MOTOR VEHICLE LICENSE FEES
On April 15, 1998, the Senate Revenue and Taxation Committee will be considering three bills, SB
1723 (Haynes), SB 2001 (Hurtt) and AB 1776 (McClintock), which seek to repeal the existing State
Motor Vehicle License Fees. AB 1776 and SB 1723 seek to repeal Motor Vehicle License Fees over
a five-year period and backfill the amount received by local governments with a dollar-for-dollar
State Sales Tax replacement. SB 2001 seeks simply to repeal the fee and it provides no backfill.
However, all are three bills are dangerous to local governments, because the sales tax backfill would
be subject to the cyclical nature of the State's economy and the whims of the Legislature in
continuing that source of funding.
The City of Rosemead receives approximately $2,000,000 annually from Motor Vehicle License
' Fees. Accordingly, staff is recommending that the City Council authorize the Mayor to send the
appropriate correspondence to the Legislature stating the City of Rosemead's opposition to all three
measures. Attached for the Council's review are copies of SB 1723,-SB 2001, and AB 1776.
RECOMMENDATION:
It is recommended that the City Council authorize the Mayor to send correspondence to the .
Legislature stating the City's opposition to SB 1723, SB 2001, and AB 1776.

AB 1776, as introduced, McClintock. 't'axation: vehicle
license fee.
The Vehicle License Fee Law provides that the annual
amount of the license fee for any vehicle is 20/c of the market
value of the vehicle, as specified. It provides for the
determination of the market value of any vehicle, for
reclassification to increase the market value of a vehicle, and
for the exemption of certain vehicles from the imposition of
the license fee. All money collected by the Department of
Motor Vehicles under the law is deposited in the Motor
Vehicle License Fee Account in the State Transportation

SEC. 5. Notwithstanding Section 2229 of the Revenue
and Taxation Code, no appropriation is made by this act
and the state shall not reimburse any local agency for any
property tax revenues lost by it pursuant to this act.
SEC. 6. This act provides for a tax levy within the
meaning of Article IV of the Constitution and shall go into
immediate effect.
