Brown Act
Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or unless
certain emergency or special circumstances exist. The City Council may direct staff to investigate and/or schedule certain
matters for consideration at a future City Council meeting.
General Conduct/Decorum During Meeting:
While the City Council is in session, all attendees are required to observe the proceedings and adhere to established rules
of decorum. No individual shall engage in behavior that is intended to or likely to incite violent or riotous actions, nor sh all
anyone disturb the orderly conduct of the meeting. Remarks must be made exclusively from the podium and directed to
the Council as a whole, rather than to individual members or the audience. Comments and exchanges from the audience
will not be acknowledged, as focus should remain on the speaker or the Council. Attendees are requested to silence their
cellphones during the meeting. Any individual who causes ongoing disruption may be subject to removal from the
proceedings per Government Code 54957.95.

B. Minutes
Recommendation: That the City Council approve the regular meeting minutes of
January 13, 2026 and the special meeting minutes of January 27, 2026.
C. Request to Add and Proclaim “California Mosquito Awareness Week” and “National
Police Week” to the Approved List of Proclamations for Year 2026
The San Gabriel Valley Mosquito and Vector Control District and the Los Angeles
County Temple Sheriff’s Station have each requested that the City Council issue
proclamations in support of their respective causes. The San Gabriel Valley Mosquito
and Vector Control District is requesting a proclamation declaring April 13–19, 2026,
as “Mosquito Awareness Week”, and the Los Angeles County Temple Sheriff’s
Station is requesting a proclamation declaring May 10–16, 2026, as “National
Police Week”.
Recommendation: That the City Council approve the requests to add the “California
Mosquito Awareness Week”, April 13-19 and the “National Police Week”,
May 10-16 to the Approved Proclamations list for 2026 and schedule the
presentations to a subsequent City Council meeting.
D. Accept Completed Improvements and Authorize the Filing of a Notice of Completion
for the City Hall Interior Renovations Project No. 31027
On November 12, 2024, the City Council awarded a construction contract to
MLC Constructors, Inc. for the City Hall Interior Renovations Project. The total
construction budget, including a 10% contingency, was $1,504,607.50. All
construction improvements have been completed and have been accepted by the City
Staff. A notice of completion will be filed with the Los Angeles County Recorder
upon approval by the City Council. The release of retention funds will take place
upon the filing of the notice of completion.

Recommendation: That the City Council take the following actions:
1. Accept the completed improvements for the City Hall Interior Renovation Project
No. 31027 as performed by MLC Constructors, Inc.; and
2. Authorize the recordation of Notice of Completion with the Los Angeles County
Recorder and the release of retention funds.
E. Schedule a City Council Special Meeting for April 21, 2026, and Cancel the Regular
Scheduled Meeting of April 28, 2026
On March 10, 2026, the City Council directed City staff to schedule a special meeting
for Tuesday, April 21 at 7:00 p.m. as part of the required second public hearing
for the proposed charter item in lieu of the regularly scheduled meeting for
April 28, 2026.
Recommendation: That the City Council schedule a special meeting for Tuesday,
April 21 at 7:00 p.m. to conduct the required second public hearing for the proposed
charter item, in lieu of the regularly scheduled meeting and cancel the meeting of
April 28, 2026.
F. Termination of License Agreement with SiFi Networks Rosemead LLC
On January 10, 2023, the City entered into a License Agreement with SiFi Networks
Rosemead LLC (“SiFi”) for the design, construction, and operation of a fiber optic
network within the public right-of-way. Since execution of the Agreement, SiFi has
not met key contractual milestones, including submission of complete design plans
and commencement of construction. Following multiple discussions and written
correspondence, the City issued a formal Notice of Default. SiFi has not cured the
identified deficiencies within the required timeframe and has instead requested
substantial extensions to the Agreement schedule.
Recommendation: That the City Council take the following actions:
1. Find that SiFi Networks Rosemead LLC is in material breach of the License
Agreement dated January 10, 2023; and
2. Authorize the City Manager to terminate the Agreement pursuant to Section 8 of
the Agreement.
G. Award of Contract for Professional Information Technology Management Services
The current Information Technology service contract will terminate on April 30th.
Per the Rosemead Municipal Code section 3.24.090, using alternative purchasing
procedures, staff sourced two top-ranking proposals from the year 2024 Request for
Proposal, staff is recommending the City Council authorize the City Manager to
execute a Professional Services Agreement with Acorn Technology Services for a
3-year contract in the total amount of $550,463 from April 27, 2026 – April 26, 2029,
with an option for two one-year extensions.

Recommendation: That the City Council authorize the City Manager to execute a
3-year Professional Services Agreement in the total amount of $550,463 from
April 27, 2026 – April 26, 2029, with Acorn Technology Services for Information
Technology Management Services, including an option to renew for two one-year
extensions.
5. MATTERS FROM CITY MANAGER & STAFF
A. Fiscal Year 2025-26 Mid-Year Budget Review
On June 10, 2025, the City Council adopted the 2025-26 Operating and Capital
Improvement Program Budgets. This report summarizes the City’s General Fund
overall financial position for the current fiscal year through December 2025 including
a discussion on revenue sources and expenditure trends. The estimates stated within
are just that, estimates, and are subject to change as the current fiscal year continues.
Recommendation: That the City Council receive and file the Mid-Year Budget
Review Report.

Council Member Ly requested a discussion on Assembly Bill (AB) 2529 - Civil

Recommendation: That the City Council discuss and provide direction to staff.

Council Member Ly requested a discussion on Republic Services Contract
Compliance.
Recommendation: That the City Council discuss and provide direction to staff.
