CC - Item 7D - Request for Event Sponsorship adn in-Kind ServicesROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY CO NCIL FROM: JEFFRY ALLRED, CITY MANAGE DATE: FEBRUARY 23, 2010 SUBJECT: REQUEST FOR EVENT SPONSORSHIP AND IN-KIND SERVICES SUMMARY Representatives from Joy of Kung Fu, a regional martial arts organization that promotes general wellness, have revised their request for City sponsorship of a community-wide Fitness Awareness Day on August 7, 2010 at the Rosemead Community Recreation Center through the provision of in-kind services valued at $1,244. Staff Recommendation Staff is seeking City Council direction regarding the revised request of Joy of Kung Fu for sponsorship of Fitness Awareness Day 2010 in the form of in-kind services valued at $1,244. ANALYSIS Representatives of Joy of Kung Fu approached staff in December with a desire to partner with the City in the development of a Fitness Awareness Day to encourage health and general wellness through demonstrations, seminars, health screenings, and vendors. The event would involve healthcare and fitness practitioners, City class instructors, the Red Cross and similar agencies. Staff met with representatives to further discuss the event proposal. The proposed event would be held at the Rosemead Center at an estimated cost of $10,900, in addition to donated in-kind services, for publicity, event t-shirts and give-aways, raffle prizes, entertainment and demonstrations, and miscellaneous supplies. Joy of Kung Fu will be responsible for procuring all needed funds and would seek, in addition to their request for City assistance, in-kind help from businesses and organizations. Specifically, Joy of Kung Fu is requesting the following from the City: • Use of the Rosemead Community Center and staff for the event, and ■ Assistance with event promotion (including an article in Rosemead Resources, authorization to hang banners across Valley Boulevard and Garvey Avenue, and distribution of flyers through City facilities and programs). !TEM NO. -In City Council Meefing February 23, 2010 Page 2 of 2 The costs for the requested services are estimated as follows: Item Cost Use of the RCRC (all rooms for four hours) $640 Support staff 5 staff at 8 hours $404 Boulevard Banners (hanging only) $200 Total $1,244 Community organization policy limits "funding requests" to non-profit organizations or public schools based in Rosemead using funds for a "unique or emergency situation." Joy of Kung Fu is not incorporated. This request, however, is not for funding, but seeks the City's co-sponsorship of a community event designed to benefit Rosemead residents. Currently, a number of youth sports organizations receive in-kind services (i.e., field, facility, and lights use) without a formal request to City Council. PUBLIC NOTICE PROCESS This item has been noticed through the regular agenda notification process. FISCAL IMPACT While no funds have been budgeted for a Fitness Awareness Day event in the current fiscal year, these costs can be absorbed into the regular operational budget as it is assumed that the Center would ordinarily be operational on the requested date and Public Works can hang the banners during regular working hours.
