ROSEMEAD TRAFFIC COMMISSION MEETING
July 2, 2009
The Regular meeting of the Rosemead Traffic Commission was called to order by Vice Chairman
Masuda at 7:03 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California.
FLAG SALUTE: Commissioner Russell
INVOCATION: Vice Chairman Masuda
OATH OF OFFICE: Newly Appointed Commissioners: Jean Hall, Brian Lewin, Joanne Russell.
REORGANIZATION: Commissioner Lewin motioned, seconded by Commissioner Russell, to
appoint Howard Masuda as Chairman. Commissioner Russell motioned, seconded by
Commissioner Lewin, to appoint Joanne Russell as Vice Chairwoman.
ROLL CALL OF OFFICIALS PRESENT: Chairman Masuda, Vice Chairwoman Russell,
Commissioner Deary, Commissioner Lewin, Commissioner Hall.
OFFICIALS ABSENT: None
OFFICIALS PRESENT: Deputy Public Works Director Marcarello
1. APPROVAL OF MINUTES May 7, 2009 -Regular Meeting
Commissioners Lewin asked that the minutes show that he had amended the motion on
item 3A, to increase law enforcement; he also asked for typographical errors to be
corrected.
Chairman Masuda asked for typographical errors to be corrected.
After discussing corrections, Vice Chairwoman Russell made a motion, seconded by
Commissioner Lewin, to approve the minutes of the May 7, 2009 Traffic Commission
Meeting. Vote resulted in:
Yes: Lewin, Russell, Knapp, Masuda, Deary
No: None
Abstain: None
Absent: None
2. PUBLIC COMMENTS FROM THE AUDIENCE
Steven Ly, 3040 Rosemead Place, welcomed new Commissioners and thanked Holly Knapp for all
the years served on the Traffic Commission.
Holly Knapp, congratulated new Commissioners and wished them well in the future.
Sandra Armenta, 9428 Olney Street, welcomed and congratulated commissioners and thanked
Holly Knapp for her service to the City.
Holly Knapp, introduced her daughter.
3. NEW BUSINESS
Recognition of outgoing Traffic Commissioner Holly Knapp. Commissioners presented Holly
Knapp with a certificate and took a picture with her.
4. STAFF REPORTS
Staff handed out a roster with the Traffic Commissioners contact information. Staff also gave the
Commissioners a briefing on what items to look forward to in the next couple of months.
- Earle Avenue/ California Mission Inn Parking
- Policy on routine traffic items
- Jackson/Garvey Avenue traffic issues around the school
- Del Mar Avenue traffic issues
Staff also gave the Traffic Commission a briefing of the projects to look forward to in the fiscal year
2009-2010.
5. COMMISSION REPORTS
Commissioner Lewin, in regards to the Traffic Calming Measures would like to see 9400-9600
block of Steele Street to be added on to the packet; for the meanwhile he would like to see more
occasional enforcement. Commissioner Lewin also requested into putting up a protective
permissive sign at the intersection of Mission/Valley/Rio Hondo.
Vice Chairwoman Russell wanted a follow up on the status on Southern California Edison using
San Gabriel Blvd for access instead of Charlotte Street. Staff has checked with Southern
California Edison and will call for a follow up. She also pointed out that the Monterey Park Water
District and the nursery, also use Charlotte Street instead of using San Gabriel Blvd and she would
also like staff to look into that.
Commissioner Deary would like some Traffic Commission report forms for the commissioners.
Chairman Masuda welcomed new commissioners and recognized Holly Knapp and thanked her for
all the years of service she gave to the City.
6. ADJOURNMENT
The meeting adjourned at 7:38 p.m. The next Traffic Commission meeting is scheduled for August
6, 2009 at 7:00p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838
East Valley Boulevard.
