CC - 12-17-91 - Adjourned MeetingAPPROVED CITY OF ROSEMEAD MINUTES OF AN ADJOURNED MEETING DAT ROSEMEAD CITY COUNCIL RY DECEMBER 17, 1991 An Adjourned Meeting of the Rosemead City Council was called to order by Mayor Imperial at 7:03 p.m. in the Council Chambers of City Hall, 8838 E. Valley Boulevard, Rosemead, California. The Pledge to the Flag was led by Mayor pro tem Clark. The Invocation was delivered by Councilman Bruesch. ROLL CALL OF OFFICERS: Present: Councilman Bruesch, Imperial Absent: Councilmen McDonald Mayor Pro Tem Clark, and Mayor and Taylor - Excused 1. CONSIDERATION OF ADDITIONAL TRAFFIC CONTROL DEVICES AND WARNING SYSTEMS AT THE INTERSECTION OF WELLS STREET AND WALNUT GROVE AVENUE MOTION BY MAYOR PRO TEM CLARK, SECOND BY COUNCILMAN BRUESCH that the Council approve the engineering proposal; appropriate the necessary funds from unappropriated reserves to install a traffic signal on Walnut Grove Avenue at Wells Street/Edmond Drive; direct staff to begin the preparation of the necessary plans and specifications for the subject traffic signal and to perform the crossing guard study and speed zone survey; and to direct staff to begin ordering the traffic signal poles, cabinet, and controller. Vote resulted: Yes: Bruesch, No: None Absent: Taylor, Abstain: None Imperial, Clark McDonald The Mayor declared said motion duly carried and so ordered. The following persons were among those in the audience who addressed the Council: Willis Smith, 4035 1/2 Walnut Grove Avenue, noted that the green light is not long enough for handicapped persons to cross the street; Delores Weideman, 8504 Turpin Street, asked the crosswalk to be painted with white fluorescent paint (Note: State Code requires that school crosswalks must be painted yellow); Vidal Palacios reported on the condition of his brother; James Moran, 8735 Faircrest, thanked the Council for its prompt action; Robert Crockett, 9503 Ralph Street, thanked the Council and wanted to be sure that the project would go through; Carl Guido, 8636 Edmond Drive, was concerned that traffic would increase on Edmond Drive and asked if the speed limit could be reduced on Walnut Grove Avenue; Katy Regalado asked how many tickets had been issued in the area; and Judy Crockett asked if a portable signal could be used until the signal is installed. MOTION BY COUNCILMAN BRUESCH, SECOND BY MAYOR PRO TEM CLARK that the Council approve the use of a temporary four-way flasher. Vote resulted: Yes: Bruesch, No: None Absent: Taylor, Abstain: None Imperial, Clark McDonald The Mayor declared said motion duly carried and so ordered. Holly Knapp, 8367 E. Whitmore Drive, asked the Traffic Engineer to explain how traffic signals work. Ed Klein, Traffic Engineer, gave a brief presentation on how traffic signals operate. There being no further action to be taken at this time, the meeting was adjourned at 7:45 p.m. The next regular meeting, scheduled for December 24, 1991, will be cancelled due to lack of a quorum.
