF LOS ANGELES The following resolution was presented to the Council for adoption: RESOLUTION NO. 92-49 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD CONSENTING TO ESTABLISHMENT OF THE PORTION OF SAN GABRIEL BOULEVARD FROM DUARTE ROAD TO'TOWN CENTER DRIVE WITHIN SAID CITY AS A PART OF THE SYSTEM OF HIGHWAYS OF THE COUNTY OF LOS ANGELES MOTION BY COUNCILMAN TAYLOR, SECOND BY MAYOR PRO TEM BRUESCH that Resolution No. 92-49 be adopted. RESOLUTION NO. 92-51 - SUPPORTING THE EXTENSION OF THE 710 FREEWAY The following resolution was presented to the Council for adoption: RESOLUTION NO. 92-51 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD SUPPORTING THE COMPLETION OF THE LONG BEACH FREEWAY ALONG THE MERIDIAN VARIATION ROUTES MOTION BY COUNCILMAN McDONALD, SECOND BY COUNCILMAN VASQUEZ that Resolution No. 92-51 be adopted. Mayor Pro Tem Bruesch expressed approval of this project, adding that 15% to 20% of the traffic on Valley Boulevard through the City of Rosemead is caused by spillover from drivers exiting the freeway in Alhambra. IV. CC-E RECEIVE BIDS AND AWARD CONTRACT FOR A DEFERRED LOAN AT 3527 LINDA LEE AVENUE Councilman Taylor stated he intended to vote no because of the funding. MOTION BY COUNCILMAN McDONALD, SECOND BY MAYOR PRO TEM BRUESCH that all bids be received and filed by the City Clerk; that the Council accept the bids and award the contract to Superior Construction, low bidder, in the amount of $19,395.00; authorize staff to enter into a contract with the owner and contractor; and reject all other bids. Vote resulted: Yes: Bruesch, Clark, Vasquez, McDonald No: Taylor Absent: None Abstain: None The Mayor declared said motion duly carried and so ordered. Councilman Taylor stated that he was not voting against the applicant but against the method of funding. CC-G ENGINEERING PROPOSAL, APPROVAL OF PLANS AND SPECIFICATIONS, AND AUTHORIZATION TO SEER BIDS FOR MODIFICATION OF TRAFFIC SIGNAL AT WALNUT GROVE AVENUE AND MARSHALL STREET Mayor Pro Tem Bruesch verified that the crosswalks would be painted yellow. MOTION BY MAYOR PRO TEM BRUESCH, SECOND BY COUNCILMAN TAYLOR that the Council approve the engineering proposal; direct staff to begin preparation of the necessary plans and specifications for the subject traffic signal; and authorize the City Clerk to advertise for bids. TRAFFIC CONTROLS - RAMONA BOULEVARD BETWEEN BURTON AND WALNUT GROVE AVENUES There being no objection, this project was postponed pending a meeting with the local residents to receive their input. B. COUNCILMAN VASQUEZ 1. Reminded everyone of the COPS, Community Oriented Policing, meeting scheduled for November 17, 1992, in the Community Center at 7:00 p.m. C. MAYOR PRO TEM BRUESCH 1. Was concerned that the Del Mar Library was being closed and asked that staff continue to explore alternatives. Mayor Clark asked if the Shopper Shuttle routes could be modified to include trips from the Del Mar Library area to the Rosemead Library. VIII.
