TC - Item 2A - Minutes of 02-05-2026 Rosemead Traffic Commission Meeting Minutes of February 5, 2025 Page 1 of 4 Minutes of the Regular ROSEMEAD TRAFFIC COMMISSION MEETING February 5, 2026 The special meeting of the Rosemead Traffic Commission was called to order by Chair Drange at 7:02 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California. FLAG SALUTE: Chair Drange INVOCATION: Commissioner Tran PRESENT: Commissioner Lang, Commissioner Tran, Commissioner Trieu, Vice-Chair Nguyen and Chair Drange ABSENT: None STAFF PRESENT: City Engineer Basilyous and Commission Liaison Nguyen The City received a general public comment via email from Phannie Bang requesting that the City reconsider and reassess the need for a school crossing guard at the corner of Dorothy Street and Brighton Street. She also added that the crossing stripes were chipping and causing tripping hazards. Chair Drange asked Traffic Commissioners if anyone would like to make revisions or additions to the minutes of December 4, 2025. Commissioner Tran made a motion, seconded by Commissioner Trieu, to accept consent calendar. Vote resulted in: Yes: Drange, Nguyen, Lang, Tran, Trieu No: None Abstain: None Absent: None A. Traffic Calming Review for the Segment Along Emerson Place between Jackson Avenue and Evelyn Avenue Associate Engineer Richter provided a brief description of the item and presented a PowerPoint presentation of the studies that were conducted. Associate Engineer Richter explained that the City received a request to review the segment of Emerson Place, between Evelyn Avenue and Jackson Avenue. The request is to implement traffic calming measures along the segment of Emerson Place, due to speeding vehicles observed on weekdays and on the weekends. The resident expressed concern for other drivers and pedestrians in the area. In response to this request and 1. PUBLIC COMMENTS 2. CONSENT CALENDAR 3. NEW BUSINESS Rosemead Traffic Commission Meeting Minutes of February 5, 2025 Page 2 of 4 on behalf of the City, engineering staff has completed a traffic review at the subject segment. The traffic review included a review of existing conditions of the segment, 3-years of available collision data, Average Daily Traffic (ADT) counts and 24-hour speed survey counts, and a field review of existing conditions along Emerson Place at Isabel Avenue, between Evelyn Avenue and Jackson Avenue. After a thorough review of existing traffic conditions and per the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and engineering judgement, the segment of Emerson Place between Jackson Avenue and Evelyn Avenue was found to qualify for the installation of traffic calming measures. Based on the data collected along Emerson Place between Jackson Avenue and Evelyn Avenue, it was determined that there was not significant speeding along the street segment in this area to warrant additional traffic calming measures beyond what is outlined. Chair Drange asked if a “Cross Traffic Does Not Stop” plaque at the intersection of Evelyn Avenue and Emerson Place can be installed, similar to the proposed recommendation for Isabel Avenue and Emerson Place. City Engineer Basilyous responded staff can look into that. Chair Drange noted that the speeding along Emerson Place may be attributed to the steep downhill grade between Isabel Avenue and Del Mar Avenue. Chair Drange asked if the hill was steep enough to warrant a sign that warned drivers of downhill speed. Chair Drange replied the recommendations include installing a traffic light ahead sign. Commissioner Lang asked if recommendations item one and two will also be installed at the intersection of Emerson Place and Evelyn Avenue. Chair Drange replied yes. Commissioner Trieu commented that he notices people tend to try make the light on Del Mar Ave by speeding through this street. However, with the streets with stop signs are too close to each other as well as the traffic light, he is not sure what else could be included in the recommendations. Commissioner Tran commented he would like to motion and amend to include recommendations one and two to be installed at the intersection of Evelyn Avenue and Emerson Place. Commissioner Tran made a motion, seconded by Vice-Chair Nguyen, to approve staff recommendations, and amend to include recommendations one and two to be installed at the intersection of Evelyn Avenue and Emerson Place. MATTERS FROM STAFF Rosemead Traffic Commission Meeting Minutes of February 5, 2025 Page 3 of 4 City Engineer Basilyous commented staff is still working on the commissioner’s requests from the prior meeting and should have updates for the next meeting. Commissioner Lang asked if the public comment from earlier needs to be addressed. Chair Drange responded that the item is not agendized, and therefore cannot be discussed. He noted that it was previously considered by the Traffic Commission as a crossing guard item, and the school is now requesting that the City reassess it. Chair Drange commented he had attended a meeting involving Metro’s project to make a corridor from Garvey Avenue all the way down the City of Industry. In the discussion, one item was a bus lane where the parking space is. The other option was to leave the parking space and have a bus lane where the right lane is, and the second lane left for parking. Other items were discussed and there were several Rosemead city council members. Chair Drange also had commented that when traveling eastbound on Glendon Way near the UFC Gym and the Valvoline location, there is the on-ramp the freeway. Previously, there was a dedicated right-turn arrow for vehicles entering the freeway, while the left lane allowed through or left-turn. Currently, the lanes are marked for right- or left-turn only. As a result, drivers intending to continue straight toward Rosemead Boulevard often remain in the right lane and proceed straight, despite the large pavement marking indicating the I-10 freeway. He was unsure if this area is Caltrans. City Engineer Basilyous asked which intersection he was referring to. Commissioner Trieu responded Glendon Way and Rosemead Boulevard, the westbound on-ramp. Chair Drange noted that when traveling eastbound on Glendon Way, there is a lack of pavement striping and signage to guide drivers on how to continue straight onto Rosemead Boulevard. He also commented that when traffic is backed up, drivers are unable to see the pavement markings. Installing signage indicating that the right lane is for freeway only and the left lane is for through or left-turn movements would help address this issue. City Engineer Basilyous responded that this location is currently being addressed as part of a project to revise the design layout. The plans are 100% complete and have already been submitted to Caltrans. Commissioner Lang commented that this item was brought up about three years ago. City Engineer Basilyous added that an item will be presented at an upcoming City Council meeting to address the consultant contract and a budget increase. The project is expected to proceed to the bidding phase soon. Chair Drange asked about the anticipated timeline for that process. City Engineer Basilyous responded that construction is expected to begin this year. Chair Drange asked whether signage could be installed to improve clarity for drivers. 5. COMMISSIONER REPORTS Rosemead Traffic Commission Meeting Minutes of February 5, 2025 Page 4 of 4 City Engineer Basilyous responded that no changes can be made at this time. He also noted that the project includes redesigning the area on Rosemead Boulevard near the freeway off-ramp. Commissioner Lang asked how the plans could be reviewed. City Engineer Basilyous stated that the plans will be available once the project enters the bidding phase. Commissioner Trieu asked for clarification on whether the reason no interim signage or changes can be made is due to the approved redesign project. City Engineer Basilyous confirmed that this is correct. Commissioner Lang asked whether the project would be completed by the end of the year. City Engineer Basilyous clarified that construction is anticipated to begin this year, with completion required prior to the Olympics. Commissioner Lang also mentioned a new meter or signal just south of the I-10 freeway on Rosemead Boulevard at the off-ramp and inquired about it. City Engineer Basilyous responded that he would look into it. 6. ADJOURNMENT The meeting adjourned at 7:36 p.m. The next Traffic Commission meeting is scheduled for March 5, 2026, at 7:00 p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838 East Valley Boulevard.
