The Regular Meeting of the Rosemead City Council was called to
order by Mayor Imperial at 8:05 p.m. in the Council Chambers of City
Hall, 8838 E. Valley Boulevard, Rosemead, California.
The Pledge to the Flag was led by Councilman McDonald.
The Invocation was delivered by Councilman Taylor.
ROLL CALL OF OFFICERS:
Present: Councilmen Bruesch, McDonald, Taylor, Mayor Pro Tem
Clark, and Mayor Imperial
Absent: None
PRESENTATIONS TO OUTGOING MAYOR
Outgoing Mayor Imperial received recognition for his past years of
service to the City of Rosemead from the following:
Rachel Ortiz, representing Senator Calderon; Bob Ogert,
representing Assemblywoman Sally Tanner; Enid Joffe representing
Southern California Edison; Ray Gibbs representing West San Gabriel
Valley Consortium; Roberta Trujillo representing Family Counseling of
West San Gabriel Valley; Captain Robert Mirabella, representing the
Los Angeles County Sheriff's Department; Chief McCann representing the
Los Angeles County Fire Department; Bonnie Culbertson representing the
Rosemead Chamber of Commerce;, and the members of Rosemead City
Council.
I. GENERAL MUNICIPAL ELECTION MATTERS
A. RESOLUTION NO. 92-21 - RECITING THE FACT OF THE MUNICIPAL
ELECTION OF APRIL 14, 1992, AND DECLARING THE RESULTS
The following resolution was presented to the Council for
adoption:
RESOLUTION NO. 92-21
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD,
CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL
ELECTION HELD ON APRIL 14, 1992, DECLARING THE RESULT AND
SUCH OTHER MATTERS AS PROVIDED BY LAW
The results for the four candidates were entered into the record
as follows:
Jay Imperial 1595
Joe Vasquez 1626
Robert Bruesch 1846
Margaret Clark 2115
MOTION BY COUNCILMAN McDONALD, SECOND BY COUNCILMAN TAYLOR that
Resolution No. 92-21 be adopted. Vote resulted:
Yes: Bruesch, Taylor, Imperial, Clark, McDonald
No: None
Absent: None
Abstain: None
The Mayor declared said motion duly carried and so ordered.
B. ADMINISTRATION OF THE OATH OF OFFICE AND ISSUANCE OF
CERTIFICATES OF ELECTION
The City Clerk administered the Oath of office to Margaret Clark,
Robert Bruesch, and Joe Vasquez and presented them with their
Certificates of Election. Councilman Vasquez then took his seat on
the dais and all candidates expressed their appreciation.

C. CITY COUNCIL REORGANIZATION
1. SELECTION OF MAYOR
Frank G. Tripepi, City Manager, opened nominations for the
office of Mayor for the City of Rosemead.
Councilman McDonald placed the name of Mayor Pro Tem Margaret
Clark in nomination for Mayor. The nominations were closed and a
unanimous vote was cast for Margaret Clark as Mayor.
2. SELECTION OF MAYOR PRO TEN
Mayor Clark opened nominations for Mayor Pro Tem.
Councilman McDonald placed the name of Robert Bruesch in
nomination for Mayor Mayor Pro Tem. The nominations were closed and a
unanimous ballot was cast for Robert Bruesch as Mayor Pro Tem.
II. ORAL COMMUNICATIONS
A. Jim Miller, 3413 N. Chariette Avenue, asked about video
taping that had been done at one of the precincts.
Councilman Taylor requested a memo regarding this incident.
NOTE: Mr. Taylor requested that the following memo from the City
Clerk be incorporated into the Minutes:

DATE: APRIL 22, 1992
RE: VIDEO TAPING AT ELECTION PRECINCT
On the morning of April 14, 1992, I received a phone call from Jim
Miller reporting that when he had gone to vote at Zapopan Center, a
person was there with a video camera and microphone. Mr. Miller asked
if this was legal and d told him that I would investigate. Mr. Miller
added that he had voted anyway.
I called the Inspector at the Zapopan Center precinct and was told
that the man had taken his equipment and left. He did not give his
name and said that he was a freelance operator. I told the Inspector
that if he should return that he be told that he could not interfere
with the voters.
I called Paul Marshall with Martin & Chapman & Co., our election
consultant, and Paul said that he had not encountered this particular
situation, that it sounded similar to poll watching and suggested that
I call the County for their opinion. The law basically says that
voters may not be interfered with while voting and if this voter had
felt intimidated, he should have asked the workers to have the man
step back. (I only learned yesterday, when Mr. Miller called me
again, that the camera and microphone were unattended. I suggested
that they could have unplugged it but no one felt it necessary.)
I then spoke with Margaret Miller, Elections Administrator for LA
County Registrar of Voters, and was told that the County had not
encountered such a situation, either.
I did not hear of this person being at any other precincts; however,
he was in City Hall on Election night, filming the entire procedure.
It should be noted that the only complaint came from Mr.' Miller and
the precinct workers did not feel it necessary to report it to me.

Gonzales.
1. Asked that the meeting be adjourned in memory of Antonio
B. COUNCILMAN TAYLOR
1. Congratulated Mayor Clark, Mayor Pro Tem Bruesch and
Councilman Vasquez on their recent election.
C. COUNCILMAN MCDONALD
1. Thanked those in the audience for their participation in
the recent election process.
D. COUNCILMAN VASQUEZ
1. Expressed his appreciation and stated he was looking
forward to learning the ropes at City Hall.
E. FRANK G. TRIPEPI, CITY MANAGER
1. Congratulated all the candidates and the elected
councilmembers.
F. MAYOR CLARK
1. Expressed her appreciation to her supporters and thanked
the members of her family for their support.
There being no further action to be taken at this time, the
meeting was adjourned at 8:37 p.m. in memory of Antonio Gonzales.
