CC - Item 8B - Public Safety Connections - Policy Statement Amendment and Appointment of Chair and Vice ChairROSEMEAD CITY COUNCIL STAFF REPORT TO: MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: FEBRUARY 23, 2010 SUBJECT: PUBLIC SAFETY CONNECTIONS-POLICY STATEMENT AMENDMENT AND APPOINTMENT OF CHAIR AND VICE CHAIR SUMMARY At the February 9th meeting, the City Council authorized the formation of this community-based forum to facilitate public participation in the ongoing efforts to prevent crime and combat alcohol and drug abuse. At this point in time, the policy statement for the operation of Public Safety Connections needs to be amended to clarify that two (2) members of the City Council will be appointed to serve in the capacities of Chair and Vice Chair respectively. Staff Recommendation That the City Council: 1) approve the revised Public Safety Connections policy statement; and 2) confirm the Mayor's designation of Members of the City Council to serve as Chair and Vice Chair of Public Safety Connections for terms of one year. BACKGROUND The City's Strategic Plan contains a Key Organizational Goal to: Enhance public safety and quality of life in Rosemead. In addition, Strategy 8 of the Strategic Plan is to: Take proactive measures to prevent crime, promote safety and improve public perceptions of Rosemead. Accordingly, Rosemead's Chief of Police, Lt. Tim Murakami, has proposed the formation of Public Safety Connections. On February 9, 2010, the City Council approved a policy statement creating this community-based forum to accomplish the Strategic Plan goal and implement Strategy 8 in the Strategic Plan. Public Safety Connections will serve as a public forum and networking opportunity for law enforcement, Neighborhood Watch block captains, education, parent-teacher associations (PTAs), faith-based organizations, mental health counseling agencies, etc. It will be open to an unlimited number of interested citizens and community-based organizations under the leadership of designated City Council members serving as Chair and Vice Chair. Leadership will also be provided by the Chief of Police supplemented by staff support from the Public Safety Department, the Parks & Recreation Department and the City Manager's Office. APPROVED FOR CITY COUNCIL AGENDA: $TEM NO. _ City Council Meeting February 23, 2009 Page 2 of 2 To initiate this public forum it would be appropriate for the Mayor to designate two (2) members of the City Council to serve as Chair and Vice Chair respectively. Following the Mayor's designations, it would then be appropriate for the City Council to confirm the appointments of the participating Council Members. Attachment CITY OF ROSEMEAD K: Administrative Policy Manual Policy Number: Date Established: 2/9/2010 Date Revised: 2/23/2010 City Manager Approval: SUBJECT: ROSEMEAD PUBLIC SAFETY CONNECTIONS PURPOSE: The purpose of this policy is to create and facilitate a community-based forum to prevent crime and combat the influence and effects of alcohol and drugs (including tobacco) in Rosemead. The objectives of Rosemead Public Safety Connections are to: A. Serve as a community "think tank" and "information clearinghouse" to prevent crime and combat the impacts alcohol and drug abuse in Rosemead. B. Assist in the effort to educate young people about the adverse effects of alcohol and drugs on their safety, quality of life, and future opportunities. C. Increase awareness of parents, grandparents and other caregivers of their responsibilities to help young people to avoid the negative consequences associated with alcohol and drug use. GENERAL POLICY: The City of Rosemead is committed to preventing crime and combating alcohol and drug abuse, which is often a factor in the commission of crimes. Rosemead Public Safety Connections serves as a community-based forum to facilitate involvement and participation by citizens and organizations who share this commitment. PROVISIONS: The Rosemead Public Safety Connections shall operate urider the following guidelines: A. Membership. Rosemead Public Safety Connections will operate in an informal manner and be open to participation by any interested individual or organization; however, special invitations to participate will be extended to community-based organizations, staff members, and City Commissioners including, but not limited to, the following: • City of Rosemead Ad Hoc Youth Committee • Los Angeles County Sheriff's Department, Rosemead Special Assignment Team • Los Angeles County Fire Department • Rosemead Neighborhood Watch Block Captains • All School Districts serving Rosemead Residents • Parents and Teachers Associations (PTAs) • Rosemead Chamber of Commerce • Faith-Based Organizations • Non-Profit Social Service Organizations • Asian Pacific Family Center of Rosemead B. Staff Support. The Chief of Police, or designee, shall have primary and lead responsibility for coordinating and administering the operations of Rosemead Public Safety Connections. In addition to the Public Safety Department, staff support shall also be provided by the Parks and Recreation Department, and the City Manager's Office. Page 1 of 2 Page 2 of 2 Policy xx-xx Rosemead Public Safety Connections C. Chair. A member of the City Council will be designated by the Mayor to serve as Chair of Rosemead Public Safety Connections. The term of the Chair shall be a period of one (1) year. The Chair's primary responsibility is to provide leadership and to chair monthly meetings. The Chair, assisted by assigned City staff, shall prepare an annual report of the forum's activities for presentation to the City Council. D. Vice Chair. A member of the City Council will be designate by the Mayor to serve as Vice Chair of Rosemead Public Safety Connections for a term of one (1) year. The Vice Chair's responsibilities are to assist the Chair in his/her duties and to act in the capacity of Chair in his/her absence. E. Secretary. A staff member, who has been assigned by the City Manager to provide staff support to Rosemead Public Safety Connections, shall serve as Secretary. The Secretary shall publish the agenda for all forum meetings and keep a public record of the proceedings of meetings. F. Meetings. Rosemead Public Safety Connections shall be scheduled to meet on a regular basis no less frequently than monthly. Meeting agendas will be published and posted in the same manner as City commissions and committees.
