ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION STAFF REPORT TO: THE HONORABLE CHAIRMAN AND COMMISSION MEMBERS FROM: JEFF ALLRED, EXECUTIVE DIRECTOR DATE: FEBRUARY 9, 2010. U SUBJECT: WALNUT GROVE AVENUE BEAUTIFICATION AND TRAFFIC - CONGESTION IMPROVEMENTS- AWARD OF CONTRACT SUMMARY As part of the City's Fiscal Year 2009-10 Capital Improvement Program, the City Council approved a project to improve the Walnut Grove Avenue medians and traffic congestion enhancements. The project includes a complete landscape makeover, including the installation of a new irrigation system, river rock, and new landscape. In addition, street improvements will be made to expand the existing left-turn pocket at Walnut Grove Avenue and Ramona Boulevard (heading southbound) to reduce traffic congestion. This project is in conformance with the City's Strategic Plan Goal 1: "Beautify community infrastructure and improve public facilities" and Strategy 1: "Enhance public right-of-way with attractive and environmentally sensitive landscaping and hardscaping". The project also conforms to Goal 2: "Enhance public safety and quality of life" and Strategy 8: "Take proactive measures to prevent crime, promote safety, and improve perceptions of Rosemead". Staff Recommendation Staff recommends the following: 1. Authorize the City Manager to enter into a contract with the lowest responsible bidder, Kasa Construction, for the construction of the Walnut Grove Beautification and Traffic Congestion Improvements Project in the amount of $113,952.00 2. Establish an amount of $17,100.00 (15%) for contingencies to cover the cost of any unforeseen conditions. APPROVED FOR CITY COUNCIL AGENDA: `TIEM NO. City Council Meeting February 9, 2010. Pace 2 of 4 DISCUSSION Background On October 13, 2009, the Community Development Commission adopted Resolution Nos. 2009-32 and 2009-55, approving the use of Community Development Commission funds for beautification projects along Ramona Boulevard and Interstate 10 freeway entry points at Rosemead Boulevard, Walnut Grove Avenue, San Gabriel Boulevard, and Del Mar Avenue. The Walnut Grove Beautification/Traffic Congestion Improvement Project was advertised to the public and bids have been received. This project location is subject to traffic congestion for vehicles accessing the Interstate 10 freeway, from Ramona Boulevard and Hellman Avenue. Motorists often wait 2 to 3 traffic light cycles before turning onto these streets. Further, the asphalt concrete (AC) median island has deteriorated and major improvements are needed. The proposed project includes the addition of landscaping on the median island including the placement of river rocks, palms and other landscape features. The extension of the left-turn pocket on Ramona Boulevard will help to improve traffic circulation and minimize delays to motorists. Irwindale, CA $148,925.00 6 Sully Miller Construction Anaheim, CA $187,845.00 7 Excel Pavement Long Beach, CA $204,959.00 'Bid Withdrawn Aramexx Construction requested to withdraw its bid due to an estimated error in accordance with State Public Contracts Code Chapter 5103. Staff reviewed Aramexx's request and after consultation with the city attorney, allowed Aramexx Construction to withdraw its bid. With this withdrawal, the next lowest responsible bidder is Kasa Construction as shown in the table above. Kasa Construction is a newly formed California Corporation and as such, does not have an established Dunn and Bradstreet number and history. In order to ensure the successful completion of this project, a performance bond for the full contract amount will be required prior to work starting. City Council Meeting February 9, 2010. Paqe 3 of 4 After checking references submitted by Kasa Construction, staff has determined that the firm's owner has completed projects in similar size and scope to the Walnut Grove Improvement Project. The bid of $113,952.00 is 34% above the engineer's estimate, which can be attributed to an underestimate of the landscaping and irrigation portion of the project. Staff contacted the project landscape architect and has verified that the estimate used by staff was too low. There are adequate funds available for this project from the Capital Improvement Budget to complete this project. In October 2009, the Community Development Commission approved the use of up to $350,000 to complete beautification projects adjacent to the Interstate 10 Freeway. Based on the foregoing, it is the recommended that the City Council award the construction contract to Kasa Construction in the amount of $113,952.00. Timeline If directed to move forward, staff will work to advertise and complete this project according to the following schedule: February 9th - City Council Awards Contract March 1th - March 30th - Tentative Construction Schedule April 15th- Tentative Project Completion May 1 th -Tentative Notice of Completion by City Engineer FINANCIAL REVIEW The total appropriation needed to award this project is $131,052.00, which includes a 15% contingency amount ($17,100) for unforeseen construction expenses. This project is included in the FY 2009-10 Capital Improvement Program (CIP) budget with funding to be determined. Funding for the project is now available from the Rosemead Community Development Commission 2006A bond proceeds. ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15304 (a) of the CEQA Implementing Guidelines. This exemption covers projects involving minor alterations of land that do not have a significant effect on the environment. City Council Meeting February 9, 2010. There are two projects that require the use of Commission funds. Ramona Blvd. (north) Beautification Project This project was approved and budgeted as part of the FY 2009-10 Capital Improvement Budget. The targeted project area is a 3/,-mile section of sound wall along Ramona Boulevard directly north of the 10 Freeway between Rio Hondo and Hart avenues. The project is a complete landscape makeover of the sound wall area including new irrigation, ground cover, trees, shrubs, flowers, vines and concrete work. This work will eliminate the non-landscaped areas where litter regularly accumulates and act as a deterrent for graffiti. The estimated cost of the project is $100,000. The project construction is expected to start by mid-December 2009 and be completed on January 31, 2010. Interstate 10 Freeway Entry Points Project This project was approved and budgeted as part of the FY 2009-10 Capital Improvement Budget. The project will improve and enhance the entry points into the City of Rosemead and the Redevelopment Project Areas from the 10 Freeway (i.e. Rosemead Blvd., Walnut Grove Ave., San Gabriel Blvd., and Del Mar Ave.). The beautification project will include the following: a) Rosemead Blvd. at the 10 Freeway: • Painting of the underpass bridge and installation of City logos • New irrigation and new landscape designs of the east/ west slopes • New improved hardscape designs for pavement islands b) Walnut Grove Ave. at the 10 Freeway: • New irrigation and landscape designs of the easti west slopes • New improved hardscape designs for pavement islands • Extension of turn pockets for safety enhancement and improvement of the traffic circulation c) San Gabriel Blvd. south of the 10 Freeway: • Painting of the underpass bridge and installation of City logos • New irrigation and new landscape designs of the east/ west slopes New improved hardscape designs for pavement islands d) Del Mar Ave. south of the 10 Freeway: • Painting of the underpass bridge and installation of City logos • New irrigation and new landscape designs of the east/ west slopes • New improved hardscape designs for pavement islands The project is estimated to cost $250,000. The construction is anticipated to begin by February 2010 and be completed by June 2010. Staff Recommendation Staff recommends the following: 1. That the Community Development Commission adopt Resolution No. 2009-32 (Attachment A) making the appropriate findings under Health and Safety Code Section 33445; and 2. That the City Council adopt Resolution No. 2009-55 (Attachment B) making the appropriate findings under Health and Safety Code Section 33445; and 3. That the City Council consent to the proposed Commission expenditures. City Coundl/Community Development Commission Meeting October 13, 2009 Paqe 3 of 4 ANALYSIS Health and Safety Code Section 33445 Findings As stated above, Health and Safety Code Section 33445 requires that the City Council consent to the Commission expenditures for public improvement projects and that the Commission and Council find that: 1) The use of Commission funds is of benefit to the project areas The Projects are of benefit to the Redevelopment Project Areas as they will provide aesthetically pleasing entry points into the Project Areas off the 10 Freeway. They will also assist in the growth of existing and new businesses and help to reduce stagnant economic conditions. A description of the Projects and the funding sources are attached to the Resolution proposed with this staff report as Exhibit A. 2) There is no other reasonable means of financing the improvements. At this time, no other reasonable means of financing the Projects are available from the City as the City is using its funds to undertake other projects, services and public improvements throughout the City as reflected in the City's approved FY 2009-10 Operating and Capital Improvement Budgets. 3) Funding the project will assist in the elimination of one or more blighting conditions inside the project areas. The payment of funds for the Projects will assist in the elimination of blighting conditions inside the Redevelopment Project Areas by improving the appearance of critical entry points into the City of Rosemead and Redevelopment Project Areas off the 10 Freeway. 4) Consistency with 5-Year Plan The use of Commission funds for these Projects is consistent with the Commission's 5-year Implementation Plan (2009-2014). FISCAL IMPACT Staff is recommending that the Commission utilize unencumbered tax exempt bond proceeds to fund these projects. There is approximately $6 million available for this purpose.
