ROSEMEAD TRAFFIC COMMISSION MEETING
May 7, 2009
The Regular meeting of the Rosemead Traffic Commission was called to order by Chairperson
Knapp at 7:10 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California.

Knapp, and Vice Chairman Masuda.

1. APPROVAL OF MINUTES April 2, 2009- Regular Meeting
Commissioners reviewed minor corrections to the April 2, 2009 meeting minutes.
After discussing corrections, Commissioner Lewin made a motion, seconded by Vice-Chair
Masuda, to approve the minutes of the April 2, 2009 Traffic Commission Meeting. Vote
resulted in:
Yes: Lewin, Russell, Knapp, Masuda
No: None
Abstain: None
Absent: Deary
2. PUBLIC COMMENTS FROM THE AUDIENCE
None
3. OLD BUSINESS
A. REQUEST TO ADD RED CURBING AT THE 7701 BLOCK OF HELLMAN AVENUE
Staff reviewed the staff report and recommendation to add red curbing at the indicated location.
Susan Lara, 3344 N. Isabel, discussed concerns with adding red curbing at this location and
potential parking impacts to her neighborhood. She also mentioned that vehicles will often park in
locations that limit visibility for passing traffic. Staff will forward these concerns to the Public Safety
Department for review.
Vice-Chair Masuda commented that adding red curbing at this location may set a precedent for
other residences on Hellman. Currently there is no red curbing along the street and it is heavily
parked. He also added that the accident history for the street does not support the claim that there
are significant traffic safety issues.
Commissioner Russell and Chairperson Knapp agreed with Mr. Masuda's comments and
expressed opposition related to adding red curbing at the location.
Commissioner Lewin discussed the possibility of adding restricted parking at the location. He
further discussed the need to increase speed enforcement on Hellman Avenue at peak travel times
and parking enforcement in the neighborhood.
Vice-Chair Masuda made a motion to increase speed and traffic enforcement and not
recommend red curbing at this location. Chairperson Knapp seconded the motion. Vote
resulted in:

A. EARLE AVENUEICALIFORNIA MISSION INN PARKING CONCERNS
Staff reviewed the staff report and recommendation to continue outreach with California Mission
Inn staff and residents on Earle Avenue.
Sheryl Blum, 4824 Earle Avenue, expressed her concerns with California Mission staff and visitors
parking along Earle Avenue.
Staff discussed the parking exemption that was provided to the California Mission Inn to reduce the
minimum number of parking spaces required at the site. The parking exemption was granted in
1960 and remains in effect to this date.
CC DeGraf, California Mission Inn Executive Director, addressed the Commission regarding
parking concerns and her desire to help with any parking issues. She mentioned that she meets
monthly with her staff and that she would encourage them to park along Delta Avenue.
Pete Hernandez, 4828 Earle Avenue, indicated that the parking issues were related to the
paramedic companies and not the California Mission Inn employees. He expressed concerns
regarding starting a resident parking permit program.
Commissioner Lewin discussed the possibility of having Mission Inn employees register their
vehicles with their employer and require that they only park in certain areas. He said this could be
seen as a neighborly gesture to residents on Earle Avenue.
Vice-Chair Masuda asked how many total parking spaces are on site. Ms. DeGraf estimated that
there are currently 30 spaces.
Commissioner Russell mentioned the possibility of adding nose-in or angled parking along Earle
Avenue.
Chairperson Knapp agreed that nose-in parking may be a good option for this area.
Commissioner Lewin discussed the possibility of changing Earle Avenue and Delta Avenue to one-
way streets.
Staff indicated that they will look into both options and present findings to the Commission at a later
date.
Commissioner Lewin made a motion to initiate outreach with the California Mission Inn,
analyze traffic improvements along Earle Avenue, and present recommendations to the
Traffic Commission at a future meeting. Commissioner Russell seconded the motion. Vote
resulted in:

4. Staff Reports
Staff reviewed the monthly status update memo on pending traffic projects and recent Traffic
Commission actions.
5. COMMISSION REPORTS
Commissioner Russell asked staff to look into an easement off of Charlotte, adjacent the Southern
California Edison (SCE) transmission corridor. She reported that several trucks pass through this
easement, sometimes very early in the morning. She asked staff to talk to SCE and determine
whether San Gabriel Blvd. can be used to access the transmission corridor.
Chairperson Knapp discussed an upcoming canned food drive for People for People.
Commissioner Lewin asked staff to look into the mirror finish traffic signals and signal timing
concerns at the Rio Hondo/Mission/Valley intersection.
6. ADJOURNMENT
The meeting adjourned at 9:05 p.m. The next Traffic Commission meeting is scheduled for June 4,
2009 at 7:00p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838 East
Valley Boulevard.
