JANUARY 13, 2026
The regular meeting of the Rosemead City Council was called to order by Mayor Armenta
at 7:00 p.m., in the Rosemead City Council Chamber, located at 8838 East Valley Boulevard,
Rosemead, California.

2. PRESENTATION
A. Retirement Recognition of Maintenance Lead Worker, Jimmy Limon for his
30 years of service in the Public Services Division
Director of Public Works Gutierrez, recognized Mr. Jimmy Limon for 30 years of
dedicated service. A lifelong resident, he began working for the City in 1995 and
became a key member of the Public Works Department. He contributed to numerous
Citywide improvements, including signage projects, the graffiti abatement program,
and other significant projects. He was commended for his leadership, teamwork, and
lasting impact on the community.
Jimmy Limon expressed gratitude for his time serving the City, highlighting his pride
in being part of the community and his decision to remain loyal despite other job
opportunities. He reflected on the City's growth and credited dedicated staff and
leadership for its progress. He shared that he will miss the people most, as they made
both work and difficult times meaningful. He encouraged employees to invest in their
health and well-being and emphasized the strong sense of teamwork and "family"
within the organization. He concluded by thanking everyone and expressing
appreciation for the opportunity to serve.
The City Council presented Mr. Limon with a plaque recognizing over 30 years of
loyal service and congratulated him on his retirement and new chapter.
Council Member Dang praised Jimmy Limon for his lifelong connection to the
community and his strong sense of ownership and pride in his work. He concluded
by thanking him for his service and offering congratulations and best wishes for the
future.

AGENDA ITEM 4.11
Council Member Margaret Clark congratulated Jimmy Limon, wishing him well on
his retirement and leaving big shoes to fill.
Council Member Ly recognized the City's progress with dedicated staff like Jimmy
Limon and emphasized that employees are the backbone of Rosemead's success. He
praised Jimmy as a true representative of that effort, expressed that he will be deeply
missed, and added about missing his Thanksgiving cooking. He encouraged him to
enjoy retirement and reminded him he will always be considered part of the City
family.
Incoming Mayor Pro Tem Low commended Jimmy Limon for his 30 years of service
in the City of Rosemead, recognizing his contributions to both the Public Service
Division and the Parks & Recreation Department. He thanked Mr. Limon for his
dedication and noted that he has been an outstanding role model for many employees.
He added that Mr. Limon will always be part of the Rosemead family and expressed
appreciation for all he has done over the past 30 years. She wished him a wonderful
retirement and hopes to see him at future City events.
Incoming Mayor Armenta reflected on shared memories with Jimmy Limon during
her tenure in the Parks and Recreation Department, highlighting his strong and
growing love for Rosemead and his dedication to serving the community. She praised
his early -morning commitment to maintaining the City and described his lasting
legacy. She wished him well in retirement, encouraged him to enjoy traveling, and
expressed her sincere thanks for his service and friendship.
B. Administration of the Oath of Office to Sandra Armenta to Assume the Position of
Mayor
Isaac Gonzalez administered the oath of office to incoming Mayor Sandra Armenta.
C. Administration of the Oath of Office to Polly Low to Assume the Position of
Mayor Pro Tem
City Clerk Hernandez administered the oath of office to incoming Mayor Pro Tem
Polly Low.
D. Presentations and Commendations for Newly Appointed Mayor Sandra Armenta,
Mayor Pro Tem Polly Low, and Outgoing Mayor Margaret Clark
The City Council recognized Outgoing Mayor Margaret Clark for her service as Mayor from
December 2024 to December 2025. A commemorative plaque was presented to Mayor Clark
in appreciation of her outstanding leadership and service during her mayoral term.
The following state and local offices presented certificates of recognition to Mayor
Armenta, Mayor Pro Tem Low and Outgoing Mayor Clark.

Council Member Clark thanked her colleagues for their support during her tenure as
Mayor.
Mayor Pro Tem Low thanked attendees and expressed appreciation for serving on
the City Council, emphasizing the group's ability to work collaboratively despite
disagreements. They highlighted mutual respect and a shared commitment to making
decisions in the best interest of residents. She credited her colleagues for creating a
positive working environment and expressed gratitude for the opportunity to serve,
including working alongside Mayor Sandra Armenta.
Mayor Armenta expressed gratitude for the strong support from her family, friends,
colleagues, and community members. She reflected on a challenging year and
credited their encouragement for giving her the strength to continue serving. She
emphasized her commitment to the community's well-being, highlighted her journey
in public service, and acknowledged the values instilled by her family. She also spoke
about perseverance, unity, and the importance of supporting one another while
ensuring the safety and success of the City.
3. PUBLIC HEARING
A. Public Hearing to Consider Adoption and Second Reading of Ordinance No. 1030 —
Amending Title 15 of the Rosemead Municipal Code (Buildings and Construction)
On December 9, 2025, the City Council introduced for first reading, Ordinance
No. 1030, an ordinance adopting by reference, the 2025 California Building
Standards Code as amended and adopted by Los Angeles County. At this meeting,
the City Council also adopted Urgency Ordinance No. 1031 to ensure the City' s
building and safety authority remains in effect without interruption on

January 1, 2026, and until Ordinance No. 1030 becomes effective.
Recommendation: That the City Council take the following actions:
1. Conduct a public hearing and receive public testimony; and
2. Move to approve the second reading and adopt by title, Ordinance No. 1030,
entitled:

John Tufan, Building Safety Manager, introduced the item for the second reading and
public hearing of Ordinance No. 1030, which proposes amending Title 15, Building
Construction, to incorporate the 2025 California Building Standards Code as
modified by Los Angeles County. He reiterated that the Council hold the public
hearing, consider public input, and proceed to approve the second reading and
formally adopt Ordinance No. 1030 by title.
Council Member Dang praised Transtech for their thorough work and analysis. He
also recognized and thanked the Building Department for their outstanding efforts.
Mayor Armenta opened the public hearing. There being no comments, she closed the
public hearing.
Council Member Ly made a motion to adopt Ordinance No. 1030.
ACTION: Motion by Council Member Ly, seconded by Mayor Pro Tem Low to
approve and adopt the second reading of Ordinance No. 1030. Motion was carried

B. 2026 City Council Meeting Schedule
City Council meetings are scheduled for the second and fourth Tuesday of each
month at 7:00 p.m. In the past, the City Council has canceled the second meetings in
August (for summer break), November (for Thanksgiving), and December (for
Christmas). Adopting a 2026 meeting schedule will help the City Council, staff, and
the community plan their schedules in advance. The City Council has the discretion
to add, modify, or cancel meetings as needed.
Recommendation: That the City Council adopt the City Council meeting schedule
for the 2026 calendar year.
C. Approval of Annual List of Proclamations for Calendar Year 2026
Each year, a list of proclamations is approved for the calendar year. The 2026
Proclamations are before the City Council for consideration.
Recommendation: That the City Council approve the 2026 List of Proclamations.

Council Member Clark asked for this item to be tabled to another meeting,
as she wanted to add a proclamation for Native American Heritage for
consideration.
This item was tabled to the subsequent City Council for consideration.
D. Accept Completed Improvements and Authorize the Filing of a Notice of Completion
for the Public Safety Center Upgrades Project No. 31028
On October 22, 2024, the City Council awarded a construction contract to
Royal Construction Corp. for the Public Safety Center Upgrades Project.
The total construction budget, including a 10% contingency, was $2,626,800.00.
On June 10, 2025, the City Council adopted Resolution No. 2025-30 amending the
City's Fiscal Year 2024-25 CIP budget to appropriate additional funds in the amount
of $255,850.00 to cover the costs of unforeseen conditions. All construction
improvements have been completed and have been accepted by City staff. A notice
of completion will be filed with the Los Angeles County Recorder upon approval by
the City Council. The release of retention funds will occur 35 days after the filing of
the notice of completion.
Recommendation: That the City Council take the following actions:
Accept the completed improvements for the Public Safety Center Upgrades
Project No. 31028 as performed by Royal Construction, Corp.; and
2. Authorize the recordation of Notice of Completion with the Los Angeles County
Recorder and the release of retention funds 35 days thereafter.
E. Federal Legislative Advocacy Days — Washington, DC
The City's Federal lobbyist David Turch & Associates is coordinating Federal lobby
days for members of the City Council and City staff potentially in February, March,
June, and/or September 2026. Visiting while representatives are in session provides
the maximum opportunity to meet with them face-to-face. The intent is to conduct
meetings to discuss topics on Transportation, Public Safety, Affordable Housing,
Economic Development, and various issues affecting the City of Rosemead.
Recommendation: That the City Council authorize the attendance, at City expense,
of any Council Member and City staff interested in attending Federal Legislative
Advocacy Days in Washington, DC, potentially in February, March, June, and/or
September 2026.
Council Member Ly proposed dates for the Washington, D.C. lobby trip, suggesting
March 23-26 to ensure at least one other Council Member can attend. He noted that
David Turch & Associates recommend scheduling outside the same week as the
National League of Cities conference to increase productivity and secure meetings.
He agreed with the recommendation and explained that future Sacramento and

Washington, D.C. trips would also be scheduled separately from NLC events for
maximum effectiveness.
Mayor Pro Tem Low expressed interest in attending the next lobbying event.
ACTION: Motion by Council Member Ly, seconded by Mayor Pro Tem. Low to
approve the Federal Legislative Advocacy Days in Washington, DC, potentially in
March, June, and/or September 2026. The first trip takes place in the week of March
23rd to March 26, 2026. Motion was carried out by the following roll call votes:

MATTERS FROM MAYOR & CITY COUNCIL
A. Mayor's Appointments for 2026 Calendar Year
Each year, a listing of City Council Member appointments to a variety of Regional
and State committees and boards is prepared and submitted to the mayor. Once the
appointments have been made, the City Clerk's office will prepare the Agency Report
of Public Official Appointments Form 806, as required by the Fair Political Practices
Commission (FPPC), file the form with the FPPC, and post it on the City's website.
Recommendation: That the City Council discuss and approve the Mayor's
Appointments for the 2026 Calendar Year and direct the City Clerk to prepare and
file Form 806.
Council Member Ly requested to table the item to the next meeting to further review
some committees he is potentially interested in serving.
Mayor Armenta asked if there were any time sensitive appointments that needed to
be made.
City Clerk Hernandez stated the only offices were the LA County Sanitation District
No. 15 which meets before the next City Council meeting.
ACTION: Motion by Council Member Ly, seconded by Council Member Dang to
appoint Mayor Armenta as the delegate and Mayor Pro Tern Low as the alternate to
the LA County Sanitation District No. 15 and LA County City Selection Committee.

B. Council Comments
Council Member Dang expressed appreciation for the City Council's leadership,
diligence, and expertise, specifically recognizing Mayor Clark and Council Member
Low. He also shared insights from a recent Sacramento trip, noting a shift in
discussions about housing: while cities can zone for new units, some developers may

not build them if profit margins are insufficient, highlighting challenges in creating
affordable housing.
Council Member Ly congratulated Mayor Clark on a successful year, noting her long
tenure on the City Council since 1991 and her inspiring determination, including her
rapid recovery from knee surgeries. He praised Mayor Pro Tem Low for their
collaborative and enjoyable working relationship despite differing opinions,
highlighting their camaraderie and mutual dedication to the community. He also
commended Mayor Sandra Armenta for her resilience, accessibility, and
longstanding service from Parks and Recreation to the Garvey School District and
now as Mayor, emphasizing her commitment to the community. He reflected on
productive Sacramento meetings with Council Member Dang, Assembly Member
Fong, and State Senator Sasha Rene Perez, noting promising opportunities for City
projects and funding, and acknowledged City Manager Kim's support in these efforts.
Council Member Ly requested that the Parks and Recreation Department, in
coordination with the Parks Commission, begin preliminary discussions regarding
the potential development of a botanical garden within the City of Rosemead. The
botanical garden could provide educational opportunities for the community to learn
about plants, gardening, and horticulture. The concept is in an early, exploratory
stage, with no formal plans or commitments at this time. Council Member Ly
encouraged the Parks Commission to consider the scope, requirements, and potential
benefits of such a project in future meetings.
Mayor Pro Tem Low thanked Council Members Ly and Dang for their comments
and expressed appreciation for the enjoyable working relationship with the Council.
She also acknowledged former Mayor Maggie Clark for her leadership and service
as Mayor last year, recognizing the challenges of managing meetings and events.
Mayor Armenta clarified that for California Contract Cities, noted that there is a
common misconception that only certain members attend, but as a former board
president, she emphasized that all council members from member cities are welcome
and encouraged to participate in discussions.
Council Member Ly suggested City Clerk Hernandez confirm with Contract Cities
and report back.
Mayor Sandra Armenta expressed appreciation for her colleagues and thanked former
Mayor Maggie Clark for her leadership and mentorship, highlighting their shared
journey since 2009 and the challenges they've navigated together. She acknowledged
Mayor Pro Tem Polly Low as "the calm to our storm," valuing her guidance, advice,
and teamwork. She also praised Council Member Ly for his leadership,
professionalism, and counsel, Council Member Dang for his thoughtful planning,
innovative ideas, and collaborative approach. She emphasized the shared
commitment of the Council to work together for the betterment of Rosemead and
expressed excitement about continuing collaboration on future City initiatives.

Mayor Sandra Armenta expressed gratitude to the City's leadership team, including
City Manager for his level-headedness, openness, and leadership, noting the
Council's appreciation for his contributions, and commended City Attorney for
guidance and protecting both the Council and the City.
