CC - 10-20-09 - Special• 0 Minutes of the SPECIAL CITY COUNCIL MEETING October 20, 2009 The special meeting of the Rosemead City Council was called to order by Mayor Clark at 5:05 p.m. in the Garvey Community Center located at 9108 Garvey Boulevard, Rosemead, California. ROLL CALL OF OFFICERS PRESENT: Mayor Clark, Mayor Pro Tern Taylor, Council Members Armenta, Low, and Ly OFFICERS ABSENT: None OFFICIALS PRESENT: City Manager Allred, Assistant City Manager Hawkesworth, Community Development Director Saeki, Director of Finance Brisco, Director of Parks and Recreation Montgomery- Scott, Public Affairs Manager Flores, Deputy Public Works Director Marcarello, and City Clerk Molleda. PUBLIC COMMENT None 2. STRATEGIC PLANNING WORKSHOP Building on the analysis of Rosemead's strengths, weaknesses, opportunities, and threats (SWOT) identified at the September 29" Strategic Planning Workshop, the City Council will discuss its vision for 2020 as well as key organizational goals, strategies, and action plans for 2010 and 2011. City Manager Allred announced that this was the third and final strategic workshop and introduced Christine Harper, president of Brand Endeavor. He reiterated that they will be working on build the analysis of Rosemead's strengths, weaknesses, opportunities and threats which were identified at the last meeting on September 29, 2009. Mr. Allred stated that Council and staff will discuss the vision for 2020, as well as, key organizational goals and action plans for 2010 and 2011 towards making this vision a reality. Christine Harper - explained that the goal for the final workshop was to converse about the draft document that was created during the previous meeting. Along with staff, Ms. Harper explained that they were going to revises the draft SWOT analysis and make changes as needed. First she started with the statement that would describe Rosemead in the year 2020, "Rosemead will be recognized as a welcoming and thriving small town community. Rosemead residents from different cultural backgrounds will unite in diversity and will get to know their neighbors through family oriented amenities and programs. The community will have an attractive appearance and attain its sustainability that will set the city apart from surrounding communities". Rosemead City Council Special Meeting Minutes of October 20, 2009 Page I of 3 • 0 City Manager Allred stated that the statement is consistent with what was heard from the survey conducted. Ms. Harper added that the amenities will include the following: • Attractive landscape and hardscape public areas; • Update and maintain public facilities; • Comprehensive recreational, community, and cultural arts programs; • A well balance mix of local and regional and national businesses, restaurants, and hotels; • And array of housing options; • Convenient modes of transportation; • A low crime rate and a general feeling of safety; • Partnership with local schools to support high quality education; • An attractive downtown area; • Well maintained residential properties with dwellings that are consistent with the community/neighborhood Mayor Pro Tern Taylor expressed a concern with point number two, "update and maintain public facilities" stating he noticed a few things that needed to be cleaned up at Garvey Park. Mr. Taylor asked about getting all the gum cleaned up off the sidewalk in front of the Gym; however, the graffiti was taken off the wall. Deputy Public Works Director Marcarello stated he would.make sure the gum was clean off the floor. Ms. Harper also stated three organization goals for the city to focus on: Beautify community infrastructure and improve public facilities Enhanced public safety and quality of life Ensure the city's financial viability with balance budgets and prudent reserves Council along with staff discussed ideas that would describe and envision the City of Rosemead for 2020. Ms. Harper with Council and staff discuss the strategies that would be pursued for the next two years. Strategies mentioned include enhance public right-of-way with attractive and environmental landscape; encourage and promote private investment to improve property aesthetics; reinstate the power of eminent domain for commercial properties in the redevelopment project area No. 1; develop additional neighborhood parks; implement of parks, recreation and general facilities master plan; preserve historical, cultural, and natural resources; develop a downtown for Rosemead; improve public perception of Rosemead; increase community involvement in public safety programs; increase city's level of emergency preparedness; support and advocate state legislation to prevent state take a ways; monitor revenues and expenditures; review and evaluate potential new revenue sources; and increase revenues to the general fund from sales tax and transient occupancy tax. Rosemead City Council Special Meeting Minutes of October 20, 2009 Page 2 of 3 Ms. Harper stated that as the plan gets finalized, everyone will be in the same page as to what the goals are for the next two years and for everyone to commit to. The next step would include presenting the plan to the City of Rosemead commissions and committees and give them an opportunity to give feedback and input on the plan. Ms. Harper stated that after presenting at the joint meeting, the plan may be ready to be approved by the end of the year. 3.
