Valley Boulevard, Rosemead, California. The Pledge to the Flag was led by Councilman Bruesch. The Invocation was delivered by Mayor pro tem Clark. ROLL CALL OF OFFICERS: Present: Councilmen Bruesch, McDonald, Taylor, Mayor Pro Tem Clark, and Mayor Imperial Absent: None APPROVAL OF MINUTES: FEBRUARY 25, 1992 - REGULAR MEETING MOTION BY COUNCILMAN BRUESCH, SECOND BY COUNCILMAN McDONALD that the Minutes of the Regular Meeting of February 25, 1992, be approved as submitted. Vote resulted: Yes: Bruesch, Taylor, Imperial, Clark, McDonald No: None Absent: None Abstain: None The Mayor declared said motion duly carried and so ordered. PRESENTATIONS: A Resolution was presented by the City Council recognizing March 1992, as Community Service Month for the Asian-American Task Force of Kiwanis International. A second Resolution was presented by the City Council honoring the Girl Scouts, Mt. Wilson Vista Council's 25th Anniversary and Girl Scouts' 80th Birthday, March 12, 1992, and Girl Scout Week, March 8-14, 1992. The City Council presented a Proclamation honoring Sheriff's Deputy Mark McKague as the City of Rosemead's "Deputy of the Year." City plaques were presented to the following Sheriff's Deputies in recognition of their outstanding service to the residents of Rosemead: Sergeant Dan Edginton, Deputy Dennis Miller, Deputy John Stilgenbauer, Deputy Manny Valenzuela, Deputy Terrie Lee, Deputy Pat Ray, and Deputy Eric Lindblom. The following item was taken out of order in deference to those in the audience. VII. MATTERS FROM OFFICIALS A. REQUEST FOR FUNDING FROM ROSEMEAD YOUTH ASSOCIATION (RYA) VERBATIM DIALOGUE FOLLOWS: AUDIENCE: Mr. Mayor, Council. We're a youth diversion type baseball league, type program. We took over in September and we took over a deficit and a balance that was behind us from a prior Board because of inflation. The uniforms have gone up, trophies have gone up, insurance has gone up. Everything in general has gone up and we've done real well but we're trying not to put the burden so much on the community and that's why we're here tonight. I think Mr. Hildegard has something. CC 3-10-92 Page #1 • i HILDEGARD: Basically what we'd like is to get some additional help from the City Council. Basically you know we're in a time of recession right now and a lot of parents can't afford to keep their kids in these organizations much longer and if we could get your help HILDEGARD CONTINUES: we'd like to take some of that burden off these parents. IMPERIAL: How many children have you got that this would affect? HILDEGARD: We're talking about 400-500 children. AUDIENCE: Mostly Rosemead residents. We can pay for this now or pay for it later when they're bigger and the trouble's in the court and I know as a fact that youth sports do work. IMPERIAL: Well, I'll leave this open to comment from the Council but I think you are guys are doing a great job and I would myself be proud to help you. McDONALD: Mr. Mayor. I don't think there's any question that the Rosemead Youth Association has done a tremendous job over the years. I don't know how soon you need this money. I see that it's on the agenda for this evening but it was just put on this agenda last weekend. We're only 60 days away from our budget process that we go through and everybody kind of throws in a packet and there were some organizations this year that we did not fund because of the shorting of the sales tax and everything we had last year and everybody knows me that sits on this Council I'm one of the more socialistic individuals on this Council and I'd like to fund absolutely everything and I don't think there would be a problem if it got into the budget period and we saw how money we got but at this point I've talked to the Finance Department earlier this week and we're 3/4 million dollars down in the revenues that we expected this year so we're really going to have to look closely at what we're budgeting for next year in anticipation maybe that we're going to be still in a recession. It would be my recommendation that we defer it for 60 days to the point where we get into the budget process. I know you'll get some money but I don't know if we have that much to give to all the organizations that we normally fund during the year. AUDIENCE: We understand.that. I think we're here to ask for any help that's available, if it's today or next month. We do need some help. I don't like turning the kids away. We've had donut sales, we've had many little sales, you name it whatever it is to pay for this kid. AUDIENCE: You were asking how soon we need the funds. Currently on our purchases review we have $7,000 balance with Chick's we could pay with this year's funds. Right now they let us because we paid that off, they gave us a little bit of time, this bill is due April 10th and after that we start getting charged interest. Chick's is a sporting goods store we bought our equipment at so we do have fund raisers planned and we are planning to get it going. We've already paid them $7,000 and we're right about $11,000 still due and we haven't finished purchasing the necessary equipment and we have a few more articles and uniforms that we need and you have to keep the registration down low enough so that everyone can afford it. BRUESCH: Mr. Mayor. Not only do I see the importance of youth organizations, I have first-hand knowledge of what happens when one fails. Just recently the soccer program in two of our schools did not come back because of lack of funds. Five of those kids are now gang "wanabees" and marking up the school walls. Those are the kids that should be involved but aren't because of lack of funds. We spend hundreds of thousands of dollars a year to cleanup the messes that these kids put on walls. It seems to me we can find the means to do a little preventive medecine and keep these kids off the streets. CC 3-10-92 Page #2 ~ i TAYLOR: Mr. Mayor. Forty years of serving the community and if you remember two years ago when some of the organizations started to ask for monies from the City I was basically opposed to it at that time and the reason being, I stated that the organizations when they were operating on their own, they had and I'm not making a direct criticism to any of you as individuals, times are a little rougher but I gave them not that I gave them but the credit, the integrity of the organizations, the character of the people could participate more. The parents were involved with it. My children played RYA for four or five years. I had five of my children play on the baseball teams but I was opposed to it in the sense because I wanted the groups to keep that ingegrity, that self respect and I'm not saying don't get me wrong in any way, it's times are harder as far as it's amazing how hard things are on people but at this time last year I believe we funded either six or eight additional groups to the tune of $200,000 and I said at that time when it goes through that there'll be no discrimination against any youth group in this City. If they're going to give it to some they're going to give it to all. And I'm going to make the motion that we fund this money for them tonight. ORAL COMMUNICATIONS FROM THE AUDIENCE A. Frank Delia, Temple City Boulevard, spoke in protest of the environmental fee being collected from the motor vehicle registration fees. B. Juan Nunez, 2702 Del Mar Avenue, asked if any deal had been made by the City to keep Freeway Nissan. II. PUBLIC HEARINGS - None III.LEGISLATIVE A. ORDINANCE NO. 699 - REQUESTING THE USE OF MOTOR VEHICLE REGISTRATION FEES TO FUND PROGRAMS TO REDUCE AIR POLLUTION - ADOPT The following ordinance was presented to the Council for adoption: ORDINANCE NO. 699 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD REQUESTING THE USE OF MOTOR VEHICLE REGISTRATION FEES TO FUND PROGRAMS TO REDUCE AIR POLLUTION FROM VEHICULAR SOURCES, ESTABLISHING AN AIR QUALITY IMPROVEMENT TRUST FUND, AND RESTRICTING THE USE OF MONIES DEPOSITED INTO SAID FUND MOTION BY COUNCILMAN McDONALD, SECOND BY MAYOR pro tem CLARK that Ordinance No. 699 be adopted. CC-B APPROVAL OF SPECIFICATIONS AND AUTHORIZATION TO SEER BIDS FOR THE 43rd HANDYMAN BID PACKAGE Robert Angles, 9147 Valley Boulevard, was concerned that these properties were not inspected for termites. Mark Fullerton, CDBG Coordinator, stated that the inspection was conducted prior to the property being qualified for this program. MOTION BY COUNCILMAN BRUESCH, SECOND BY COUNCILMAN TAYLOR that City Council approve the specifications and authorize the solicitation of bids. CC-D STATING OPPOSITION TO AB 2067 (Floyd) REGARDING PUBLIC SAFETY OFFICERS Juan Nunez, 2702 Del Mar Avenue, requested information on this item and was provided with a copy of the Staff Report. MOTION BY COUNCILMAN BRUESCH, SECOND BY COUNCILMAN McDONALD that the City Council oppose AB 2067 (Floyd) and authorize the Mayor to forward the appropriate correspondence. CC-G EXTENSION OF MAINTENANCE WITH DAVE SYSTEMS FOR BUS SHELTER Juan Nunez, 2702 Del Mar Avenue, was concerned that there was insufficient lighting for the bus shelters. Councilman Taylor asked for a report regarding the condition of each shelter. MOTION BY COUNCILMAN TAYLOR, SECOND BY COUNCILMAN BRUESCH that the Council approve a one-year extension of the Bus Shelter Maintenance Agreement at the current rates.
