SUBJECT: HOUSING ELEMENT UPDATE PROPOSAL - 2000 -2005
Attached for the Council's consideration is a housing element update proposal from Baker Street
Associates, LLC. The Governor's office of Planning and Research (O.P.R.) requires that cities in
California update their housing elements of their respective General Plans every five years.
Rosemead's housing element was last updated in 1996 to cover the 1995 -2000 planning period. A
deadline has now been set for the next planning period of 2000 to 2005. The current deadline for the
required update is June 30, 2000.
Staff has received a proposal from Baker Street, LLC to provide the City of Rosemead with the
required update. The proposal includes final submission for certification by the State Department of
Housing and Community Development (H.C.D.). The proposed fee for this service is a not to
exceed cost of $10,945.00. The 1999 -2000 annual budget includes $5,000.00 for this update,
therefore staff is requesting that the council appropriate the additional funds.
Staff has contacted neighboring cities as well as other private planning firms to compare bid
proposals from other firms in the area. Prices range from $20,000 to $35,000 for this service. Baker
Street LLC is able to provide the services at a reduced rate due to the close working relationship
established with the City and the City's CDBG programs and a strong familiarity with Rosemead's
housing issues.

RECOMMENDATION
It is recommended that the Rosemead City Council approve the proposal of Baker Street
Associates and appropriate the additional funds from appropriated reserves.

Introduction
SCOPE OF WORK
The General Plan Housing Element Amendment for the City of Rosemead will involve
completion of the following tasks:
• Update population and housing characteristics.
• Reexamine opportunities for energy conservation in new residential
development.
• Assess progress toward achieving goals in current Housing Element.
• Update housing needs analysis.
• Reexamine constraints on the production, maintenance, and affordability of
housing.
• Reexamine housing programs.
• Submit two (2) copies of preliminary draft Housing Element to the City for review
by various City staff. The comments received from this process will be
incorporated into the draft Housing Element that will be presented to the
Planning Commission. The City will be provided with 10 copies of the draft
element.
• Attend Planning Commission workshop on draft element.
• Respond to comments by the Planning Commission and the general public, and
make any necessary revisions to the draft element. The City will be provided
with five (5) copies of the draft element.
• Submit draft element to HCD and Southern California Association of
Governments (SCAG) for review.
• Respond to any comments received from HCD and SCAG. Conduct
consultation with HCD during this time to ensure the final element that is drafted
is certifiable by HCD.
• Submit draft of the final Housing Element to the members of the Planning
Commission and City Council. Provide City with 15 copies of document.
• Attend public hearings on adoption of final Housing Element before Planning
Commission and City Council. Provide City with final element and electronic
media.
• Submit adopted final Housing Element to HCD for certification.

Ms. Baker has managed or assisted with a wide array of housing and community
development activities. She has formulated affordable housing and commercial
rehabilitation strategies, designed and implemented property improvement
programs, negotiated business expansion and relocation loans, managed the
operation of affordable housing, created first -time homebuyer opportunities, and
undertaken the provision of affordable housing using redevelopment funds. She
possesses managerial skills ranging from personnel administration and financial
management to project development and contract negotiation. Ms. Baker is
computer literate and fluent in oral /written Spanish, some French and American
Sign Language. She has served as a guest speaker and moderator for a
number of local, regional, national NAHRO, California Redevelopment
Association and American Planning Association conferences.

Senior Planner
As a Senior Planner with Willdan Associates, Mr. Manuel Gurrola manages the preparation of environmental
documents for urban development projects. He has over 13 years of city and regional planning experience.
He has managed and prepared over 200 environmental impact assessments under CEQA and NEPA. Mr.
Gurrola has also conducted economic studies for business condition and market demand trends. His
experience also includes entitlement processing, housing and transportation planning, and conformity review.

Mr. Gurrola manages and prepares all phases of environmental assessments for commercial, industrial,
residential, and recreational projects throughout southern California. He has managed and prepared

Worked for a private development firm where he also managed the purchase and development of raw
land, including all aspects of entitlement processing; prepared Initial Studies and environmental
documents as necessary; negotiated development and owner participation agreements, directed the
planning, marketing, and disposition of real property assets in Los Angeles, Dallas, and Las Vegas,
and prepared investment analysis, reports, and correspondence.
Served as planning staff for the Southern California Association of Governments, where he assisted
in coordinating and was one of the primary authors of the $30 billion 1993 -1999 Regional
Transportation Improvement Program; prepared the Conformity Reports for the RTIP and 1994
Regional Mobility Element, performed Conformity Review on regionally significant general
development, transportation and wastewater treatment projects; and reviewed regionally significant
projects environmental documents for consistency with SCAG's regional plans, CEQA, and NEPA.
Served as planning staff with the City of Los Angeles for 6 years with a variety of City departments,

The Community Development Department- Mr. Gurrola conducted research, investigated
proposals, prepared economic feasibility studies and market analyses, and made
recommendations regarding housing regulation, development, and rehabilitation projects;
managed the completion of the Comprehensive Housing Affordability Strategies, Affordable
Housing Fee Ordinance, Affordable Housing Linkage Fee, and Nexus Study; and assisted
in the preparation of the City's Housing Element and revision of the Rent Stabilization
Ordinance.
The Planning Department - Mr. Gurrola prepared and analyzed preliminary plans and
environmental documentation for the development and subdivision of undeveloped areas for
conformance to legal requirements including required plans and special reports, taking into
consideration CEQA, NEPA, accepted zoning, design, and planning requirements of the
community and general plans; suggested changes to make plans conform to these
requirements, prepared initial studies, categorical exemptions, negative declarations,
mitigated negative declarations, and drafted environmental impact reports for projects;
assisted in the review of environmental legislation; and made presentations to the City
Council, Planning Commission, and the public.
— The Department of Transportation - Mr. Gurrola evaluated existing and proposed
transportation systems, reviewed transportation system demonstration projects; evaluated
alternative transportation system plans; reviewed and approved transportation demand
management plans submitted by developers and city agencies, and reviewed transportation
studies and proposals for compliance with Federal, State, and local laws and regulations.
The Community Redevelopment Agency - Mr. Gurrola prepared project
feasibility/proforma studies, market analyses /evaluation studies, preliminary fiscal impact
reports, economic /business condition studies; development opportunities and constraints
studies, highest and best use analysis; and reuse appraisals for all major land uses and
market demand trends pertaining to development and redevelopment of areas and sites.

The scope of services being offered by Baker Street Associates, LLC, would be
performed for a not -to- exceed fee of $10,945.00. This fee includes all fieldwork,
research and writing and project coordination /management activities needed to
complete a Housing Element Update for the City of Rosemead. This fee also
includes our attendance at two (2) meeting with City staff and four (4) public
meetings, as well as the printing and delivery of 33 copies of the Element (3
Preliminary drafts, 10 drafts, 5 revised drafts, 15 final documents). The hourly
rates for the project team members are as follows:

'Cost includes attendance at two Planning Commission and two City Council public meetings by
the Project Manager and Senior Planner. Attendance at additional public hearings or meetings
will be billed on a time - and - materials rate at the Standard hourly rates listed in Proposed Fee

Upon executing an agreement for our services and receiving authorization to
proceed, our Project Manager and other key personnel will attend a project kick -off
meeting with City staff. The purpose of this meeting will be to obtain a copy of the
City's current housing element and any other available reports on the City's
population and housing stock, as well as to establish the final outline and format for
the updated element. A preliminary draft of the document will be completed within
90 days thereafter. Our Project Manager will then meet with City staff to obtain and
review their comments. A draft document will subsequently be prepared for public
distribution and comment. Our staff will attend a Planning Commission workshop
during the processing of the draft document. Baker Street Associates, LLC will
prepare the final element in response to comments received from the public, the
Planning Commission, and HCD, and will attend the required public hearings before
the Planning Commission and City Council. We anticipate that this entire process
can be completed within a nine (9) month period.
