TRIPEPI, CITY MANAGERR05;Z~ DATE: OCTOBER 8, 1996 SUBJECT: ORDINANCE NO. 773/ZONE CHANGE 96-202 Amending the Zoning Map from R-3; Medium Multiple Residential to PO-D; Professional Office/Design Overlay 3859 N. Rosemead Boulevard This item was presented at a public hearing before the Planning Commission on September 3, 1996. A copy of the Planning Commission report which provides a detailed analysis of the project is attached for your review. No testimony was presented in opposition to the project at the public hearing, and the Planning Commission voted unanimously to recommend City Council approval of Zone Change 96-202. Zone Change 96-202 would amend the zoning designation for 3859 N. Rosemead Boulevard to PO-D; Professional Office/Design Overlay from R-3; Medium Multiple Residential.. This site is located at the southwest corner of Rosemead Boulevard and Guess Street. It is a large lot measuring 19,221.5 square feet, and is currently used for one single family residence. The site is designated in the general plan for "Mixed Use; Residential/Commercial" development, and on the zoning map it is designated for R-3; Medium Multiple-Family Residential development. The Professional Office zone is a mixed use zoning designation which allows both R-3 and Office types of development. A zone change to the PO-D zone would encourage development by providing additional development alternatives, and is consistent with the general plan. The applicant proposes to develop a medical office building. Staff finds that the property to the north of Guess Street has been zoned and developed in a similar manner. This site is over 19,000 square feet which could support development of up to 12 residential units by density. However, if the owner decides to develop apartments under the PO-D zone, then the new zoning designation will require design review for stronger development control.
