MAY 21, 1991
The Adjourned Meeting of the Rosemead City Council was called to
order by Mayor Imperial at 5:45 p.m. at the Rosemead Sheraton Hotel,
888 Montebello Boulevard, Rosemead, California.
The Pledge to the Flag was led by Councilman Bruesch.
The Invocation was delivered by Mayor Pro Tem. Clark.
ROLL CALL OF OFFICERS:

Absent: Councilmen McDonald, Taylor - Excused
1. DINNER MEETING WITH RIO HONDO COURT JUDGES TO DISCUSS GRAFFITI
Other persons present were Judge Richard Van Dusen, Lt. Jack
Miller of Temple Station, Commissioner to Rio Hondo Court Jose
Rodriguez, City Attorney Robert Kress, City Prosecutor Sandra Petit,
Commissioner Lawson, Judge Frank Gately, Judge Gordon McNulty, City
Manager Frank Tripepi, and Assistant City Manager Donald Wagner.
Mayor Imperial stated this meeting had been requested to discuss
Rosemead's graffiti problem including increasing the amount of the
reward to $1500 for those providing information that would lead to the
arrest and conviction of graffiti offenders.
It was noted that only one case had qualified for the current
reward of $500 to this point.
Suggestions for dealing with the graffiti problem included
assignment of a superior court judge to Rio Hondo; hearing graffiti
cases in the evenings to allow witnesses to be able to testify; use of
the City Prosecutor in graffiti cases; cities working together to
control the sale and storage of spray paint; implementation of
anti-graffiti programs; use of convicted offenders to cleanup
graffiti; graffiti-out cleanup days; development of effective graffiti
prevention programs; use of surveillance cameras in problem areas; and
development of educational programs in the elementary schools.

Hall, 8838 E. Valley Boulevard, Rosemead, California.

A. Juan Nunez, 2702 Del Mar Avenue, reported that a scavenger
bill is before the legislature; that the hand rail at the library has
been repaired and that a water line had been broken on the Garvey
Avenue project.
