SUBJECT: ORDINANCE NO. 768/MUNICIPAL CODE AMENDMENT 96-01
Adding Standards to Allow Massage and Tattoo Parlor Uses
Ordinance No. 768 has been drafted at the request of the Sheriff's Department in order to allow
massage and tattoo parlor uses under certain restrictions. Section 6212.5 of the Rosemead
Municipal Code would be amended to provide definitions of, and operating regulations for, these
two uses. Regulations include completing a background investigation through the Sheriff's
Department. The discretionary powers of this Section have been delegated to the City Manager.
Section 6212.5 is currently limited to skin care related businesses of Acupressure, Acupuncture,
and nail care. These businesses are allowed in the PO, C-1, C-3, and M-1 zones. Rosemead S
Codes presently do not include massage and tattoo parlor uses as part of any section that lists
permitted uses. Staff has drafted an ordinance that would add "massage, tattoo and other related
uses". In addition, by including the phrase "and other related uses" would allow some flexibility
for the City Manager to interpret this section to include other similar uses.
The Planning Commission held a public hearing for this item on June 17, 1996. No testimony
was presented in opposition to this item. The Planning Commission adopted Resolution No. 96-34
adopting a Negative Declaration and recommending City Council approval of Municipal Code
Amendment 96-01 (Ordinance No. 768).
RECOMMENDATION
Staff recommends that the City Council introduce and place Ordinance No. 768 on first reading,
and schedule the item for a second reading at the meeting of August 13, 1996.
