SUBJECT: JOY OF KUNG FU EVENT SPONSORSHIP AND FUNDING REQUEST
SUMMARY
Representatives from Joy of Kung Fu, a regional martial arts organization that promotes
general wellness, are requesting City sponsorship of a community-wide Fitness
Awareness Day on August 7, 2010 to be held at the Rosemead Community Recreation
Center. Additionally, they are requesting City Council authorization of event funding in
the amount of $4,000 to help offset event costs.
Staff Recommendation
Staff is seeking City Council direction regarding the request of Joy of Kung Fu for
sponsorship of Fitness Awareness Day 2010 and funding in the amount of $4,000.
ANALYSIS
Staff was approached by representatives of Joy of Kung Fu in December regarding their
desire to partner with the City in the development and operation of an event to
encourage health and general wellness through demonstrations, seminars, health
screenings, and vendors. The event would involve healthcare and fitness practitioners,
City class instructors, the Red Cross and similar agencies. Staff has met with
representatives several times to further discuss the event proposal and to confirm
facility availability on Saturday, August 7, 2010. The proposed event would use the
whole of the Center and adjoining grounds to conduct planned activities. Joy of Kung Fu
estimates that the event would cost $10,900, in addition to donated in-kind services, for
publicity, event t-shirts and give-aways, raffle prizes, entertainment and demonstrations,
and miscellaneous supplies. They have indicated that member groups can raise $6,900
in funding and will seek a variety of in-kind assistance to offset event costs.
As indicated on the attached letter, Joy of Kung Fu is specifically requesting that the
City of Rosemead:
Provide a portion of event funding in the amount of $4,000
Use of the Rosemead Community Center and staff for the event
Assistance with event promotion (including an article in Rosemead Resources,

authorization to hang banners across Valley Boulevard and Garvey Avenue, and
distribution of flyers through City facilities and programs)
In addition to direct funding, costs incurred as a result of the request would include the

The current community organization funding policy limits funding requests to non-profit
organizations or public schools based in Rosemead using funds for a "unique or
emergency situation." Joy of Kung Fu is not incorporated. However, their funding
request comes as part of a request for event co-sponsorship in the creation of a
community-wide event and funds would be used specifically for event operations.
PUBLIC NOTICE PROCESS
This item has been noticed through the regular agenda notification process.
FISCAL IMPACT
No funds have been budgeted for a Fitness Awareness Day event in the current fiscal
year; however, sufficient funds are available in the current community organization
funding budget. Alternately, as the event is not scheduled until August, funding could be
included as part of the Fiscal Year 2010-11 budget.

Honorable Mayor Clark and Members of the City Council:
Joy of Kung Fu is an organization comprised of a number of local martial arts groups.
We encourage fitness and well being through healthy activities. We have operated a class out of
the Rosemead Center for many years. Each year, we host a gathering of member groups during
which we offer demonstrations and other activities to encourage general wellness.
In 2010, we would like to expand our efforts and partner with the City of Rosemead to
host Fitness Awareness Day on August 7, 201'0, 1:00 p.m. to 5:00 p.m. The purpose of the event
is to increase awareness about issues of health and physical exercise as keys to healthy living and
to have a variety of vendors provide health intbrmation to the general public. The event will
include class demonstrations, lifestyle seminars, health screenings, entertainment and more.
We estimate that the event will cost approximately $10,900 in addition to in-kind services from a
variety of sponsors. Costs will include extensive publicity (printing of flyers, posters, and
banners and purchase of newspaper ads), event t-shirts and participant give-aways, door prizes,
entertainment and demonstrations, printing of an event booklet, and supplies (balloons and
helium, tablecloths, signage, and office supplies). We are seeking a number of sponsors, but
would like the City of Rosemead to be an event partner.
Among our member groups, we are confident that we can raise $6,900. In order to run this
activity as planned, we humbly request the following assistance from the City:
• Event funding in the amount of $4,000 to offset the balance of projected expenditures
• Use of the Rosemead Center and its staff for the event
• Authorization to hang banners on Valley and Garvey and to promote the event at City
facilities and in the Rosemead Resources
• Assistance from Public Affairs in promoting the event
