TC - 04-02-09Minutes of the Regular ROSEMEAD TRAFFIC COMMISSION MEETING April 2, 2009 The Regular meeting of the Rosemead Traffic Commission was called to order by Chairperson Knapp at 7:00 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California. FLAG SALUTE: Commissioner Deary s INVOCATION: Commissioner Lewin ROLL CALL OF OFFICIALS PRESENT: Commissioner Deary, Commissioner Lewin, Commission Russell, Chairperson Knapp, and Vice Chairman Masuda. OFFICIALS ABSENT: None OFFICICALS PRESENT: Deputy Public Works Director Marcarello and Traffic Engineer Deputy Itagaki. 1. APPROVAL OF MINUTES February 12, 2009- Regular Meeting Commissioners reviewed minor corrections to the February 12, 2009 meeting minutes. After discussing corrections, Commissioner Deary made a motion, seconded by Commissioner Lewin, to approve the minutes of the February 12, 2009 Traffic Commission Meeting. Vote resulted in: Yes: Deary, Lewin, Russell, Knapp, Masuda No: None Abstain: None Absent: None 2. PUBLIC COMMENTS FROM THE AUDIENCE Eddie Ochoa - addressed the Traffic Commission regarding faded red curbing in front of his property at 2409 Walnut Grove. Since this is a maintenance issue, staff took Mr. Ochoa's contact information and agreed to meet on site to address the situation. Susan Lara - addressed the Traffic Commission regarding parking issues along Isabel as it relates to the proposed request to add red curbing near 7701 Hellman Avenue. Sheryl Blum - addressed the Traffic Commission regarding parking concerns along Earle adjacent to the California Mission Inn. Staff indicated that outreach is being planned with the California Mission Inn and this item would be discussed at an upcoming Traffic Commission meeting. Staff also agreed to meet with Ms. Blum next week to discuss this issue further. Rosemead Traffic Commission Meeting Minutes of April 2, 2009 Page 1 of 3 Victor Ruiz - addressed the Traffic Commission regarding faded red curbing and "No Stopping" signs along Temple City Blvd. Since these are maintenance issues, staff will address these issues and report back a status update to the Traffic Commission at its next meeting. Mr. Ruiz also asked the Traffic Commission to look into truck travel along Temple City Blvd. as well as the turning movement at Walnut Grove and Mission Drive. 3. OLD BUSINESS A. REQUEST TO ADD RED CURBING AT THE 7701 BLOCK OF HELLMAN AVENUE Staff reviewed the staff report and recommendation to add red curbing at the indicated location Commissioner Lewin discussed multi-day parking on some City streets and discussed the possibility of developing restrictions for long-term parking at a later date. He also visited the location and agreed that the addition of red curbing is warranted to improve visibility for exiting vehicles. He further commented that red curbing might also be warranted for other driveways on that stretch and expressed reservation about putting red curbing on that particular one for setting precedence. Commissioner Russell indicated that she had visited the site and had concerns with vehicles being able to safely exit the complex onto Hellman Avenue. Chair Knapp agreed with the need to add red curbing but asked if it would be possible to reduce the amount of red curbing at this location. Staff responded that it was within the Commission's discretion to reduce the amount of red curbing if it sees ft. Commissioner Deary indicated that he disagrees with adding red curbing at this location and made a motion to deny the staff recommendation. Vice-Chair Masuda indicated that he would like to see traffic accident data for Hellman Avenue prior to making a final decision. With that, Vice Chairman Masuda made a substitute motion to wait 1 month and review traffic accident history at the location prior to finalizing a decision. Commissioner Russell seconded the substitute motion. Vote resulted in: Yes: Deary, Lewin, Russell, Knapp, Masuda No: None Abstain: None Absent: None 4. Staff Reports Staff reviewed the monthly status update memo on pending traffic projects and recent Traffic Commission actions. Rosemead Traffic Commission Meeting Minutes of April 2, 2009 Page 2 of 3 Commissioner Russell discussed the past study at Rush and Angelus and asked if a flashing beacon could be added at a later time. Vice-Chair Masuda replied that yes, the decision approved by the Commission and the City Council was to make non-permanent improvements at the location, evaluate their effectiveness, and ramp up improvements further if warranted. Staff indicated that Assistant City Manager Brian Saeki had recently met with Wal Mart officials and that an agreement had been reached that would allow the City to complete these improvements using funds on deposit with the City. Plans and specifications for the improvements will be completed this spring and the work is scheduled to be completed in late June. 5. COMMISSION REPORTS Commissioner Lewin asked that staff provide a copy of the City's Engineering and Traffic Survey as it relates to speed limits in Rosemead. Commissioner Knapp asked that the appointment of a new Chair and Vice-Chair be added to the agenda at the Commission's next meeting. 6. ADJOURNMENT The meeting adjourned at 9:05 p.m. The next Traffic Commission meeting is scheduled for June 4, 2009at 7:00p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838 East Valley Boulevard.
