Approval of Minutes for February 5, 2026, Traffic Commission Meeting CEQA: Not subject to the California Environmental Quality Act. 3. NEW BUSINESS A. All-Way Stop Requests for the Intersections of Graves Avenue at Gladys Avenue & Graves Avenue at Charlotte Avenue SUMMARY The City of Rosemead has received a request to review the intersections of Graves Avenue at Charlotte Avenue and Graves Avenue at Gladys Avenue, to determine if the intersections qualify for the installation of an all-way stop. The request is to implement traffic calming measures along this segment of Graves Avenue, due to concerns of speeding vehicles observed along the street. The resident expressed concern for other drivers and pedestrians in the area. In response to this request, and on behalf of the City, engineering staff has completed a traffic review at the subject intersections. The traffic review included a review of existing conditions of the segment, 3-years of available collision data, Average Daily Traffic (ADT) counts and 24-hour speed survey counts, and a field review of existing conditions along Graves Avenue at Charlotte Avenue and Graves Avenue at Gladys Avenue. After a thorough review of existing traffic conditions and per the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and engineering judgement, the segment of Graves Avenue between San Gabriel Boulevard and Angelus Avenue was found to qualify for the installation of additional traffic calming measures. CEQA: Not subject to the California Environmental Quality Act. STAFF RECOMMENDATION Staff recommends that the Traffic Commission recommend the following actions: 1. INSTALL NEW “STOP” SIGNAGE (R1-1): Install Stop Signs (R1-1) at the northwest corners of the intersections of Graves Avenue at Gladys Avenue, and Graves Avenue at Charlotte Avenue. 2. INSTALL STOP BAR AND “STOP” PAVEMENT LEGENDS: Install Stop Bar and “STOP” Pavement Legends adjacent to the new stop signs at the intersections of Graves Avenue at Gladys Avenue, and Graves Avenue at Charlotte Avenue. ROSEMEAD TRAFFIC COMMISSION MEETING April 2, 2026 Page 3 of 4 a. The STOP Bar along Gladys Avenue at Grave Avenue is recommended to be offset by approximately 8-feet. The angled stop bar will sit closer to the intersection, as the northeast and northwest corners of the intersection are offset at the intersection. The stop bar should not block the path of the pedestrians crossing the north leg of the intersection. 3. INSTALL “CROSS TRAFFIC DOES NOT STOP” PLAQUE (W4 – 4P): Install “Cross Traffic Does Not Stop” Plaque (W4 – 4P) beneath the new Stop Signs located at the intersections of Graves Avenue & Gladys Avenue, and Graves Avenue & Charlotte Avenue. 4. INSTALL REMOVE & REPLACE “SCHOOL ZONE” SIGNAGE (SW24-1): Remove and Replace “School Zone” Signage (SW24-1) along Graves Avenue for westbound traffic approaching the intersection with San Gabriel Boulevard. Install the new sign approximately 190-feet east of the intersection of Graves Avenue and San Gabriel Boulevard. 5. INSTALL 25 MPH SIGN (R2-1) & “25” PAVEMENT LEGEND: Install New 25MPH Signage (R2-1) and “25” Pavement Legends along Graves Avenue, west of the intersection with San Gabriel Boulevard and east of the intersection with Angelus Avenue. See Detail 3. a. Install New Signage and Pavement Legend for eastbound traffic along Graves Avenue, approximately 125-feet east of the intersection with San Gabriel Boulevard. b. Install New Signage and Pavement Legend for westbound traffic along Graves Avenue, approximately 62-feet west of the intersection with Angelus Avenue. 6. INSTALL DASHED YELLOW CENTERLINE ALONG GRAVES AVENUE: Install Dashed Yellow Centerline along Graves Avenue, between the intersections of San Gabriel Boulevard and Angelus Avenue. Installation of a centerline will establish lanes, and visually narrow the road for eastbound and westbound traffic. 7. REMOVE INSTALL 20-FEET RED CURB: Install 20-feet of red curb along the northeast corner of the intersection at Graves Avenue and Gladys Avenue, to improve the line-of-sight view for vehicles turning left onto Graves Avenue from Gladys Avenue. 4. MATTERS FROM STAFF A. DISCUSSION SUMMARY The City Engineer will provide information regarding the proposed Joint Special Meeting for the Traffic and Beautification Commission on April 30, 2026. 5.
