AWARENESS WEEK AND NATIONAL POLICE WEEK TO THE
APPROVED LIST OF PROCLAMATIONS FOR YEAR 2026
SUMMARY
The San Gabriel Valley Mosquito and Vector Control District and the Los Angeles County
Temple Sheriff's Station have each requested that the City Council issue proclamations in
support of their respective causes. The San Gabriel Valley Mosquito and Vector Control District
is requesting a proclamation declaring April 13-19, 2026, as Mosquito Awareness Week, and the
Los Angeles County Temple Sheriff's Station is requesting a proclamation declaring May 10-16,
2026, as National Police Week.
The California Mosquito and Vector Control Association has declared April 13-19, 2026, as
California Mosquito Awareness Week. During this week, various events and resources will be
available to raise awareness and educate the public about the health threats mosquitoes pose to
communities.
National Police Week, observed May 10-16, is an annual observance honoring law enforcement
officers who have died in the line of duty and those who continue to serve. Established in 1962
by President John F. Kennedy, it designates May 15 as Peace Officers Memorial Day. Over time,
it has grown through key milestones, including the first memorial service in 1982 and the
dedication of the National Law Enforcement Officers Memorial in 1991.
BACKGROUND
Proclamations are ceremonial documents to honor an individual or organization, celebrate or
create awareness or commemorate a particular day, month, or year. Proclamations are designated
by a specific event and date. On June 14, 2021, the City Council approved a new procedure to
issue any future proclamations:

Proclamations on the list of Approved Proclamations will be automatically agendized
under Presentations without City Council discussion.
New proclamation requests not listed on the approved list of proclamations will be
agendized for discussion and City Council direction. If approved, the new proclamation
will be agendized and presented at the next City Council meeting and added to the
approved list of proclamations.
STAFF RECOMMENDATION
That the City Council approve the requests to add the California Mosquito Awareness Week,
April 13-19 and the National Police Week, May 10-16 to the Approved Proclamations list for
2026 and schedule the presentations to a subsequent City Council meeting.

2026 California Mosquito Awareness Week
WHEREAS, mosquitoes are capable of transmitting serious diseases such as West Nile virus
and dengue, posing a growing public health concern in California; and
WHEREAS, invasive Aedes mosquitoes are spreading throughout Southern California,
increasing the risk of local transmission of diseases like dengue; and
WHEREAS, in 2024, San Gabriel Valley communities reported 11 locally acquired dengue
cases and over 50 detections of West Nile Virus activity, highlighting the importance of proactive
mosquito control and community awareness; and
WHEREAS, the San Gabriel Valley Mosquito and Vector Control District works in partnership
with the City of [CITY NAME] to protect public health through mosquito surveillance, control, and
education; and
WHEREAS, residents play a critical role in preventing mosquito breeding by eliminating
standing water around their homes and neighborhoods;

WHEREAS, in 1.962, President John F. Kennedy proclaimed May 15 as National
Peace Officers Memorial Day and the calendar week in which May 15 falls as National
Police Week. Currently, tens of thousands of law enforcement officers from around the
world converge on Washington, DC to participate in a number of planned events which
honor those that have paid the ultimate sacrifice
WHEREAS, there are more than 800,000 law enforcement officers serving in
communities across the United States, including the dedicated members of the
[INSERT NAME OF LOCAL LAW ENFORCEMENT AGENCY];
WHEREAS, since the first recorded death in 1786, there are currently more than
24,000 law enforcement officers in the United States have made the ultimate sacrifice
and been killed in the line of duty, including [INSERT NUMBER] members of the
[INSERT NAME OF LOCAL LAW ENFORCEMENT AGENCY];
WHEREAS, May 15 is designated as Peace Officers Memorial Day, in honor of
all fallen officers and their families and U.S. flags should be flown at half-staff;
